SAN DIEGO (CNS) - Police sought the public's help Tuesday to find a Navy SEAL veteran last seen more than two weeks ago at his residence in the Chollas Lake Park area.Johnathan Steven Surmont, 45, was last seen Aug. 27 and was last heard from when he contacted his ex-wife Aug. 31 to tell her he was in a "rough place" in Los Angeles, according to a missing person bulletin from the San Diego Police Department. His vehicle was found four days later, on Sept. 3, in La Jolla.In a video posted to Vimeo dated three years ago, Surmont described himself as a disabled veteran who spent 15 years as a Navy SEAL."I was a SEAL sniper, communicator and unmanned systems expert," he said in a testimonial for the Red Circle Foundation, an organization that describes itself as supporting the families of fallen and wounded U.S. Special Operations forces."I'm a single father and a small business owner," Surmont said before describing a long list of injuries, which he said included "a traumatic brain injury" and "about 17 different areas that I'm experiencing chronic pain on a daily basis." Some of the injuries were apparently sustained during his time as a SEAL, while others occurred in a car crash."One of the things I struggle with is, I look fine," Surmont said with a laugh in a lighter moment of the mostly solemn testimonial. "With a traumatic brain injury, the struggle is the damage is on the inside."In the video, Surmont helps dress his sons in Little League uniforms -- Padres jerseys and "SD" hats -- and is shown helping them warm up before a game.Police say Surmont has missed several doctor's appointments and has not contacted his family or friends, which is "abnormal."He's described as a 6-foot, 212-pound white man with brown hair and brown eyes. SAN DIEGO (CNS) - Testimony wrapped up Friday in the trial of a North Carolina man accused of raping and murdering a 79-year-old woman in her Normal Heights home more than three decades ago.Kevin Thomas Ford, 63, is charged with murder and a special- circumstance allegation of murder during a rape in connection with the May 20, 1987, death of Grace Hayden.Ford is accused of strangling the victim. Last year, investigators with the District Attorney's Office's identified Ford as a suspect through DNA evidence, prosecutors say, as well as a single fingerprint he allegedly left on Hayden's stovetop.RELATED: April trial date set for man accused in 1987 rape, murder of San Diego womanTrial testimony indicated that Ford's fingerprint did not yield results on a San Diego County database, but when submitted to a national database, a match was found in connection with Ford's 2015 arrest in North Carolina for making criminal threats.He was subsequently arrested in the summer of 2018.His murder trial began earlier this week at the downtown San Diego courthouse. SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted Wednesday to send a set of proposed additions to the city's regulations on dockless scooters and bicycles to the full council for further consideration.The committee approved a handful of amendments to the ordinance at the behest of the mayor's office. The suggested changes include a rider curfew from midnight to 5 a.m., usage of one device per government ID, a fine structure and punitive actions for companies that violate city regulations and the elimination of the original ordinance's provision allowing for temporary fleet spikes during large events like Comic-Con.The amendments would also authorize the city to take actions like reducing a company's fleet size if it poses a public safety hazard or suspending a company outright for multiple violations and requiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks.RELATED: San Diego scooter ridership drops off dramaticallyThe council approved the original regulatory package in April after more than a year of complaints from residents about the need for oversight. The city sought to improve public safety while also keeping dockless mobility companies in the region as an affordable transportation alternative.The regulatory ordinance included limiting scooter speeds and parking in heavily trafficked areas of the city, operator permits and fees for scooter companies like Bird and Lime, documenting of scooter fleet size and data sharing requirements between scooter companies and the city.The city also introduced a webpage, sandiego.gov/bicycling/bicycle-and- scooter-sharing, giving residents the ability to view which companies operate in San Diego and contact information for each of them. The regulations went into effect in July.RELATED: San Diego City Council head calls for temporary ban on dockless scootersRepresentatives of scooter companies Bird, Lyft and Lime noted that ridership has decreased since the regulations went into effect and new issues have arisen, such as third-party scooter impounding businesses that charge companies high prices to retrieve their scooters and bikes.Bird Senior Manager for Government Partnerships Tim Harder said the company spends ,000 a week collecting scooters just from city-designated impounds."As the second market where Bird launched back in 2018, San Diego has always been important to our company," he said. "We want to stay in San Diego, especially with the new technologies that we are eager to test here that furthers public safety and education."RELATED: San Diego makes designated dockless scooter and bike spacesOne scooter company, Jump, left the San Diego market earlier this year due to its belief that the city could not effectively enforce its regulations and encourage good behavior by riders.Representatives from multiple companies, including Jump, and City Councilman Chris Cate suggested the establishment of a dynamic fleet cap that would limit companies that repeatedly violate the city's ordinance."In other cities, such