SAN DIEGO (KGTV) - Newly-elected San Diego District 4 councilwoman Monica Montgomery is vowing to improve the relationship between her community and the police department. On Monday, she was unanimously appointed to the Public Safety and Livable Neighborhoods Committee. More than a dozen community members spoke during a special meeting on Monday, backing Montgomery. The overwhelming support for her appointment quickly turned to frustration and anger towards the rest of the council and the police department about Aleah Jenkins, who died in SDPD custody early this month. Montgomery says she hears the community's frustration and is ready to get to work. "A lot of this stems just not from the support of me, but the desire to have real action in our community when it comes to our police and community relations," said Montgomery.She plans on taking a closer look at an SDSU racial profiling study within the department and look into possibly giving the Community Review Board subpoena powers to allow them to perform independent investigations and obtain sworn testimony during alleged police misconduct. SAN DIEGO (KGTV) — Northbound lanes of Interstate 5 through National City were shut down early Saturday following a deadly crash.The two-vehicle collision occurred just after the State Route 54 connector, according to California Highway Patrol. All traffic was being diverted off I-5 at the Mile of Cars. Traffic was also being diverted off WB SR-54 onto Highland Ave.Traffic gridlocked in the area, backing up onto the E St. on ramp in Chula Vista and westbound Sr-54 connector, according to CHP. Some motorists were seen turning around on the on ramp and driving the wrong direction.MAP: LIVE TRAFFIC CONDITIONSCHP reported that all NB I-5 lanes were reopened just before 11 a.m.The cause of the crash is being investigated. But CHP said it appeared a Toyota Tacoma was speeding in the emergency lane to get around traffic and caused a chain-reaction crash involving at least four vehicles.That suspected driver of that truck reportedly took off after causing the crash, CHP said. Officers were searching for that driver Saturday morning.One person died in the multi-vehicle crash. That person has not been identified. 1128

SAN DIEGO (KGTV) - North Park’s Chicken Pie Shop is celebrating 80 years in business Friday and Saturday with deals for customers.The restaurant was originally located on 5th Avenue downtown. Then-owner George Whitehead moved his business to Hillcrest. The storefront at 5th and Robinson now houses a Starbucks.Eventually, Whitehead’s longtime employee John Townsend bought the business and moved it to El Cajon Blvd. at Oregon St. Townsend handed it down to his two sons.“Our father worked so hard for so many years. It’s a grind; you gotta be up for the task each and every day.”Bob Townsend is proud of the Chicken Pie Shop's history. He estimates the number of chicken pies sold at more than 30 million.“People just keep coming,” said Townsend. “They respect good old-school cooking.”Townsend described customers who travel to San Diego and head straight to North Park from the airport. Others buy coolers to bring home some of the restaurant’s frozen creations. Some devoted patrons included boxer Archie Moore and Mesa College coach Bill Sandback, both of whom Townsend served regularly until they passed.It’s not just the customers who stick around. The restaurant's dessert baker has been working for Chicken Pie Shop for 55 years and is now in his 80s.“If I made him retire, he’d probably die,” Townsend said.While Townsend is invested in the family legacy, his wife Lisa takes care of day-to-day operations while Townsend works as an instructor at Riverwalk Golf Course in Mission Valley. The Townsend family tradition may continue. SAN DIEGO (KGTV) — More than a million California voters have signed up for a new statewide tool that can track a mail-in ballot through its journey from the post office to the mailbox to the final election tally, said California Secretary of State Alex Padilla.“Where’s My Ballot?” can send voters texts, emails or recorded voice calls updating them on their ballot’s status, including when the ballot has been mailed to a voter, when the elections office has received it, and when the ballot has been counted. Voters must sign up for the service.The system can also alert the voter if election officials have rejected their ballot due to a discrepancy, like if the ballot has been flagged for a missing or mismatched signature.“Vote-by-mail has been popular in California for many, many years. But with a further increase in vote-by-mail participation, the transparency and accountability of those mail-in ballots is even more paramount,” Secretary of State Alex Padilla said in an interview.Because of the pandemic, election officials are sending mail ballots to every active, registered voter in California for the first time in state history. Monday is the deadline for election administrators in California’s 58 counties to get ballots for the more than 21 million registered voters into the mail stream.Where's My Ballot? debuted in 25 California counties in the March presidential primary before election officials decided to expand it statewide.In addition to the features of voters, Where’s My Ballot? offers election administrators the ability to monitor the U.S. Postal Service in real-time to see if there are any delays, Padilla said.California and several other states sued the USPS, seeking to undo changes by the Trump Administration that the plaintiffs claimed were slowing down mail delivery. SAN DIEGO (KGTV) -- People on social media are outraged after video shows a security guard questioning a mother's immigration status in a Target parking lot. The woman who recorded and posted the video, Sonia Serrano Zavala, says the guard was asking the mother if she is here legally when she started recording. The unidentified security guard can be heard in the video saying, "You’re illegally here and you’re having babies and you’re probably on welfare."The woman, seen holding a baby in the parking lot, was reportedly asking for money. Midway through the video, the security guard says "it's a scam" and claims the woman has a car and a condo.The incident took place at a Target located in the Marketplace at the Grove Shopping Center. The guard does not work specifically for Target, but provides security for the entire shopping center. The company who hires the security guards for the mall said, "The behavior of this employee is not reflective of the standards we have set for our security professionals, and we will address it."WARNING: The video below contains graphic language.  1136
