SHANGHAI, Oct. 23 (Xinhua) -- An official of one of China's top government think tanks called on Saturday for the readjustment of the nation's breakneck expansion of the auto industry as an explosion of new cars on China's roads aggravates problems with pollution and congestion.Liu Shijin, deputy director of the Development Research Center of the State Council, told a forum that the government should shift its guidance to automakers from mere pursuit of output capacity to environment-friendly and energy-saving targets.Also, auto manufacturers should strengthen their safety and quality control standards, he said.Sales of domestically-manufactured autos rose 36 percent year on year to reach 13.14 million units in the months through September, as lower-priced automobiles have become more affordable for better-off Chinese people, according to data released by the China Association of Automobile Manufacturers (CAAM) on Oct. 12.In fact, annual sales and production could exceed 17 million, CAAM said.Although the expansion has brought an industrial boom to the country and boosted domestic demand, it has also triggered widespread concerns over the country's energy capacity, pollution levels and notorious traffic jams.In Beijing, the increasing number of private cars, along with heavy rainfall and a spurt in holiday travel, caused a record 140 traffic jams on a single Friday evening last month. In some parts of the city on that day people spent nearly two hours on what would normally have been a 15-minute commute.Further, Liu said increasing social problems arising from the country's industrial boom has made its future development unsustainable, which is a test for the government.He also suggested government allow market forces to play a larger role in allocating resources, and also permit uncompetitive producers to be phased out.

BEIJING, Sept. 6 (Xinhua) -- Chinese top political advisor Jia Qinglin on Monday met with nearly 60 foreign political leaders and scholars on the eve of a forum to discuss global trends and common challenges.The forum will take place in Beijing on Tuesday and Wednesday and is organized by the National Committee of the Chinese People's Political Consultative Conference (CPPCC),the country's top advisory body.The forum's theme for its fourth conference is "new era, new challenges, new vision -- building a future for all.""It is significant for the 21st Century Forum to hold a conference on the global situation, challenges and visions," Jia, chairman of the CPPCC National Committee, said.More than 100 officials, scholars and business executives from home and abroad will attend the two-day conference of the 21st Century Forum.As the world has been undergoing deep changes, transformation and adjustment, it is imperative for all countries to be interdependent, reform the international financial system and build a justifiable and reasonable world order, Jia told the foreign attendees to the forum.Among the foreign attendees are some well-known dignitaries, including former Nigerian President Olusegun Obasanjo, former European Commission President Romano Prodi, former Australian Prime Minister John Howard, former Russian Prime Minister Evgeni Primakov, former German Chancellor Gerhard Schroeder and former Japanese Prime Minister Yasuo Fukuda.Jia briefed foreign leaders on China's economic and social development, stressing China remained the world's biggest developing country despite its economic boom."It will take China decades of unremitting efforts to accomplish modernization," Jia said, adding China would adhere to the path of socialism with Chinese characteristics.Jia said China would continue to pursue peaceful development and develop friendly cooperation with all countries in accordance with its independent foreign policy.Jia reaffirmed China's efforts to play its due part in dealing with global challenges and contributing to world peace and development.Nigerian President Olusegun Obasanjo called for all countries to pursue a path of cooperation and common prosperity.After the meeting, Jia also hosted a welcome banquet for forum attendees.The 21st Century Forum convened its first conference in 1996. BEIJING, Sept. 9 (Xinhua) -- Central banks should provide incentive mechanisms for banks to extend more loans to support the real economy, Zhou Xiaochuan, governor of the People's Bank of China (PBOC), or the central bank, said Thursday.Speaking at a forum in Beijing sponsored by Oxford University and the China Development Research Foundation, Zhou reviewed the worldwide central banks' role in helping grapple with the financial crisis, pointing out that zero interest rate policies adopted in many countries could discourage banks from extending lending.He said, however, that a central bank should maintain a certain interest rate margin, which will help banks to recover from damages brought by the global credit crunch and strengthen their abilities to extend loans.