as Santa Monica, that employ this kind of performance-based system, operators are focused on going above and beyond to demonstrate to city officials that they have earned the right to deploy more devices," Jump's Senior Operations Manager in San Diego Zach Williams said.City officials are expected to review the amendment package's legality before it comes before the full council. SAN DIEGO (CNS) - San Diego County public health officials reported a record-high 1,091 new COVID-19 infections and eight deaths Friday, raising the region's totals to 69,231 cases and 960 deaths.Four women and four men died between Nov. 1 and Nov. 19. Their ages ranged from early 50s to early 90s. All had underlying medical conditions.Friday was the 10th consecutive day more than 600 new coronavirus cases were reported by the county, and the most reported in a single day. On Sunday, 1,087 cases were recorded, 922 were reported Wednesday and 899."The virus is widespread and every element of our community is impacted," said Dr. Wilma Wooten, the county's public health officer. "Now more than ever it is vital that San Diegans avoid gatherings and crowds, wear a face covering when they are out in public and stay home if they are sick."The last seven days have marked the highest daily case counts in San Diego County since the start of the pandemic, with 736 cases reported on Saturday, 833 on Monday and 718 on Tuesday.On Nov. 11, a then-record 661 cases were reported -- surpassing the 652 cases reported Aug. 7. Another 620 cases were reported Nov. 12.A total of 34,021 tests -- a new record -- were reported Friday and 3% of those came back positive, dropping the 14-day rolling average of positive tests to 4.7%The number of COVID-19 cases in the hospital continues to rise, with 440 currently hospitalized in the county and 127 in intensive care -- nearly double the numbers a month ago.Wooten said Anyone hosting a gathering should keep it small, short and safe.Small meaning gatherings should be limited to a maximum of three stable households. Short meaning the gathering should last two hours or less. Safe meaning that people should stay outdoors as much as possible and wear a face covering when they are not eating or drinking.Of the total number of cases in the county Wednesday, 4,329 -- or 6.3% -- have required hospitalization and 981 patients -- or 1.4% of all cases -- had to be admitted to an intensive care unit.Eleven new community outbreaks were confirmed Friday, three in business settings, three in faith-based settings, two in childcare settings, one in a TK-12 school setting, one in a restaurant/bar setting and one in a gym setting. A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.County officials announced Thursday law enforcement will step up COVID- 19 compliance protocols, including education and citations, amid spiking coronavirus cases.Sheriff Bill Gore said Thursday four two-deputy teams will begin making "a full-time commitment" to the county's 18 cities and unincorporated areas, ensuring compliance with public health orders. Several cities have already confirmed they will send officers to assist deputies in their duties, Gore said.The county has issued 52 cease-and-desist orders since Monday, including five Thursday to Alliance MMA and Functional Republic, both in Chula Vista, Crunch Fitness in Serra Mesa, The Element Dance Center in La Mesa and IB Fitness in Imperial Beach. Gavin Newsom announced California counties in the state's "purple" tier will be subject to a curfew prohibiting all "nonessential" activities and gatherings between 10 p.m. and 5 a.m.The "limited Stay At Home Order" applies to all counties in the most restrictive tier of the state's coronavirus monitoring system, purple, which includes Los Angeles, Orange and San Diego counties. The order will take effect at 10 p.m. Saturday and remain in effect until 5 a.m. Dec. 21.California updated its four-tier COVID-19 reopening statistics Monday, with San Diego County among those sinking further into the purple tier of the state's four-tier economic reopening roadmap.The county had a rate of 12.1 new daily coronavirus cases per 100,000 residents, an increase of 2.1 compared to last week. The state-adjusted daily case rate increased to 10.7 per 100,000 population from 8.7 last week.The region has an adjusted rate due to a significant effort to increase the volume of testing. The county officially entered the purple tier and its associated restrictions just after midnight Saturday.San Diego County's rate of positive tests increased from 2.6% last week to 4.3% Tuesday. The health equity metric, which looks at the testing positivity for areas with the least healthy conditions, remained steady at 6.5%.In response to rising cases statewide, Newsom on Monday pushed the vast majority of California counties into the purple tier.With purple-tier restrictions in place, many nonessential businesses were required to move to outdoor-only operations. SAN DIEGO (CNS) - The San Diego City Council's Public Safety and Livable Neighborhoods Committee unanimously voted Wednesday to send a suite of proposed regulations on dockless scooters to the full council.Mayor Kevin Faulconer introduced the regulations Oct. 18 after the city spent months wrestling with how to both ensure public safety and allow dockless scooter companies like Bird, Lime, and Razor to continue operating in San Diego.Faulconer's proposal would mandate that scooter companies limit the maximum speed of scooters in high-traffic areas of the city, send monthly data reports to the city detailing things like parking and trip information, educate riders on local traffic laws, and indemnify the city for liability for riders injured within city limits. The companies would also have to obtain an annual permit and pay associated operational fees.RELATED: 885
