CHULA VISTA, Calif. (KGTV) — Chula Vista's sprawling University and Innovation District site was presented to California State University consultants this week as a possible location for a future campus.Eric Crockett, Chula Vista's economic development director, says consultants provided city, business, and education leaders with "a lot of feedback" during discussions about the region's possibilities."Everybody was very supportive, everyone knows there’s a need for higher education," Crockett said. "South Bay has a need for higher education."Chula Vista Mayor Mary Casillas Salas added that the meeting showed "pretty significant movement" for the city's planned University and Innovation District, which includes more than 500 acres of availability for a campus."I think is the best argument in our favor is that we're in a bi-national region and that this is a huge economic driver in the State of California," Salas said. "If you want to enrich the California economy, building those educational ties is the best for the future."RELATED: Groundbreaking ceremony held for two projects along Chula Vista BayfrontPalm Desert, Stockton, Concord, and San Mateo County are also being considered for a future CSU site.Mike Uhlenkamp, senior director of public affairs for CSU, cautioned that even though cities are being considered, it's not a guarantee that a campus gets built anywhere. Right now, he says the university system is "kicking the tires" with a feasibility study. Uhlenkamp added that building a campus could cost millions of dollars, so it's a tough argument to start.Which is where Chula Vista's argument looked to make an impact, drawing inspiration from another CSU project: San Diego State Mission Valley.Crockett said that a potential CSU campus in Chula Vista could mix in commercial and residential uses to help with funding.RELATED: SeaWorld's Sesame Place theme park begins construction in Chula Vista"It’s nice with what SDSU has done, it helps. The state already understands that model," Crockett said. "It’s almost the same for-profit model."City officials have already envisioned the district would include a commercial and residential component. The now city-owned Olympic training center, adjacent to the site, added to the appeal for any collegiate athletics. Chula Vista laid all of those qualities on the table."We’re trying not to create a drain on the state or take money from other universities," Crockett said. "When we did our planning document, it also contains for-profit uses."In addition to Chula Vista's land availability, the area is home to Southwestern College and situated near several other community colleges, including San Diego City College, San Diego Mesa College, Cuyamaca College, and Grossmont College.Salas added that the city has continued talks with San Marcos-based Saint Katherine College for 10-acres of the site. Salas said that university could potentially start off the site's development and work alongside the CSU development, adding more appeal for CSU.Consultants will continue to meet with leaders from each community to learn how a potential campus could best serve the state's higher education needs. Those meetings will consider the area's relationship with community colleges, benefit to the region, land availability, and potential enrollment.Consultants developing the feasibility study are working on behalf of CSU to keep the process objective, Uhlenkamp says. Crockett said the feasibility study should be finalized by July 1. 3515

(CNS) - A report on five possible sites for a future Cal State University campus, including in Chula Vista, states that none of the sites would be a suitable candidate based on enrollment demand alone, according to a report presented Tuesday to the CSU Board of Trustees.The report stems from a study undertaken to assess the potential need for a new campus in Chula Vista, as well as the cities of Concord and Palm Desert, and the counties of San Mateo and San Joaquin.The study -- which can be viewed at https://www.csucapacitystudy.org -- examines various factors regarding a potential CSU site in Chula Vista's University and Innovation District.The study found that CSU enrollment is projected to increase "moderately" over the next 15 years, with the San Diego area projected to see 5,700 more full-time CSU students by 2035.RELATED: Chula Vista on shortlist for potential California State University campusWhile the report concluded the projected enrollment demand does not warrant a new campus, the study did not account for COVID-19's possible enrollment impacts, as CSU's pandemic-related transition to virtual education occurred during the compilation of the study.The study also noted, however, that systemwide CSU enrollment exceeds the current physical capacity by an average of 17% or 57,300 full-time students.The estimated cost to establish a new campus ranges from billion to billion, with the timeline to develop a new campus estimated at nine years, according to the report. 1528

  

China ordered the United States on Friday to close its consulate in the western city of Chengdu, ratcheting up a diplomatic conflict at a time when relations have sunk to their lowest level in decades.The move was a response to the Trump administration’s order this week for Beijing to close its consulate in Houston after Washington accused Chinese agents of trying to steal medical and other research in Texas.The Chinese foreign ministry appealed to Washington to reverse its “wrong decision.”Chinese-U.S. relations have soured amid a mounting array of conflicts including trade, the handling of the coronavirus pandemic, technology, spying accusations, Hong Kong and allegations of abuses against Chinese Muslims.“The measure taken by China is a legitimate and necessary response to the unjustified act by the United States,” the foreign ministry said in a statement.“The current situation in Chinese-U.S. relations is not what China desires to see. The United States is responsible for all this,” it said. “We once again urge the United States to immediately retract its wrong decision and create necessary conditions for bringing the bilateral relationship back on track.”Also Friday, the U.S. State Department sent out a notice warning Americans in China of a “heightened risk of arbitrary detention.”“U.S. citizens may be subjected to prolonged interrogations and extended detention for reasons related to ‘state security,’” the notice said.Americans may be detained or deported for “sending private electronic messages critical” of the Chinese government, it said. The notice gave no indication of what prompted the warning.On Tuesday, the Trump administration ordered the Houston consulate closed within 72 hours. Hong Kong’s main index declined 2.2%.“Alongside the eviction of the Houston Chinese Consulate, the risk of the U.S.-China conflict escalating into a ‘Cold War’ is worrying,” Hayaki Narita of Mizuho Bank said in a report.The consulate in Chengdu was in the news in 2012 when Wang Lijun, the police chief of the major city of Chongqing, visited and told American officials his concerns about the death of a British business associate of the wife of Chongqing’s Communist Party secretary, Bo Xilai.That prompted the British Embassy to ask for a new investigation, which led to the arrest and conviction of Bo’s wife. Bo was later dismissed and sentenced to prison.The consulate was surrounded by police while Wang was inside. He later emerged and was arrested and sentenced to 15 years on charges of corruption and defection. The U.S. government has refused to confirm whether Wang asked for asylum.Also Thursday, the U.S. Justice Department said it believes the Chinese Consulate in San Francisco is harboring a Chinese researcher, Tang Juan, who is accused of lying about her background in the Communist Party’s military wing on a visa application.The department announced criminal charges of visa fraud against Tang and three other Chinese researchers. It said Tang lied on a visa application last October as she made plans to work at the University of California, Davis, and again during an FBI interview months later.U.S. authorities this week announced criminal charges against two Chinese computer hackers who are accused of targeting companies that are working on vaccines for the coronavirus.U.S. officials including Secretary of State Mike Pompeo have stepped up accusations of technology theft. CHULA VISTA, Calif. (KGTV) — Firefighters put out a 28 acre brush fire that ignited near Lower Otay Lake.Cal Fire confirmed on Sunday that the fire is 100 percent contained and all resources have been taken off the incident.The vegetation fire, dubbed the Otay Fire, was reported by Cal Fire at about 10 a.m. on Saturday near the east side of the lake.Both air and ground resources were used to battle back the flames, according to Cal Fire.No structures were threatened by the fire. 491
