ESCONDIDO (KGTV) -- Escondido police arrested a man with prior criminal convictions Thursday after they found him passed out in his vehicle wearing a ballistic vest and loaded rifle magazines in his front passenger seat. He also had other weapons and police gear he'd allegedly stolen from a law enforcement officer in San Diego, authorities said.According to a release from Escondido Police Department, officers found the man after a caller reported him passed out around 1:10 a.m. outside the 7-Eleven on West Ninth Avenue. The caller said the man was likely under the influence of drugs and did not respond to attempts at waking him.When officers arrived on scene, they recognized the man as 30-year-old Thomas Vann, who has prior criminal convictions. He was wearing a ballistic vest with loaded rifle magazines that were "plainly visible" on the front passenger seat.Officers were able to wake Vann and detain him. They searched his vehicle and found four fully loaded rifle magazines, 126 rounds of rifle and shotgun ammunition, and stolen police gear, including a tactical vest, a duty belt, a medical kit, and handcuffs. Officers determined the police gear was stolen Wednesday from a law enforcement officer in San Diego. They also found 392 grams of methamphetamine and 78 grams of heroin.Vann was arrested and booked into the Vista Detention Facility on numerous drugs, weapons, and stolen property charges. 1426

ENCINITAS, Calif. (KGTV) - A 13-year-old boy suffered burns to his face after a science experiment at Capri Elementary School in Encinitas went awry.Priest Rivera, a 6th-grade student, said a teacher was attempting to show a group of students an experiment known as the “black snake” or “carbon snake” when it exploded in his face.The experiment involves mixing sugar and baking soda with a flammable liquid and lighting it on fire to create a snake-like reaction.Rivera said the teacher told them to stand in a semi-circle around her on the field as she lit the experiment on fire.“The teacher kept on pouring more rubbing alcohol onto the flame itself because the flame wasn’t building up,” said Rivera.That’s about all he remembers before waking up in an ambulance with a sharp pain all over his face.“My face was constantly burning and burning,” he said. “I still feel it right now.”He spent six days in the hospital and underwent four surgeries, according to his mom Gina Rivera.“It was just hell,” she said about the experience. “He kept saying, ‘mom am I going to go blind?’”Priest kept his eyesight but two weeks after the accident, still had bandages around his face to protect the burn areas.Gina said it’s still unclear how bad the injuries will end up being though she said the effects will be long-lasting. “It has halted his life. It’s changed his life,” she said.The outgoing superintendent of the Encinitas Union School District, Timothy Baird, told 10News they could not comment on any specifics because the incident involved a student. Though, he did say the district is investigating what happened.The Rivera family has hired a lawyer and plans to sue the district. 1692

FALLBROOK, Calif. (KGTV) — Bar patrons foiled a robbery Saturday by rushing the accused gunman and holding him until deputies arrived.Patrons at the Red Eye Saloon at 1448 South Mission Rd. in Fallbrook were in the bar's parking lot around 2 a.m. when a man pulled a gun on them and demanded their wallets and cell phones, according to the San Diego Sheriff's Department.The suspect, identified as 22-year-old Fidel Moreno, fired one shot in the air, witnesses told deputies.MAP: Track crime happening in your neighborhoodFearing for their safety, the group rushed Moreno and tackled him, according to deputies, and held him down until deputies got there.A 9mm pistol loaded with a 16 round magazine, with one casing missing, were found at the scene, deputies said. A spent shell casing was located near where Moreno was being held down.Deputies said Moreno was also in possession of two loaded 10 round magazines.Moreno was arrested for assault with a deadly weapon, robbery, negligent discharge of a firearm, and other firearm charges.He's scheduled to appear in court Aug. 21 and is being held on 0,000 bail. 1142
