SAN DIEGO (KGTV) - A security guard at a Clairemont strip mall narrowly avoided a devastating crash Friday.An elderly female driver hit two parked cars, then drove off an elevated parking lot and crashed through a rail. She landed on the street outside the Garfield Shopping Center at 4220 Balboa Avenue and Clairemont Drive.Robert Malone is the security guard for the Goodwill at the mall and was doing rounds of the property.On its way down, the van flew just six feet over Malone’s head.“I look up, I got a van coming at me,” said Malone.The van hit a telephone pole, bringing the pole and the lines down.Malone said up to a dozen men jumped down from the parking lot to pull the driver from the van. The group called 911 and paramedics took the woman to the hospital. No one else was hurt.San Diego Police are investigating the cause of the crash. 869

SAN DIEGO (KGTV) — An arson investigation expert says the probe into possible arson behind the USS Bonhomme Richard fire could take more than a year to complete.Wednesday multiple sources with close ties to NCIS told ABC 10News that a sailor is being investigated for arson in the Navy ship fire at Naval Base San Diego last month.Timothy Wilhelm is a senior fire investigator with Robson Forensic and has extensive experience with arson cases. He’s not part of the Navy ship investigation but says it could take agents more than a year to complete their findings. “There's so many delicate systems in that ship. Smoke poured into the sky over the area. It took crews four days to extinguish the fire.The damage was so bad, that it remains unclear if the USS Bonhomme Richard will sail again.“If the fire burned for four days where it originated, chances are [that] most of that evidence is going to be consumed. It's going to be gone,” said Wilhelm.Wilhelm said investigators may be considering arson because of other clues. SAN DIEGO (KGTV) - A woman who mailed out her state tax payment at a post office in Mira Mesa got a big shock a few days later. A week ago, Barbara Reynolds wrote out a 9 check for her state taxes. She drove to her post office on Mira Mesa Boulevard and dropped it off around noon."I thought it was safer to come here," said Reynolds.Days later, she got a call. A bank teller in San Juan Capistrano was looking at her check, but it looked a lot of different. The amount had been hiked a bit to 9. Instead of the state, the new payee was the name 'Marco Antonio Lopez Ramirez."The teller shredded the check, suspicious because a man hoping to deposit the check had presented a dubious driver's license and an odd-looking check. As in other stolen check cases, the thief likely used a chemical solution to dissolve away the ink and 'wash' the check, before filling in the blanks."Very disappointed. It wasn't a good feeling at all," said Reynolds.The feeling was made worse because of how that check was stolen. One possible cause is 'fishing,' where thieves use a simple string - connected to something like a rodent glue trap - to fish mail out of a collection boxIn this case, Reynolds says the stolen check included her social security number."I'm very worried about identity theft. I won't be using the mail for future important documents or payments," said Reynolds.Reynolds filed a report with police and the Postal Inspection Office. SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. SAN DIEGO (KGTV) — A search was underway Friday for eight service members who disappeared in the waters off San Clemente Island after a training exercise involving an amphibious assault vehicle (AAV).One Marine died following the training accident and two were in critical condition at a hospital.The accident is the third time in less than 10 years that someone has been injured or died in an AAV during training. Colonel with a background in intelligence and amphibious reconnaissance, says one of the most difficult operations in the military is amphibious operations."There is an inherent danger because every once in a while those things will take on water and if they do you've got a lot of marines trapped in a vehicle and it's going to be very difficult to get everyone out safely," Kempfer said.In 2017, 15 Marines were injured during a training exercise when an AAV caught fire. In 2011, a Marine was killed when an AAV sank off the coast near Camp Pendleton."It does happen, that when you go into the water things will leak. There's hatches all over the vehicle on top, in back the crew has hatches," Kempfer says.Injuries during training exercises aren't specific to amphibious assault vehicles. In 2015, one Marine was killed and 18 others were injured in a single-vehicle rollover crash.Kemper says they are horrific events when they happen."We train like we fight an obviously like its very nature the armed forces is a very dangerous business that's what we do," said Kemper. 1721
