BEIJING, Jan. 25 (Xinhua) -- A senior Chinese official has encouraged the country's young jurists to more actively participate in the country's legislative process and better serve the practice of law enforcement.Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks in meeting with outstanding youth law science experts on Tuesday in Beijing.Zhou said young experts on law science should pay more attention to practical problems in China's legal construction and propose more insights, advice and suggestions.Young experts should study more problems encountered by common people and better serve the people with their knowledge, Zhou said.Ten experts on law science from the Renmin University of China, China University of Political Science and Law and other universities and Chinese Academy of Social Sciences were awarded the honor of national outstanding young jurists by the China Law Society.

BEIJING, Feb. 1 (Xinhua) -- Senior Chinese official Zhou Yongkang Tuesday called on law enforcement personnel to take more preventive measures against crime and accidents during the Lunar New Year holiday.Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, visited community security personnel, a district court, and police patrolling downtown Beijing Tuesday.He also visited a police station that is responsible for keeping public order in the area surrounding the central leadership compound of Zhongnanhai.During his visits, Zhou, who also heads the Commission for Political and Legal Affairs of the CPC Central Committee, said China was seeing the travel peak for the Spring Festival and some regions were suffering icy weather and lingering drought.He asked the police to take effective measures in traffic control and fire-fighting work, and maintain social order during the holiday season.He commended the practice of deploying special police to patrol the surrounding areas of the Tiananmen Square in central Beijing, saying it could deter crime and enable quick responses to emergencies.During his visit to the district court, Zhou warned there were still "many social conflicts."He asked local courts to solve social conflicts more effectively, promote innovative social management and law enforcement in a just and clean manner.The Spring Festival, or Chinese lunar New Year, is the most important festival for Chinese. SAN FRANCISCO, May 10 (Xinhua) -- Microsoft Corp. on Monday said it will buy Internet communications company Skype for 8.5 billion U.S. dollars in cash, a bold move for the software giant to explore new business opportunities."Skype is a phenomenal service that is loved by millions of people around the world," Microsoft CEO Steve Ballmer said in a statement."Together we will create the future of real-time communications so people can easily stay connected to family, friends, clients and colleagues anywhere in the world," he added.Microsoft said it has agreed to buy Skype from the investor group led by Silver Lake, and the deal has been approved by the boards of directors of both companies.Skype will become a new business division within Microsoft, and Skype CEO Tony Bates will assume the title of president of the Microsoft Skype Division, reporting directly to Ballmer.The Skype deal ranks one of the biggest purchase in the 36-year history of Microsoft, which is struggling to compete in the fields of Internet and mobile phones beyond its dominance on personal computer software market.Founded in 2003 and based in Luxembourg, Skype offers a software application that allows users to make free or cheap phone calls and chats over the Internet with additional features including instant messaging and video conferencing.Numbers showed that Skype's 170 million connected users made over 207 billion minutes of voice and video conversations in 2010.Skype was acquired by eBay in September 2005, and then acquired by an investment group led by Silver Lake in November 2009.In a press release announcing the acquisition, Microsoft noted that the deal will increase the accessibility of real-time video and voice communications, generating significant new business and revenue opportunities, and enhancing its existing offerings of real-time communications products and services.Microsoft said Skype will support its devices like Xbox and Kinect, Windows Phone and a wide array of Windows devices, and it will continue to invest in and support Skype clients on non-Microsoft platforms.The acquisition is expected to obtain all required regulatory clearances within this calendar year, Microsoft said.

LOS ANGELES, May 15 (Xinhua) -- Using a simple, minimally- invasive technique to analyze cells from the interior of the nose, U.S. researchers have detected lung cancer in its earliest stage.For the study, the researchers at the Boston University Medical Center collected nasal epithelial cells from thirty three smokers who were undergoing medically-indicated bronchoscopies for suspicion of lung cancer, according to the American Association for the Advancement of Science (AAAS) on Sunday.Of these patients, 11 were found to have benign disease and 22 had lung cancer. Brushings were taken from the right or left nostril and profiled on microarrays, a process that allows researchers to study gene expression changes.The researchers identified 170 genes that were differentially expressed between patients with and without lung cancer. They also found that genes linked to colon cancer and adenocarcinoma, as well as genes that trigger cell division and blood vessel growth, were expressed more heavily in patients with cancer. Genes involved in tumor suppression were also expressed at lower levels in these patients.Earlier studies have used gene expression differences in the bronchial airways to identify lung cancer in its early stages. The researchers relied on those results to design the current study."In this study we used the same principle as we used in our earlier studies of bronchial tissue, only this time, those methods were used to study nasal cells," said study author Christina Anderlind, MD, Instructor of Medicine. "Our hypothesis was that the upper airway epithelium of smokers with lung cancer displays a cancer-specific gene expression pattern, and that this airway nasal gene expression signature reflects the changes that occur in lung tissue."

MOSCOW, April 22 (Xinhua) -- The Russian Space Forces has re-established contact with a military satellite, Geo-IK-2, which went missing in February, local media reported Friday.According to a spokesman from the Defense Ministry, Interfax news agency said the Space Forces had already received telemetric information from the satellite and collection and analysis of the data were currently underway.After studying the information, the Defense Ministry would make a decision regarding the further use of the satellite, the spokesman said.A Rokot light-class carrier rocket carrying with the Geo-IK-2 satellite blasted off Feb. 1 from Russia's Plesetsk launching site, but placed the satellite in an incorrect orbit. After the launch, the Defense Ministry announced it had lost contact with the Geo-IK-2 and later abandoned the satellite.The Russian Space Forces then grounded launches of all Rokot light-class carrier rockets until the completion of an investigation into the failed launch.
