FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she’s had since she was a child.“There was a bakery close to my house and the lady worked in the window,” said Jennifer Duarte, owner of Elegance on Display. “I would go and I would just stand there and watch her and said, when I grow up I want to do that.” That’s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic—and her specialty being wedding cakes—she’s lost a decent chunk of income.“I had 50 weddings postponed… maybe eight of those are canceling completely,” Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she’s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she’s using her connections to provide a service to her neighbors and also make some up some of her lost income. “We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,” Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn’t making a big profit, but the community has been great lending their support. “So many people realize that there’s not a huge mark up on it. They’ve been tipping or volunteering to help with deliveries,”she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. “I’m just trying to bring a little joy to everybody who’s stuck at home. Cupcakes [and] cookies make everybody feel better,” Duarte said. She makes deliveries throughout Fallbrook, although you have to order ahead. You can also place an order for pick up. ENCINITAS, Calif. -- No dancing allowed. Sounds a little like the movie, “Footloose” right? Well, it’s real — and it’s the law in the city of Encinitas, California.“We got in trouble for people dancing here,” said Brie Cardosa, owner of Mr. Peabody’s Bar and Grill. The restaurant was fined ,000 for allowing their patrons to dance while listening to live music.Cardonas' restaurant has been providing food and live music for more than a decade. She said they have never had any run-ins with the law until they recent fine from the Alcohol Beverage Control.“We didn’t realize we were doing anything wrong,” Cardosa said.The fine stemmed from a city law that makes it illegal to dance in Encinitas during evening hours.Encinitas Councilman Tony Kranz believes his predecessors created the law in 1986 to prevent several dance clubs from being built in the city, or to dissuade people from behaving lewdly at alcohol-serving establishments.“I think it’s just the result of cities trying to limit their liability," he said. "And make it an enjoyable experience for everybody that comes out."The crackdown took place after the city received an overwhelming number of complaints from a number of area bars. Many Peabody’s fans have taken a stand by signing an online petition to let them keep dancing.You can find the petition here. Cardosa said dancing to music is a natural reaction, and found it hard to force her patrons to remain still. “We just don’t want to get in trouble if we’re dancing, or if someone starts moving around,” Cardosa said. “We don’t want to tell them that they can’t dance. It’s such a difficult type thing to explain to someone.”Kranz agrees. “I’ve been there before. and I’ve seen some dancing. I might have even swayed to the music a couple of times there,” he said. “The (Alcohol Beverage Control) interprets their rules that if you sway to the music, you could be in violation of the rules. That is not what city council is interested in having happen.”Encinitas City staff have started work on a revision to the current, and outdated law. In the meantime, Cardosa is hoping the petition persuades the council to let them stay as is. Her other options are to turn in a “deemed approved ordinance” application to temporarily be approved or to submit the “entertainment establishment permit,” also known as the “cabaret permit.” This would allow Mr. Peabody’s to have “dancers“ inside their venue.But that doesn't really align either. “We don’t want to be a dance club. We don’t want to be a dance venue,” Cardosa said. “I hope to have the support of the city behind us, and just you know, move on.”Cardosa said she will continue to host live music at the restaurant several nights a week, without dancing. She is working with city staff to find the best way to legally run her business while making her patrons happy. 2912

ENCINITAS, Calif. (KGTV) — Opening a new small business in the middle of this pandemic is a risky move, but San Diegans are doing it. Candles on Tap in downtown Encinitas is taking the chance."Today is a big, nerve-wracking, exciting day but we are opening to the public," CEO and co-founder Chantel Johnson said. She and CFO and co-founder Marcus Wandell are hopeful about their new venture. "The feature event is the scent bar where you pull up a chair and pour your own blend," said Wandell. Johnson added, "We are a custom scent bar so when people come in, they’re able to hand pour their own soy candles, diffusers, and fragrance sprays and they get to choose from over 90 scents." Wandell says some of his personal favorites in their shop include a scent called "old books" and they also have a "cannabis" smell.The two are well aware of what they’re getting into. "We're opening in the middle of a pandemic and it's a brick and mortar store so what could go wrong, right?" Wandell said jokingly.Yet, they say they see this time as the perfect opportunity. “There's pent up energy and demand to get out and do something as long as it’s safe so we're seizing on that need in the community for folks to find an experience to do with their loved ones and friends,” says Wandell.The pair are not alone. The U.S. Census reports almost 3.3 million business applications have been filed this year which is up 700,000 from this time last year. There were reportedly more than 1.6 million quarterly applications. In California alone, week 43 saw almost 9,000 applications which is a 25% increase from this time last year.“Some of our friends [say we’re] so brave. This is a bold move but everyone's really excited for us,” added Johnson.Candles on Tap is located at 687 S Coast Hwy 101 Unit 155 in Encinitas.
