(KGTV) - Solana Beach is one of San Diego County's most expensive places to live, but it has no affordable housing.Now, the City Council may pursue turning a part of the City Hall parking lot into a 19-unit mixed-use affordable housing complex. The council could vote Wednesday to issue a request for proposals for development of the site, with the hopes of selecting a company to build it by September. City Hall, by the way, is across the street from steps that lead to its famous beaches. "It'd be like winning the lottery," said Christian McDonough, one of the hundreds of people who work in Solana Beach's tourist-facing businesses, but can't afford to live there. "If you're in the service industry, you're most likely not living in Solana Beach."This would be the city's second attempt to add affordable housing. In 2014, the council approved a 10-unit complex called The Pearl, down the block from City Hall. Senate Minority Leader Chuck Schumer is demanding the Federal Aviation Administration increase inspections of aircraft maintenance after his office reviewed agency records and found that enforcement and fines specifically for maintenance issues have dropped over the last several years.Schumer's office asserts that formal enforcement actions for airline maintenance issues decreased after 2014 and dropped dramatically in 2017. The data was compiled from the agency's quarterly reports on civil enforcement penalties, according to a statement from his office.The New York Democrat said the decline in maintenance enforcement raises serious concerns about whether the FAA is meeting its oversight mandates. He demanded the agency examine the data and report back on why that enforcement has decreased. 809

(KGTV) - A concert at the Belly Up Tavern this Saturday will raise money for a program dedicated to kids with special needs.Banding Together will hold their 7th annual fundraiser from 12-4 pm on February 24th. The concert features three local bands, and one special, surprise guest artist.The bands are Dr. Seahorse, the Grinnell Trio and Jungle Poppins.But the real stars will be the kids and young adults from the program, some of whom will perform with the bands on stage."It's thrilling for them," says Banding Together Co-Founder and Director Angela Meier. "They hear that people like the Rolling Stones have performed a show there and now they get to as well!"The program uses music therapy to help people with special needs come out of their shell. Meier says it's inspiring and amazing to see how they progress."I've had students who have difficulty putting sentences together," says Meier. "And using rhythm and music, all of the sudden they're able to sing whole sentences."In addition to individual and small group classes, Banding Together runs 42 "Jam Sessions" throughout the year, where the students and musicians join together to make music."It's not just that it's making them feel good, but it's giving them self-esteem," says Meier. "It gives them social skills and prepares them to go out into the community and give back."The concert is open to the public and will also feature live auctions, silent auctions and other fundraisers. All the money goes to fund scholarships and to pay for the jam sessions. South Korea said Saturday that North Korea has accepted its proposal to hold high-level inter-Korean talks next week.In a statement, South Korea's Unification Ministry said the talks are planned for Thursday.The talks were first proposed by South Korea to be held in the Panmunjom truce village in the Korean Demilitarized Zone.North Korea said it will be represented by a three-member delegation led by Ri Son Kwon, chairman of the Peaceful Reunification of the Fatherland Committee.South Korea stated earlier that its three-member delegation will be led by Unification Minister Cho Myoung-gyon.The announcement came a day after South Korean President Moon Jae-in teased the possibility of another meeting, this one among the United States, North Korea and South Korea.Moon said negotiations are continuing ahead of the "historic talks" planned for next month with North Korean dictator Kim Jong Un. He's expected to meet with Kim in April, the first time the North Korean leader has publicly met with a foreign head of state."Through these talks and future talks, we must end the nuclear and peace issue on the Korean Peninsula.
