SAN DIEGO (KGTV) - The City of San Diego released Friday body-worn camera video and hundreds of pages of documents related to a 2018 officer-involved shooting. Raul Rivera was shot and killed by police on Hollister Street and Tocayo Avenue in May 2018 after police say he came at them with a knife. The new documents show police collected 28 9mm cartridge casings, nine bean bag cartridge casings, and four Taser cartridges from the scene. At one point, the video shows police tasing Rivera. He appears to rip off the barbs and continued to struggle. After several minutes, the violent scene comes to an end when police shoot and kill Rivera. They say he charged them with a knife. The San Diego County District Attorney's office did not bring charges against any of the three officers who fired.The report noted, "law enforcement officers were confronted by an agitated subject who was armed with a knife and was under the influence of narcotics. Mr. Rivera urged officers to shoot him as he advanced toward them." At the time of the shooting, family members told 10News Rivera was in a bad mental state and wished the police had helped him, not hurt him. On Friday Rivera's sister told Team 10 investigator Adam Racusin she was too shaken to talk about the loss of her brother. She would only say that she loves him and is disappointed in the way police have handled things to this point. 1495
SAN DIEGO (KGTV) - The coronavirus pandemic, combined with a recently enacted state law, has created a new problem along San Diego's streets and boardwalks.Business owners say they're being overrun by vendors who set up makeshift stores and crowd sidewalks and walkways, while also luring customers out of long-established businesses."It's pretty much a free-for-all," says David McDaniel, the owner of Paradise Cove near Crystal Pier. "Anybody can sell anything, anywhere."He's partially correct. A new state law, Senate Bill 946, went into effect in 2018. Passed by the legislature and signed by Gov. Jerry Brown, it decriminalizes street vending, telling cities that they can create their own guidelines and can only enforce them with tickets for vendors who violate the rules, instead of criminal charges.Several cities in San Diego County, including Carlsbad and Vista, were quick to establish their regulations. San Diego still hasn't.As more vendors set up shop, the Pacific Beach Town Council is asking city leaders to move the process along."We're calling on city leaders to end the swap meet on our boardwalks now," says Brian White, the President of the Pacific Beach Town Council. "We have lots of pedestrian traffic, bicycles, skateboards. There really is no room for this type of vending activity."Earlier this month, the Town Council sent a letter to Mayor Kevin Faulconer and the City Council asking for specific rules.The San Diego City Council started to establish new rules for vendors in 2019. Faulconer sent a draft ordinance to the Economic Development Committee.It would have prohibited vendors on the boardwalk and other high traffic areas. It also would require business permits, set hours for vending, establish distances from public facilities, require vendors to follow health and safety rules, and several other rules.That ordinance passed the committee unanimously on July 25, 2019.The city then held three public forums about it in October. But it never went to the full council for approval."It is an issue that's becoming a real problem. We definitely need to get some regulations going with this," says City Councilmember Jennifer Campbell, who represents Pacific Beach and Mission Beach."It's really up to the mayor's office to bring us these recommendations to City Council," says Campbell.ABC 10News reached out to Faulconer to see why there has been a delay in moving the draft ordinance forward. SAN DIEGO (KGTV) - Students struggling silently with hunger and homelessness might be surprised to find out they're not alone.A CSU-wide study found that 40 percent of its students don't know where their next meal is coming from, and 10 percent don't have a stable place to sleep.It's an issue San Diego State University is working to tackle.This week they held the campuses first Hunger and Homelessness Awareness Week on campus. On Tuesday they held a resource fair and on Wednesday a mass-enrollment for CalFresh, the federal program which provides food benefits to low-income applicants.“It’s hard enough as it is being a student and to compound that with being hungry or dealing with housing and security, it really hits me," said Sarah Feteih, an SDSU student getting her masters in social work.Feteih is also an intern with the campus Economic Crisis Response Team (ECRT), which works to tackle these issues on campus every day.“We’re encountering students that are sleeping in their cars because they can’t afford to live anywhere else, or they don’t know where their next meal is going to come from because they’re choosing between paying for their textbooks or paying for their groceries that week," said Feteih.Over a dozen county workers were on campus helping students enroll in CalFresh. The process was streamlined, getting students in-and-out within a half-hour and allowing them to bypass the required phone interview.“I think the real stress comes from the fact that I can't eat right," said SDSU senior, Calvin Yeh-Tinetti. "I'm definitely buying a lot of food that are canned foods, which are probably not the healthiest but are really cheap.”Yeh-Tinetti was one of the dozens of students who applied for CalFresh on Wednesday. 1772
