SAN DIEGO (KGTV) -- From across the country to here in San Diego, there is no denying racial tensions between law enforcement and some communities. Locally, San Diego County has seen protests over officer-involved shootings and deaths of people in police custody. The 2016 shooting of Ugandan immigrant Alfred Olango sparked protests throughout El Cajon. Olango’s sister called 911 to report that her brother was displaying erratic behavior. Olango pulled something out of his pocket officers believed was a gun and, according to police, he assumed “what appeared to be a shooting stance.” Officer Richard Gonsalves fired his gun at least four times, killing Olango. Earlier this year, a jury in a separate civil suit found the officer acted reasonably.In National City, the death of Earl McNeil in 2018 sparked questions from his family and protests at city council meetings. McNeil, who had mental illness, went to the National City Police station seeking help, according to his family. Police said when he went to the station, he was making paranoid, threatening and irrational statements. Police say he told them he was in possession of a controlled substance. A statement from National City police said he was transported to County Jail for processing and exhibited signs of medical distress. According to his family, he suffered brain and nerve damage that led to his placement in a coma. He was pronounced dead June 11, 2018.Bishop Cornelius Bowser is a former gang member who grew up in San Diego. “I was up to no good every day,” he said. He turned his life around and is now a local activist, vocal about what he calls inequities in policing. That includes overpolicing, with more negative than positive interactions.“What I mean by being overpoliced is that the community is saturated with law enforcement. They’re looking specifically for specific people. When a black person, just by being black and young, that makes me a criminal. That makes me a threat,” Bowser said. He feels there is a lack of community policing, which is commonly defined as the use of partnerships and problem-solving techniques to proactively address concerns. “The culture has to be changed, the way [police] come into our community—they have to build those relationships. And they have to be here long enough,” Bowser said.The District Attorney's Office analyzed officer-involved shootings over the past 25 years. SAN DIEGO (KGTV) -- Gas prices in Southern California could reach .30 per gallon in the next several weeks, according to a GasBuddy. The company’s senior petroleum analyst, Patrick DeHaan, took to Twitter to announce that prices could soar to .15 to .30 per gallon in the next 10 to 14 days. According to DeHaan, the average price per gallon reached .85 in Los Angeles Wednesday afternoon and is expected to “breach in the next few days.”DeHaan tweeted out earlier Wednesday that prices in Southern California could spike by anywhere between 25 and 40 cents per gallon in the coming days. The news comes amid problems at several California refineries and just weeks after attacks on oil fields in Saudi Arabia. SAN DIEGO (KGTV) - Fifty-three undocumented immigrants were arrested by the U.S. Immigration and Customs Enforcement over the last week in San Diego County.Arrests took place in Santee, Vista, Encinitas, Chula Vista, Escondido, Oceanside, Imperial Beach, and San Diego, according to ICE officials.The five-day operation targeted individuals with final orders of removal, who have re-entered illegally after being removed, who have violated federal law, or whose detainers were not honored and were located after release from jail.RELATED: ICE arrests 115 immigrants in Southern CaliforniaOfficials said of the 44 arrested, criminal histories included vandalism, hit-and-run, driving under the influence, and other drug offenses. SAN DIEGO (KGTV) — Health officials issued two new public health orders Monday addressing cruise ships arriving in San Diego during the coronavirus pandemic.The orders are meant to give the county more legal framework in how the Port of San Diego interacts with ships and the cruise industry, Dr. Eric McDonald, the county's medical director of epidemiology, said.RELATED: San Diego gyms ordered to close in new coronavirus health orderThe new orders include:"No passenger or employee may disembark a cruise ship in San Diego harbor without the approval of the health officer or designee if any person on the cruise ship has tested positive for COVID-19. Any cruise ship that is permitted to dock in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment required for passenger/employee and follow all directives from the health officer or designee.No cruise ship in San Diego harbor may dock or disembark employees or passengers after March 31, 2020. However, upon approval of the health officer, a cruise ship may dock solely for the purposes of receiving fuel and provisions, so long as no employee or passenger disembarks. SAN DIEGO (KGTV) - Dozens of people came out to see a country music concert at Moonshine Beach in Pacific Beach Thursday night.The concert was scheduled before the Borderline Bar and Grill shooting in Thousand Oaks Thursday night.  Brodie Stewart was opening for Colt Ford.Country Music Stewart told 10News ahead of the show he would hold a moment of silence for the victims of Borderline during his show.
