SHAVER LAKE, Calif. (AP) — Wildfires have burned more than 2 million acres in California this year, setting a record even as crews battled dozens of growing blazes across the state.Officials say the most striking thing about the record is how early it was set — with the most dangerous part of the year ahead.The previous high was 1.96 million acres burned in 2018. Some city and state governments across the country have made wearing masks in public mandatory. Now, businesses are finding they also need to develop policies for face coverings."No pun intended but there’s no one size fits all here. Employers need to be looking at the state and local laws to determine whether masks are mandatory. I know that several states have mandatory mask requirements in public spaces, so of course they’ll want to look at those laws to make sure they're complying with them," says Amber Clayton, Knowledge Center Director for the Society for Human Resources Management.Clayton says employers will also need to consider employees who may not be able to wear a mask, whether it be for medical or other reasons."Employers may have to potentially provide a reasonable accommodation in those situations. That might look like allowing the person to work from home, taking leave or modifying their workspaces where they're working within an area that is maybe not as much public facing," says Clayton.For medical reasons, employers could require a doctor's note. Whether it's an employee handbook or company-wide email, employers should have some type of documentation so employees and any customers coming into the office are aware of expectations when it comes to wearing face coverings. Valerie Keels, who heads up her HR department at Gavi in Washington, DC, has developed a mask-wearing policy for her office."The building has imposed those restrictions, as well, in the common areas so when people come into the building they have to wear a mask. When they go into the elevator they have to wear a mask. So it's just consistent with what's going in the building," says Keels.Keels has what they call a "Code Red" which means people can come into the office if they register online. It helps them keep track of the number of people in the office space. Once they get to the office, their temperature is taken and they're given a mask to wear for when it's needed.When you're in an enclosed office space, you can take off your mask. "And even when you're at your own work space because we're also respecting social distancing," says Keels.As for enforcing a mask policy, some businesses could come across people who disagree with a face covering policy."Employers have the responsibility to keep the workplaces safe for their employees and if this is something that's required and the employee refused to wear it, then there needs to be something in place to address that - whether it's sending the employee home or providing leave, or making modifications to the worksite," says Clayton.It's important for employers to work with people and their individual situations before resorting to reprimands. SPRING VALLEY, Calif. (KGTV) — A construction worker was killed in an accident at Monte Vista High School hours after the topping out of the school's new multi-use facility. According to the San Diego County Sheriff's Department, the accident happened just before 2 p.m.Deputies say the 30-year-old man fell from a beam attached to a 30-foot platform. Deputies and emergency responders performed first aid on the construction worker, but he later died after being taken to the hospital. A second worker was also injured and taken to the hospital, but their condition is unknown at this time, according to the school district. CA-OSHA is investigating the incident and crisis counselors will be made available at the school Thursday. SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. Solana Beach is now turning its attention to its 117-space Distillery Parking lot across from Fletcher Cove. The City Council could vote Wednesday to send out a new request for proposals to turn that lot into a 20-unit complex. Special counsel Robert Mueller's office is considering bringing more criminal charges against Paul Manafort, after it accused the former Trump campaign chairman of violating his plea deal to cooperate with prosecutors.The announcement came at a half-hour court hearing Friday morning, where Manafort's team learned that his sentencing for conspiracy and witness tampering will happen on March 5, 2019.The hearing came just days after special counsel prosecutors said they believe Manafort lied during his interviews with investigators following his guilty plea in September. The special counsel's office may have to turn over evidence backing up its claim in the coming weeks.Such a move could give Manafort's legal team, and in theory, President Donald Trump's lawyers if they are still in touch, a new window into some of the information Mueller has collected during the investigation.Manafort pleaded guilty earlier this year to two charges of conspiracy and witness tampering, while publicly admitting he committed several other financial and lobbying crimes. He separately was found guilty by a jury in Virginia of eight financial fraud charges related to his Ukrainian lobbying proceeds.Lead prosecutor Andrew Weissmann said the Justice Department is evaluating whether Manafort could still be held liable for crimes he's admitted to but is not currently charged with in federal court."I don't know at this time. We will have to evaluate whether it will be fruitful to take action" on those crimes, Weissmann said.Manafort is currently in jail in Alexandria, Virginia. He did not attend the hearing Friday; two defense attorneys were there on his behalf.Since his initial indictment last October, Manafort has been a thorn for prosecutors and, at times, for the judge.While he still claimed his innocence in the case, prosecutors indicted him for attempting to contact potential witnesses to shape their stories. He then went to trial in Virginia federal court, holding off prosecutors from making a deal. After he lost his case at trial, Manafort changed his plea and agreed to cooperate with investigators. But that cooperation now appears to be tainted with the lying accusation -- another unusual turn of events.Manafort says he believes he was truthful with investigators."We have ... had lengthy conversations with the defense to discuss the facts," related to Manafort's alleged lies during his cooperation, Weissmann said. "They're aware the gravemen of what the concerns are."Both legal teams will hash that out in court soon, with filings beginning to come in next week about the facts of how Manafort's cooperation fell apart.Despite the dispute over whether Manafort breached his plea deal, the two parties struck a cordial tone in the courtroom.When things wrapped up, lawyers from both sides wished each other "happy holidays," sometimes shouting across the room, as people started filing out of the chilly courtroom. 2950
