BEIJING, Nov. 7 (Xinhua) -- Chinese President Hu Jintao will meet with his U.S. counterpart, Barack Obama, at the 19th Asia-Pacific Economic Cooperation (APEC) Informal Leadership Meeting, said China's Assistant Foreign Minister, Wu Hailong, on Monday.He said the APEC summit will be held from Nov. 12 to 13 in Hawaii, with the theme of "seamless regional economy."According to Wu, speaking at a Foreign Ministry media briefing, Hu will attend the "APEC Leaders' Informal Meeting, Leaders' Dialogue with Representatives from APEC Business Advisory Council, and APEC CEO Summit."China hopes the APEC members will implement the economic growth strategy agreed last year, striving to achieve a balanced, inclusive, sustainable, innovative and safe economic growth, said Wu.China expects the APEC members to comprehensively promote regional trade and investment liberalization, he said, adding that all member states should fulfill their commitments and oppose all forms of trade protectionism.Wu said APEC should strengthen economic and technical cooperation to enhance the development ability of the developing members, and therefore to achieve common prosperity."APEC members generally hold positive attitudes toward U.S. proposals in various fields such as green growth, innovation policy. BEIJING, Oct. 26 (Xinhua) -- The State Council, or China's cabinet, has decided to create a food allowance for about 26 million needy students nationwide, according to a statement issued on Wednesday.Each student will receive an average of three yuan (47 cents) daily from the central budget, said a statement issued after a State Council meeting presided over by Premier Wen Jiabao.The policy will be implemented on a trial basis in 680 less-developed counties, the statement said.Authorities will have to allocate a total of 16 billion yuan annually from the central budget to meet the policy's requirements, it said.The money will be given to schools instead of directly to the students' families, allowing the schools to provide more and better food in their canteens, the statement said.Efforts will be made to build better canteens in rural primary and middle schools, the statement said.The statement added that daily allowances for needy students at primary boarding schools will also be increased from three to four yuan, while those for students at middle boarding schools will rise from four to five yuan.

BEIJING, Nov. 28 (Xinhuanet) -- The U.S. FBI and police in the Philippines have arrested four alleged hackers in Manila with connections to a terrorist group in Saudi Arabia, according to media reports Monday.The four who were arrested last Wednesday hacked into AT&T Inc.'s phone systems as part of a plan to funnel money to a Saudi-based terror group, the reports said.The hackers, according to the investigators, worked for a group that helped finance a deadly 2008 terrorist attack in Mumbai, India.Investigators also said the hacking cost AT&T around 2 million U.S. dollars. And an AT&T representative told Reuters that it "ended up writing off some fraudulent charges that appeared on customer bills" but did not comment on the 2 million dollars figure."AT&T and its network were neither targeted nor breached by the hackers," AT&T spokeswoman Jan Rasmussen said. JERUSALEM, Nov. 1 (Xinhua) -- Israeli researchers at Tel Aviv University developed a computer chip that could recuperate loss body movement if placed in the cerebellum, opening the doors to treatment of brain damage, researchers told Xinhua on Tuesday.The computer chip, wired to a man-made segment of a cerebellum, was attached to a rodent's skull that had lost the ability to blink. After the artificial cerebellum was implanted, the rodent was once again able to blink.The chip, connected to the rat's brain, works by reading sensory information from the body and then communicating it to the cerebellum, the area of the brain that allows movement coordination, through electrodes."The chip itself imitates a small part of the cerebellum, a very tiny part of it," said Prof. Matti Mintz of TAU's Department of Psychology."We took a small part of the cerebellum and studied it and created the computer chip that mimics the damaged area," he said.However, more complicated movements, like walking, are still at least one decade away, Mintz added."We still did not test it on humans because we need to know the area the chip will mimic before installing it, which requires extensive research. But we are now developing a chip that will do a sequence of simple movements," he pointed out.When fully developed for humans, it can be used to help patients who suffer brain genetic diseases like Parkinson, or had strokes that caused brain damage.
