Juan Vargas was first elected in 2013. He served on the committee of financial services and the committee of foreign affairs from 2019 to 2020.Vargas previously served on the State Senate representing the 40th District, the State Assembly in the 79th District, and the San Diego City Council.Hidalgo is a retired US Marine. California ranked 38th among the 50 states and District of Columbia in 29 categories, according to the Wallet Hub study. Data considered to measure quality included graduation rate, dropout rate, math and reading test scores, Advanced Placement exam scores, student-teacher ratio, and SAT and ACT results. Safety was measured by number of school shootings, share of high school students who were armed, participating in violence, or access to illegal drugs, school safety plans, youth incarceration rates, and safety grades of roads around schools. California was 4th best for the percentage of threatened or injured high school students. The state came in last for its student-teacher ratio. Other key rankings: 44th – Math Test Scores 38th – Reading Test Scores 32nd – Median SAT Score 16th – Median ACT Score 22nd – % of Licensed/Certified Public K–12 Teachers 34th – Dropout Rate 7th – Bullying Incidence Rate Top states for education included Massachusetts, New Jersey, Connecticut, Virginia, and Vermont. (KGTV) - Authorities in Northern California have issued an arrest warrant for a former Southwestern College football player after he failed to appear in court in a sexual assault case.The Humboldt County Sheriff's Office said 25-year-old Raul Sierra failed to show up for two hearings, including one on March 7.The former Southwestern College and Humboldt State University student-athlete was arrested in 2016 for a sexual assault that officials say occurred in a campus residence hall at HSU in 2015.Sierra was charged originally with acquaintance rape “by use of drugs” in 2016 after taking a plea bargain. However, subsequent court records show that Sierra pleaded no contest to lesser charges of felony false imprisonment and misdemeanor assault in 2016.Court records show that Sierra is supposed to serve community service and undergo counseling through a court program.Sierra attended Castle Park High school before playing at Southwestern College and walking-on at Humboldt State University. 1031

(KGTV) — A Northern California judge has ruled against Gov. Gavin Newsom, saying he overstepped his authority when requiring all California registered voters receive a mail-in ballot for the 2020 election.Sutter County Judge Sarah Heckman said Friday that Gov. Newsom did not have the authority to amend or change the state's law through an executive order, which mandated all registered voters get a mail-in ballot and allowed counties to reduce the number of polling locations if in-person voting is offered ahead of Nov. 3, according to court documents.The ruling doesn't affect the results of the 2020 election.Newsom's executive order was made as part of the California Emergency Services Act, or CESA. The act gives the governor special powers during a public emergency.The ruling stemmed from a lawsuit by Assembly members James Gallagher (R-Yuba City) and Kevin Kiley (R-Rocklin), who claimed Newsom didn't have the authority to make the order. California's legislature later passed a similar law to the order.Kiley posted the judge's ruling online, in which the judge wrote, "Executive Order N-67-20 issued by the Governor on June 3, 2020 is void as an unconstitutional exercise of legislative power and shall be of no further force or effect. The California Emergency Services Act (CA Government Code §8550 et seq.) does not authorize or empower the Governor of the State of California to amend statutory law or make new statutory law, which is exclusively legislative function not delegated to the Governor under the CESA."The judge's ruling also put an injunction in place against Newsom, prohibiting him from changing any laws under CESA, according to the documents. 1687
