SAN DIEGO (KGTV) - Last month, investigators arrested a 72-year-old man suspected of being the Golden State Killer. It could be the dramatic end of a four decades old search for the suspect.Which got us thinking, whatever happened to the cold case of the “Geezer Bandit” who may not even be a senior citizen anyway? And, could advanced technology ever help find him?He was the most elusive senior citizen during a two-year crime spree. The bank robber the FBI nicknamed the “Geezer Bandit” because of his geriatric appearance.The “Geezer”, who may have been a much younger person using a professional grade prosthetic mask, robbed 16 banks from San Diego to San Luis Obispo from 2009 to 2011. 11 of those robberies happened in San Diego County. “Profiling as you understand now is a pretty big spectrum,” says Jack Hamlin.Hamlin is a Professor at National University and professional criminal profiler. We asked him how this person, seven years later, has become the modern-day D.B. Cooper and why he, or she, would simply vanish.“We have an expression in law enforcement, we only catch the dumb ones,” says Hamlin.The “Geezer” was one of the best. Performing almost mistake free and seemingly very sophisticated. The mask may not have been his only disguise, and he was said to wear gloves, there was no known getaway vehicle, the robberies were during off-peak hours and with little security. And five of his robberies were on a Friday, payday. So, we asked the question, ‘Is it possible this person had some law enforcement training?’“It’s certainly somebody that understands how things work,” added Hamlin.  “These robberies weren’t random. He’s figured out a time when security is low; he’s figured out a time when there’s going to be plenty of cash, Friday.”The “Geezer developed a cult following with thousands of followers on Facebook. T-shirts are still available celebrating ‘Geezer Bandit for President.’ But his last robbery was December of 2011. That's the only time a dye pack was used, exploding and making the money useless, and possibly his disguise too. We haven’t heard from the “Geezer” since.“I don’t see this person suddenly having an epiphany and saying, ‘It’s over with. I don’t need to do it anymore,’” says a skeptical Hamlin.Hamlin says people like this need the rush and rarely just quit. But the one mistake the “Geezer” made on that final robbery was dropping a day-planner which he carried as part of his disguise. If it holds his DNA, Hamlin says there may be an option to use a genealogy website like investigators did to catch the person they believe is the Golden State Killer.“Now you’ve got this public DNA base, and if there is some way they can tap into that, um, the skies the limit on some of these cases,” says Hamlin.UPDATE: The FBI tells 10News there has been no change in this case since the last attempted robbery in 2011. SAN DIEGO (KGTV) — Local activists are accusing the city of San Diego of slow-playing their proposal to create an independent commission on police practices - to the point that it died.The measure would have created a board with subpoena power. And the ability to launch its own investigations.The board, which would have been called the Independent Commission Police Practices, would have addressed several of the concerns raised by the County Grand Jury about the city's Community Review Board.Those concerns include a lack of subpoena power, access to only some complaints, and an appearance some find too closely linked to the San Diego Police Department. Women Occupy San Diego's proposed an independent board that would have subpoena power."We would have independent investigators who would talk to the witnesses, who would look at all the documents, who would do the same things that (Internal Affairs) does," said Kate Yavenditti, a local attorney and one of the group's members.Women Occupy San Diego filed the measure in March, but earlier this month the City Attorney's said the San Diego Police Officers Association and the Municipal Employees Association needed to be consulted before it could go to the November ballot, due to a law called the Meyers Milias Brown Act.A city attorney memo said the the organizations needed to be conferred with because the measure could impact their working conditions.Yavenditti said she learned of this at a rules committee meeting on July 11, and the City Council didn't docket the issue until Monday, just less than two weeks before the Registrar of Voters deadline for the November ballot.It was too close, so the council voted not to move it forward."At this point, there's nothing we can do about it except talk about what we believe was a deliberate delay," Yavenditti said. A city spokeswoman said this measure was treated the same as all the others that were vying for the November ballot. Jack Schaeffer, president of the San Diego Police Officers Association, said he stood by the current Community Review Board. He noted it has trained experts doing investigations, they pick apart all the evidence and come to appropriate conclusions."It's almost like a big audit of what we’ve done as investigators," he said. "If you look nationwide, a few different ways to do police oversight and not one of them is really any better the other."Yavenditti said her group is now eyeing the proposal for the 2020 ballot. 2489

SAN DIEGO (KGTV) – Investigators are still piecing together the circumstances surrounding the 2-year-old girl who died after she was found in a hot car in Tierrasanta. Police tell 10News the mother called 911 Monday afternoon, saying she had just woken up from a nap and could not find her daughter in their home on Leary Street.The woman later called back and said she found her daughter in her Nissan Altima, unresponsive and not breathing, according to police. It is still unclear how long the child was in the vehicle. The Child Abuse Unit is now investigating.“The biggest mistake anyone could ever make is to think that it couldn’t happen to them,” said Janette Fennell, founder of Kids and Cars. The organization’s statistics showed 26 kids have died after being left in a hot car so far this year. Right now, technology does exist to alert families of an unattended child in a vehicle. One device is called “Sense-A-Life,” created by two Florida dads. It involves a sensor placed under a car seat. If you put the vehicle in park and open the door, an alarm will remind the driver of a child in the back. If there’s no response, it will send an alert to our phone. A few cars, like the Kia Telluride, has a sensor system built into it. It warns the driver when you exit your vehicle that someone may still be inside. The vehicle’s horn will go off if you have not returned to open the door.Fennell said there is a push to get the Hot Cars Act passed at a federal level. It would mandate technology in all vehicles that would alert drivers to someone left in their car, but she said there has been resistance. “It probably comes down to money, but it also comes down to the auto industry that fights against all these types of things,” Fennell said. “Every single safety item in your vehicle people should understand have been very long, hard battles. SAN DIEGO (KGTV) – Many restaurants around San Diego are making preparations to reopen Thursday nearly 24 hours after a judge ruled the state of California, and San Diego County, can’t enforce a stay-at-home order regarding restaurants and strip clubs.San Diego Superior Court Judge Joel R. Wohlfeil on Wednesday ruled strip clubs and "San Diego County businesses with restaurant service” cannot get a cease-and-desist order. At a Thursday hearing, the judge reinforced that his ruling encompasses all restaurants, not just strip clubs. The ruling had local restaurant owners such as Rudford’s owner Jeff Kasha clamoring to open their doors again."As soon as we’re asked to close in five minutes, we’ll open in five minutes,” Kasha told ABC 10News.Kasha said his eatery on El Cajon Boulevard in North Park went from 45 to 17 employees due to the constantly changing rules.
