SAN DIEGO (KGTV) - Eighteen-year-old Joseph Preissman is getting ready for his very first day as a college student. But a mistake he made last December is dragging down his final days of summer."It'd be really great to just figure out why we're getting charged so much for something so little, and something that was, like, an accident," he said. The accident happened near Idyllwild. Preissman and a friend were returning from a hiking trip, when he said it hailed. Preissman was coming around a bend and lost control of his car, running into a freeway directional sign and splitting its wooden post. Nobody was hurt, so Preissman thought the accident was ancient history. That is, until July 31, when the Preissman family got a bill from Caltrans to replace the sign - totaling 7.95. All but about of that bill was for labor. "I could even understand half that cost, but I can't understand how it could possibly take three people, let's say from 8 in the morning to 12 in the afternoon, to repair that sign," said Daniel Preissman, Joseph's father. Caltrans spokeswoman Emily Leinen stood behind the bill. She said about 0 of it went to administrative fees. Much of the rest reimbursed the crews for going out to the area and replacing the 16-foot-tall post. They had to make sure it had the proper breaking points for driver safety. Leinen added one crew member had to keep watch for other cars coming around the bend."It's rocky road terrain out there, it’s a mountain, so unfortunately they had to do everything by hand on a blind corner," Leinen said. Caltrans did offer the Preissman's a 10% discount and a payment plan, but Daniel Preissman said even with that the bill is excessive. 1710

SAN DIEGO (KGTV) -- Frustrated business owners in the Midway District say an old strip club was a better neighbor than the current property owner, which happens to be a church. The Rock Church bought the strip club, formerly known as The Body Shop, in August of 2018. Now, businesses say nothing has changed except there’s now more trash and drugs. Neighbors say they want the church to clean it up. Noor Shamoon comes to work at Navis Pack and Shop to a very unwelcome sight. “Food, trash feces on wall, on our vehicles.”He says it’s a foul odor and claims people who hang out in the area vandalized the businesses work truck. Employees at the Midas muffler business across the street also say trash and loitering have become huge problems. “We're trying to run a business and it's hard when you have that across the street,” said Gary Stricker. People who work in the area say prostitution is rampant as are drugs. One man reportedly overdosed recently. “I think he maybe shot up some kind of drug or something. We were concerned about him so we called an ambulance,” Stricker said. When The Rock Church dropped the banner over the “nude girls” sign at the former strip club, they promised to clean up the neighborhood. Since the church purchased the property for .3 million, they haven’t touched it. "I hope they do something about that to clean the place up you know,” Stricker said. SAN DIEGO (KGTV) - Homeowners in Mission Hills say someone is back to shining a laser pointer into their homes after a several week hiatusNew video from over the weekend a shows someone pointing a laser into a family’s living room.The laser pointer appears to be coming from the same place as it was back in January when 10News first did the story.Daniel Wang lives in Mission Hills and says his living room turned a blueish green on Friday. “The kids were here so luckily they didn’t look directly at the beam,” said Wang, “that’s the only thing to worry about.”Neighbors have filed a police report, but not much progress has been made because the source of the laser appears to be from a common space in an apartment complex.Doctors say lasers can cause blindness and in some cases induce seizures for those who have epilepsy.Shining a laser into another person’s eyes in California is a misdemeanor with a penalty of up to 30 days in jail. 955

SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. Del Mar currently has no affordable housing units, but the state requires it to have about 70. Worden said two currently proposed developments would include units, but he also would like the city to use the extra money to apply for federal and state grants.He also floated the idea of Del Mar buying an apartment building, converting them to condos, selling a portion of them to recoup its investment, and keeping some for low-income workers. 1571
