BEIJING, Sept. 6 (Xinhua) -- The Chinese government announced Monday that it would provide an additional 200 million yuan (29.4 million U.S. dollars) of humanitarian aid to flood-hit Pakistan for disaster relief and reconstruction.The Chinese government had previously given 120 million yuan in humanitarian relief to its neighbor, the Ministry of Commerce said in a statement on its website.Foreign Ministry spokeswoman Jiang Yu confirmed the 200-million-yuan aid on Monday evening."Chinese government has decided to provide 200 million yuan of humanitarian aid to support Pakistan," she said in a statement.As Pakistan's "close neighbor and all-weather friend," China would continue to support Pakistan's disaster relief and reconstruction efforts, said Jiang.Pakistan is still facing severe challenges in relief and reconstruction, and needs additional aid from the international community, she said.

BEIJING, Oct. 28 (Xinhua) -- The Chinese government on Thursday issued the full text of Premier Wen Jiabao's explanation on a proposal that will play a crucial role in shaping the country's development over the next five years.The Communist Party of China (CPC) Central Committee's Proposal on Formulating the Twelfth Five-year Program (2011-2015) on National Economic and Social Development was adopted at the Fifth Plenum of the 17th CPC Central Committee that ended Oct. 18.Wen's explanation focused on five parts, including China's social and economic development over the past five years, the guiding principle and goals for development in next five years, major tasks in economic development, major tasks in improving social undertakings and people's livelihoods, and major tasks in deepening reform and opening-up.Wen made the explanation on Oct. 15 when the CPC Central Committee session began.The proposal stipulated scientific development as the theme of the 12th Five-year Program, said Wen, noting this is also the first time for a five-year program to include scientific development as its theme.The Scientific Outlook on Development shall be implemented in all sectors of reform and opening-up and the modernization drive, he said.According to Wen, the State Council will make the draft of the 12th Five-year Program based on the proposal. The draft will be submitted to the National People's Congress session next March for deliberation and approval.

BEIJING, Sept. 16 (Xinhua) -- China is expressing its concern about the European Union's investigations into Chinese-made wireless wide area networking (WWAN) modems, said a spokesman for the Ministry of Commerce (MOC) on Thursday.Yao Jian, the spokesman, made the remarks after the EU said it was conducting an anti-subsidy investigation into the devices.The EU launched investigations of anti-dumping and supporting measures on the WWAN modems from China on June 30, 2010. It is the first time the EU has made simultaneous triple investigations on a China-made product, Yao said.The move is unheard of for World Trade Organization members when dealing with trade remedy cases in practice, Yao said. The Chinese public and people working in the industry showed strong dissatisfaction towards the EU's practice.The WWAN modems are high-tech products that are constantly updated. These Chinese-made modems promote the advances of the technology and created new market fields which benefited the EU consumers, Yao said.The EU's investigations will disrupt normal trade and hurt the interests of EU consumers, he said.Yao further stated that the EU's move is also running counter to the deepening China-EU friendship.He said he hoped the EU could take actions based upon relevant laws and the facts and keep their promise on being opposed to trade protectionism, lest it damages China-EU economic and trade relations and also the EU economy.China will take corresponding measures within the rules of the World Trade organization in due time, he added.The investigation is the largest trade remedy investigation case against China, involving a total value of 4.1 billion U.S. dollars in exports.Wireless modems send or receive data as a radio signal.The 27-member EU is China's biggest trade partner. While the EU's main exports to China include industrial machinery, transport equipment, chemicals and high-end consumer goods.Concerning the request for consultations from the United States about China's alleged anti-dumping and anti-subsidy duties on U.S.steel exports and China's policies on the electronic payment market, China has received the request and will resolve the issue based upon WTO rules, said MOC officials.U.S. trade representative Ron Kirk filed a statement with the WTO Wednesday, claiming China imposes duties on U.S. steel exports and discriminates against suppliers of electronic payment services from the U.S.China's policies on electronic payment services are consistent with the country's commitment to the WTO and the anti-dumping and anti-subsidy duties on U.S.-made steel are also in line with WTO rules, according to the MOC.U.S. is China's second largest trade partner.

TIANJIN, Oct. 4 (Xinhua) -- China on Monday said developing countries' right to development must be guaranteed in order to achieve a positive progress in tackling with climate change problems.As a developing country which is experiencing rapid growth, China will continue to fulfill its due responsibilities in reducing greenhouse gases emissions, said Chinese State Councilor Dai Bingguo.While addressing a new round of UN climate talks which opened Monday in north China's Tianjin Municipality, Dai said the principle of sustainable development must be followed."Economic development, poverty alleviation and climate protection should be considered in a coordinated way in order to achieve a win-win result between achieving development and dealing with climate change," Dai said.He suggested the negotiations should stick to the basic framework of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol and the mandate of the Bali Roadmap and follow the principle of "common but differentiated responsibilities."The developed countries should set the targets to take the lead in reducing greenhouse gas emissions and arrangements should be made to provide adequate financial and technological support to developing countries, he said."All countries should consolidate and enlarge the common ground (on climate change issues) so as to actively push forward the talks and reach a legally binding agreement at an early date," Dai told some 3,000 delegates from party and observer countries under the UNFCCC and the Kyoto Protocol.He said the UN climate talks had entered a critical stage and the Tianjin meeting should make positive progress in order to pave the way for the year-end Cancun summit in Mexico.As a responsible developing country, China will continue to play an active and constructive role in the climate talks, Dai said.He stressed China, as a country of 1.3 billion people with per capita GDP ranking about 100th in the world, faces the serious task of growing the economy and improving people's livelihood."At a stage of accelerated industrialization and urbanization, China's energy demand will see further reasonable growth. TIANJIN, Oct. 7 (Xinhua) -- China's top climate change official Thursday called for compromise from all parties to seek the biggest common ground during the UN climate talks while developed and developing countries remained divided on many issues.Parties at the talks should rebuild mutual trust and improve sense of responsibility as climate change is a global issue affecting every country, Xie Zhenhua, vice minister of the National Development and Reform Commission, told the press on the sidelines of a new round of UN climate talks held in Tianjin from Oct. 4 to 9."The best result of the global climate talks may be a solution that dissatisfies every one but is accepted by all," he said. "To reach the result, every party needs compromise and work to find the biggest common ground. If one country refuses to do anything and ask others to do many, this is definitely not acceptable."When asked about one of the most controversial issue on how to manage the fast start fund, Xie said, as a developing country, China is fully qualified to receive funds and technical supports from developed countries."But, provided that the amount of current fast start fund is much less than what developing countries need, China would not compete with those who need the money most such as the least developing countries and island countries," he said.Jonathan Pershing, who leads the U.S. negotiators at the Tianjin meeting, said on Thursday that there should be a differentiation between offering finance for developing countries as some countries clearly have enormous capabilities, even though they are listed in the developing country list, while some countries, although in the developing country list, have virtually no capabilities.Countries like China can do a great deal, and have made very clear that they intend to do a great deal, he told reporters."It (China) has made commitment that was made on a series of actions on intensity, on renewable energy and on forests that are examples of what a really powerful country with enormous commitment can deliver," he said.Xie Zhenhua said China will also provide as much assistance to these countries as it is able to, through South-South cooperation."We are not only saying it but have also begun doing it. In the past few years, we have provided training programs to people from least developed countries and worked with them in programs to cope with climate changes," Xie said.However, Xie strongly argued that developed countries should actually add new money in the fast start fund as a majority of current identified fast start fund was in fact included in the existing Official Development Assistance (ODA).
