(KGTV) - A group of San Diego lawmakers, water agencies and business leaders are joining forces in opposition of a possible new state tax on tap water.Under the proposed State Senate Bill 623, Californians would see an additional 95 cents per month on their water bills.SB623 is one of two articles of legislation being discussed by state lawmakers that could see residents’ water bills go up by more than per month.The goal of the tax would be to clean polluted groundwater around the state, particularly agricultural areas where water is considered undrinkable -- with arsenic, lead and nitrate levels that have been compared to Flint, Michigan’s crisis.State Sen. Bill Monning (D-Carmel), who authored the bill, said SB623 "will establish the Safe and Affordable Drinking Water Fund to provide an ongoing source of funding to finance water improvement projects throughout California.Approximately 300 water systems in California currently have pollutant violations, such as arsenic, lead, nitrates, and uranium that have been linked to nausea and vomiting, cancer, reduced mental functioning in children, nervous system decline, miscarriages, and numerous other health issues.Support of the fund will come from a fertilizer mill fee, a fee on dairies, and a fee assessed on water bills of no more than a month per household, and is anticipated to generate 0 million a year. Low-income rate exemptions are provided for households under 200% of the federal poverty level."Numerous agricultural groups and environmental organizations have come out in support of SB623, but many, including the San Diego County Taxpayers Association and other local groups, have said the bill is “counterproductive because it will make it harder for low-income residents to afford this necessity. (KGTV) — Guitar Center, the county's largest musical instrument retailer, is expected to file for Chapter 11 bankruptcy after reaching a deal to restructure its debt.According to Bloomberg, the retailer's restructuring plan aims to reduce its debt by 0 million. "With ten consecutive quarters of growth prior to the impact from COVID-19, we have been pleased with our resilient financial performance during these challenging times created by the pandemic," Guitar Center CEO Ron Japinga said in a statement. "As a result of this financial restructuring process, we will be better equipped to execute on and invest in our strategic growth initiatives and we will continue delivering through the strength of our brands, availability of our stores, customer-focused associate relationships, innovative music education programs and our expanding digital solutions."The plan includes 5 million in new investments from funds managed by the company's private equity owner Ares Management, the Carlyle Group, and Brigade Capital Management, Bloomberg reported.Filing for Chapter 11 would allow Guitar Center to keep operating while the company works to turn around its business performance. (KGTV) - Dramatic video shows how a plane crash and rescue of the pilot and passenger unfolded off the coast of Northern California. David Lesh purchased his Beechcraft Bonanza a few weeks ago and asked a fellow pilot to record aerial video from a second plane. “We were gonna go fly over the Golden Gate bridge, and do a whole bay tour... obviously didn't make it there,” Lesh said. During the flight, Lesh lost all power five miles off Half Moon Bay Harbor. “I would guess that we probably didn't have much more than maybe a minute or two from the time I figured something was wrong to the time we hit the water,” said Lesh. Lesh’s friend Owen Leipelt was piloting the second plane and watched as Lesh went down. “At one point I lost them. I had been circling and I couldn't see them anymore and David called me on the phone as he was bobbing in the water and he turned me around and he guided me right to where he was,” said Leipelt.
