SAN DIEGO (KGTV) -- San Diego Gas and Electric shut off power to nearly 2,500 customers as of Wednesday evening due to strong winds and the increased risk of wildfires.The shutoffs are in the communities of:AlpineCampoDescansoEl CajonPotreroSycuan ReservationAccording to the company, more than 31,000 customers were notified of being at risk of the outages.The National Weather Service issued a Red Flag Warning from 8 a.m. Wednesday through noon Thursday for San Diego County’s inland valleys and mountains.SDG&E issued the following statement:“Public Safety Power Shutoffs are a last resort to protect public safety and reduce wildfire risk, and our employees are dedicated to doing everything we can to minimize impacts should it come to that. We understand the last thing our customers want to hear is that they may lose power given the holiday and COVID pandemic. Our meteorology team is closely monitoring the weather circuit by circuit, and it’s our hope that Mother Nature will cooperate and conditions will change, eliminating or reducing the need for safety power shutoffs. SAN DIEGO (KGTV) — San Diego County officials say they are taking additional steps regarding employers linked to outbreaks.Supervisor Nathan Fletcher said the county will update its public health order to state "entities shall notify employees of an outbreak that occurred at a physical location where they work."Fletcher added that the county believes most businesses are acting responsibly and notifying employees. He said that the county wants to make sure that employers are notifying every employee at the specific location an outbreak has been traced to, even if they may not have had close contact with a positive case.RELATED: San Diego County health officials warn local churches about holding indoor servicesThose employees will then be given instructions suggesting the next steps to take.The new order will be effective starting Thursday.Wednesday, the county reported 24 active community outbreaks, which is more than three times the county's trigger of seven community outbreaks in a week.The move was announced in addition to other measures to increase public health order compliance, including a compliance hotline and email, additional staff for egregious violations, outbreak inspections, and follow-up inspections.RELATED: San Diego based company behind rapid COVID saliva test“We’re in the process of setting up a health compliance hotline and email access,” said Supervisor Nathan Fletcher. “We’re bringing on additional staff to increase our ability to respond to those egregious cases those willful, blatant violations.”Fletcher said more information would be discussed at the County Board of Supervisors meeting Tuesday.“The current compliance effort really focuses on number one, the egregious cases we’ve seen. These are willful, blatant situations of defiance of public health orders,” said Fletcher. “We’ve issued three public health orders for closures we’ve issued three cease and desist letters.”San Diego County remains on the state’s watch list, meaning businesses were forced to close indoor operations due to the rise in COVID-19 cases and outbreaks.RELATED: County confirms coronavirus outbreak at Pacific Beach gymWhile some moved operations outside, others failed to comply. County officials learned of a COVID-19 outbreak reported at The Gym in Pacific Beach this week. Last week, Dr. Wilma Wooten, the county’s public health officer, sent a letter to The Gym asking for the immediate closure of indoor operations.The Gym continued to operate in violation of state and local health orders, according to the letter. Also, patrons were not wearing facial covering or social distancing, and that did not appear to be a requirement by the owners or operators, according to the letter.Wednesday, The Gym was closed to patrons. 2768

SAN DIEGO (KGTV) - San Diego Police are investigating Monday the discovery of a woman's body in a car parked in the Crown Point neighborhood of Pacific Beach.The decomposed remains were found in a black Acura SUV in the 3700 block of Yosemite Street, a residential area three blocks west of Crown Point Park.Neighbors had called to report the vehicle due to a foul odor.The window on the passenger side of the vehicle was broken by police, according to our 10News crew.Officers said the death did not appear to be suspicious, however they did not release details about the circumstances. 595

  

SAN DIEGO (KGTV) - Residents in a senior mobile home park in Oceanside are worried about speeding drivers after two ducks were hit and killed Wednesday. Neighbors told 10News a mom, dad and baby duck were crossing the road around 5 a.m. when a newspaper delivery driver ran them over.Several residents reported that the driver responsible delivers the San Diego Union-Tribune newspaper and regularly speeds on their narrow roads.The UT told 10News their carriers are employed by a separate company but issued the following statement: "We have learned that a carrier from an independent distributor, who delivers The San Diego Union-Tribune, may have been involved in an auto collision involving a family of ducks. Safety is a priority for us and we support safe and respectful work practices among the vendors with whom we do business. We share the concerns of the residents and encourage the distributor to review the incident and address any unsafe practices." 970

  

SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. "I don’t even think they're supposed to go there. Is the city gonna hire security guards to go down into the canyon? I don’t think so." 1668