SAN DIEGO (KGTV) -- The Carte Hotel in the heart of Little Italy is not nearly as full as it could be.It had been open just a few months before the pandemic hit, "We had a great start until March and the virus started showing up," said general manager Henri Birmele.Like many other hotels in California, The Carte is only allowed to book rooms for essential workers.But staff is preparing for when the Governor says they can fully reopen. "We have sanitizers on every floor, every piece of equipment that's available we have throughout the building to take care of team members and hotel guests," Birmele said Common areas will be sanitized every hour, the restaurant and rooftop bar will be spaced out to make it easier to social distance, valet service won't be available, there will be at least 12 hours and a deep clean between when one person checks out and another checks in and room service will leave orders at the door instead of bringing them in. The Carte is hoping to ease people back into hotels by encouraging "staycations" and planning to offer locals discounts and deals. "How people react, I don't know. I think time will tell. I think we have all the precautions in place to make sure that everyone is safe during their stay," said Birmele. 1270
SAN DIEGO (KGTV) — The helicopter pilot who died when his aircraft crashed in Central California while fighting a wildfire on Wednesday was a former ABC 10News pilot.Michael John Fournier, 52, of Rancho Cucamonga, died when his Bell UH-1H helicopter crashed during a water-dropping mission about 10 miles south of Coalinga, Calif. Fournier was the only person on board, according to the Fresno County Sheriff’s Office (FSO).Investigators were called out to the scene at about 11 a.m., but were not able to make it to the crash site until about 8 p.m. due to the rugged terrain and intense conditions. Once they reached the site, FSO said crews draped an American flag over Fournier's body and carried his body out of the site."One, he was on the front lines helping in an emergency. Two, we did not know if he was former military or law enforcement. We felt it was just the appropriate thing to do," FSO wrote on Facebook.Fournier leaves behind a wife and two daughters. A GoFundMe has been posted here to assist his family with expenses.Fournier was working with Fillmore-based Guardian Helicopters at the time of the crash, according to the Associated Press. Recently, he had flown as part of repair work for Southern California Edison. In the mid to late 1990s, Fournier was a contracted backup pilot for ABC 10News in San Diego for about two years, said Kyle Anastasio. He’s known Fournier for nearly 28 years. He says Fournier was trying to break into the flying industry when they met.Anastasio was the primary Sky10 pilot and taught Fournier how to fly the news chopper.“He was a good pilot,” Anastasio said. “That’s why it’s so devastating.”Anastasio says Fournier went on to have a great career in flying.“He took this whole flying helicopters thing to the moon with all the companies he went to, flew utility work and medevac. He was very well known in the industry,” Anastasio said.He said Fournier loved two things in life: his family and flying.“Mike was a rock-solid individual, a lot of people are missing him right now,” Anastasio said.Timothy Gaughen, a former ABC 10News photojournalist, said working beside Fournier was one of the high points in his career."Fast, efficient, fun, it was always great. It was always enjoyable," Gaughen said. "There's certain people you remember from your career. I still remember it as if it was yesterday ... Just a pleasant, pleasant personality."Gaughen said when it was time to get in the air, Fournier was an absolute professional."He was just a down to Earth person ... but when it was time to get the shot, boom, we were a two-man team," Gaughen said.San Diego is no stranger to wildfires and Fournier worked his share of capturing images from above while at ABC 10News, Gaughen says. He adds that Fournier was a safety-conscious man who loved what he did. "There's something in helicopter pilots, they live and breathe being in the air. He died doing what he loved.
