BEIJING, Aug. 14 (Xinhua) -- Premier Wen Jiabao on Friday urged young Chinese and Africans to remember the traditional friendship and work together to promote Sino-African relations.     "I hope young people from China and African countries will learn from each other and help each other, treat differences with an open mind, and contribute your wisdom and strength to building the strategic China-Africa partnership," Wen said.     He made the remarks while addressing the opening ceremony of the third China-Africa Youth Festival and a farewell ceremony for young Chinese volunteers departing for Africa. Wen on Friday attended the opening ceremony of the third China-Africa Youth Festival and a farewell ceremony for young Chinese volunteers departing for Africa.    The festival, originally proposed by Wen at the second China-Africa Cooperation Ministerial Conference in Ethiopia in December 2003, has become a platform for China-Africa exchanges.     "Young people bear the hope of a nation and they also shoulder the future of a friendly China-Africa relationship," Wen said, expressing his hope young people would fulfill their historic responsibilities and create better conditions for friendship development.     The Chinese government decided in 2006 to send 300 young volunteers to Africa to work in medical, agricultural, sports and educational field.     Wen encouraged the volunteers to serve the African people with their knowledge and skills, win their friendship and trust, and learn from them.     More than 750 guests, including youth delegates from 49 African countries, attended the ceremony.

The casualty list did not include a crew of three on board a helicopter that crashed during a disaster-relief mission in southern Pingdong.     Powerful wind paralyzed the power supply for 1.58 million households as of 6:30 p.m. Monday, 1.51 million of which have restored power. Typhoon Morakot also damaged telecom facilities in central-south Taiwan, according to local disaster-relief authorities. XINING, Oct. 3 (Xinhua) -- China will put environmental concerns as top priority in tackling ways to exploit combustible ice, a kind of natural gas hydrate, in the permanent tundra in its northwest plateau region, said a combustible ice project leader.     "We do not need to drill very deep to get the flammable frozen compound from tundra here in Muli Prefecture in Qinghai Province. However, as the sample is taken out, methane gas is easily released into the atmosphere," said Wen Huaijun, chief engineer of the combustible ice project in Qinghai.     He said the project team under the China National Administration of Coal Geology is carrying out research to guarantee that the exploitation of the frozen natural gas does not cause environmental problems.     Combustible ice is regarded as a potential source of alternative energy to coal and oil. One cubic meter of combustible ice can release 164 cubic meters of natural gas.     The Ministry of Land Resources said on Friday that the prospective volume of the natural gas hydrate in the country's frozen earth regions is estimated to reach 35 billion tonnes of oil equivalent.     China announced the first discovery of the resource under the bed of the South China Sea in May 2007.     Wen said the environmental threats from the use of the resource even in a land-based region is enormous, because it releases carbon dioxide or methane into the atmosphere.     "The plateau region is very sensitive to environmental changes. The biological conditions here are vulnerable," he said.     Combustible ice usually exists in seabed or tundra areas (two mediums having the strong pressure and low temperature necessary to its stability). It can be lit up like solid ethanol, which is why it has the name "combustible ice."     Wen said the combustible ice research project has been carried in Muli Prefecture, 4,100 meters above sea level, since 2004.     "It still takes time and a huge amount of research investment to realize the dream of exploiting the resource, while ensuring the environment," he said.     Wang Jianbin, deputy director of the Qinghai Bureau of Land Resources, said at the present stage, the project focus is still to ascertain locations of the deposit, and carry out a feasibility study on its exploitation.

BEIJING, Sept. 7 (Xinhua) -- China vows to strengthen the prevention and control of the A/H1N1 flu virus in the run-up to the National Day celebrations, amid fears that the situation will worsen through autumn. According to a statement released after a meeting held by the State Council here Monday, schools are currently the key places in the country's fight against the virus and classes should be suspended "properly" to avoid mass infection when an outbreak occurs.     "Currently the global epidemic situation is getting worse. As autumn comes, the number of domestic cases in China is also on the rise... The prevention and control work faces fresh obstacles," said the statement.     Primary and secondary schools in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, remained closed Monday in the wake of a recent outbreak of 43 A/H1N1 influenza cases.     Similar outbreaks have also been reported at schools in other regions, including the provinces of Henan, Hunan, Jiangsu, Anhui and Hainan, as well as the Guangxi Zhuang Autonomous Region.     The State Council urged railway and aviation departments to improve their emergency plan against possible epidemic outbreak in crowded situations.     According to the statement, medical staff, technical equipment and materials should be ready at any moment in case of an emergency -- especially around the National Day, which falls on Oct. 1.     In addition, the State Council urged medical companies to stock vaccine and other medicines and ensure vaccine safety for human use.     The meeting was presided over by premier Wen Jiabao.     By last Friday night, 4,415 cases of A/H1N1 flu had been reported on the Chinese mainland, of which 3,577 have recovered. There have been no deaths from A/H1N1 in main land China.

XI'AN, Aug. 23 (Xinhua) -- Chinese Vice Premier Zhang Dejiang has said efforts should be made to promote steady and fast industrial growth while improving the quality of economic development.     Zhang made the remarks during a recent inspection tour in northwestern Shaanxi Province, underscoring the importance of adjusting industrial structure, promoting innovation and enhancing enterprise management.     He pointed out that the country's economy has shown a momentum of recovery from the global economic downturn, with more positive signs emerging, but the reviving foundation was not solid enough.     The government should stick to the proactive fiscal policy and moderately easy monetary policy, and give priority to ensuring economic growth, he said.     More efforts should be exerted to expand domestic demand, carryout the massive economic stimulus plan, and promote stable and fast industrial development.     Zhang also urged cutivating new industries, eliminating backward production capacities, and supporting backbone enterprises as well as small and medium-sized firms.
