They have been in business since 1818, so you would think they would have weather prognostication down to a science. The folks at the Farmers' Almanac have issued their forecast for the upcoming winter, and for many, purchasing a snowblower might not be a bad investment. The Farmers Almanac predicts that the Central US, Midwest and Northeast will see a cold, brutal winter. For those who live in Montana, Wyoming and Colorado and to the east, the almanac calls for "teeth-chattering cold" and "plentiful snow." For those in the Midwest, expect "biting cold" and snow this winter. And those in the Northeast should expect a "cold and white" winter. The West Coast should see a more average winter, with greater than average rain in the Pacific Northwest. While it will remain cold in Texas, the Southeast should be closer to average, with above-average rainfall. If you are hoping for a more modest winter, you will like the forecast from the Old Farmers' Almanac. Old Farmers' Almanac is suggesting a mild winter for most of the United States, with the exception being in the Southwest. The Rockies, while still mild, should expect a snowy winter. How these publications come up with said forecasts are a bit of a mystery, much like KFC's secret recipe. "we derive our weather forecasts from a secret formula that was devised by the founder of this Almanac, Robert B. There is growing concern within the US military about the costs of President Donald Trump's proposed military parade and the disruption it could cause.If Trump insists on a military parade through Washington involving thousands of troops, armored vehicles, missiles and other heavy weapons the event could disrupt crucial military training schedules, according to a defense official directly familiar with the initial planning efforts.There are also concerns over the cost of the event, and a second defense official tells CNN that the Pentagon is considering seeking out private donations to offset some of the non-military costs of the event. The donations could not cover military salaries or the cost of moving equipment but they could be used to pay for other aspects of the parade.There are no firm cost estimates until President Trump orders the military to stage a specific event, but very preliminary estimates suggest the cost could run between million and million, the first official said, emphasizing that nothing is certain at this point. There is no money currently allocated for a parade in the defense budget. Budget director Mick Mulvaney said Wednesday that he has seen estimates that a military parade could cost million to million.On wider concerns about a large scale parade, "we don't have troops and units sitting around waiting to do a parade," the first defense official said. A large parade could require weeks of preparation, including the early shipment of equipment such as tanks, and personnel would need to arrive days ahead to be ready to man the gear during a parade.One solution being considered to alleviate that concern is a so-called multimedia option, which could include a concert and large video screens on the National Mall displaying images of military gear rather than bringing large amounts of hardware to Washington, the official said.The Army, which is in charge of developing options for a parade or celebratory event, has compiled five preliminary options that have been forwarded to Pentagon leadership.The initial options are broadly characterized as "small, medium, heavy, hybrid and a multimedia display." Each could be fine-tuned to meet specific requests by Trump.The small and medium options could include varying levels of troops marching from ceremonial units stationed in Washington and some equipment located nearby from the Maryland and Virginia National Guard.The so-called heavy option would bring active duty units to Washington. Generally, all active duty units that are not deployed have ongoing and regular stateside training and exercise commitments that may have to be halted if they were involved in a parade.According to the official, one indicator of the Pentagon's lack of enthusiasm for the project is that the Defense Department told the Army to include a significant amount of aircraft in the ceremony to mitigate the burden on ground forces.The Pentagon is not commenting on potential options. Chief spokesperson Dana White told CNN her previous public comments still stand. On February 8 she told reporters, "We're still in the nascent stages. When we have those options, we will provide that to the White House, and the President will decide. "Defense Secretary James Mattis and Gen. This is a story about a state trooper, a collision and a lie.It begins at a parking lot in Michigan.  While on duty last May, Trooper Kevin Klomparens had pulled into a Chipotle restaurant in his Michigan State Police vehicle.  He was backing into a parking space when his SUV backed into a parked car.The damage caused was minimal: scratches and a small dent that totaled a few hundred dollars in damage. But Trooper Klomparens didn’t notify the car’s owner, leave a note or report the accident. Instead, he pulled out of the space and left.The driver of the damaged car turned out to be a 20-year-old college student who worked at a Southfield restaurant. She didn’t feel comfortable talking to Detroit-based WXYZ on-camera for this story, but said off-camera that she learned about the accident from two people who witnessed it. They told her, and then police.According to police records, the two witnesses said they heard “a loud crunch” and saw the trooper “commit a hit and run.”  Dispatch notified nearby officers that one of their own had been involved in an accident.  Klomparens heard the message on his police radio, and that’s when he turned his small problem into a much bigger one.Klomparens: I just got sideswiped by a car, I’m at 8 and Lahser.  He flipped and headed back east on Westbound 8 Mile, I’m trying to catch up.  I’m not entirely sure what kind of car it is, a grey sedan.Dispatch: And he’s now Eastbound or Westbound on 8?Klomparens: Eastbound. He hit a turnaround, I’m stopped at a traffic light when he hit my backend.Klomparens said he was the victim of a crime and said he was in a police chase with the person responsible.Dispatch: Did you get a plate?Klomparens: Negative on a plate, he turned behind me, there was a Michigan u-turn behind me. He turned back and sped off eastbound.In truth, there was no chase.  No sideswipe.  Klomparens made it all up.“Unbelievable that this officer would respond in that manner,” said Willie Bell, who spent 32 years as a Detroit Police Officer. “You’re violating the confidence that people have in police officers in general.”Today, Bell serves on the Detroit Board of Police Commissioners.“It’s a simple accident, but now it lays to totally lack of confidence, not just in this officer, but police officers in general,” Bell said.After the accident, MSP investigated and Trooper Klomparens admitted to making the story up.  The case was forwarded to Attorney General Bill Schuette’s office for possible prosecution. His office declined to charge the trooper with anything, writing in part that while “(w)e are certainly not condoning the actions of the trooper,” “there are better ways to handle this particular incident.”WXYZ asked to speak with Attorney General Schuette on camera to understand why he chose not to bring charges. His office declined. “The average citizen easily would have been charged in this case,” said Michael L. Steinberg, a criminal defense attorney who’s represented men and women accused of hit and run accidents. “Providing false information to a police officer is usually going to get the attention of the prosecuting attorney’s office,” he said. “A police officer doesn’t get special status as far as the law goes.”Klomparens won’t face charges, but he could still face discipline. He is still working at MSP today while internal affairs continues to investigate, more than five months since the accident happened.
