JULIAN, Calif. (KGTV) -- The threat of wildfires in Julian may be going down. SDG&E is installing underground power lines to help mitigate the fire risk. The project is also expected to keep critical facilities open during pre-emptive power outages. Not only will the work help prevent fires, it may also help keep power running when Santa Ana winds start picking up. Crews were hard at work Tuesday putting underground power lines near State Route 78 in Julian. It will help keep the power running to places like Julian’s schools, post office, library and their Cal Fire station. Phase one of the project is being done along Cape Horn Avenue. Many homes and facilities have lost power there during shutoffs in the past. While residents in Julian were happy about the changes, they know it won’t happen overnight. KGTV - Two young girls were found safe after an AMBER Alert was issued Saturday evening, and the suspect is in custody, California Highway Patrol confirmed.An AMBER Alert was issued around 7:15 p.m. Saturday evening for a 2014 black and purple Dodge Challenger, California license plate 7WKZ957.The suspect, Anthony Lee Gaines, 29, called police himself after the AMBER Alert was issued, Los Angeles Police said.The girls, ages five and seven, were at their grandmother's house with the suspect, police said.This is a developing story. JOHNSON COUNTY, Kansas — Roughly 5,000 mail-in ballots will be tabulated in Johnson County Friday.The results from the mail-in ballots will be released beginning at 8 a.m. and continue until 5 p.m.The ballots could widen the margin between the two leading Republican primary candidates for governor: Secretary of State Kris Kobach and Gov. Jeff Colyer.When polls closed on Tuesday, slow reporting in Johnson County delayed results. Once the numbers came out the following morning, Kobach led by fewer than 200 votes.Since then, the numbers have been contested, but a 41 Action News county-by-county tally shows Kobach still in the lead.The Secretary of State’s office said it should have all the advance ballots that were mailed in, and any other unofficial election results that were not previously reported on election day.Provisional ballots will be reviewed and counted next week by individual counties. They must certify the results between Monday, Aug. 13 and Monday, Aug. 20.Colyer has asked Kobach to recuse himself from giving local election officials advice. 1081

KENOSHA, Wis. (AP) — Two people died and one person was injured as shots were fired late Tuesday in Kenosha during the third night of unrest in Wisconsin following the shooting of a Black man by police, Kenosha police said. Kenosha police Lt. Joseph Nosalik said in a news release that the shooting was reported at about 11:45 p.m. in an area where protests have taken place. The injured victim was taken to the hospital.The Associated Press said authorities are hunting for a possible vigilante seen on cellphone video opening fire in the middle of the street with a rifle. Kenosha County Sheriff David Beth says he is confident a man will be arrested soon.Beth told the Milwaukee Journal Sentinel that one victim was shot in the head and another shot in the chest.
