CHULA VISTA, Calif. (KGTV) - A growing number of San Diego County high school students are being recruited to act as drug mules for Mexican cartels, the U.S. Attorney for San Diego said Tuesday. The most recent charges were filed against Philip Junior Webb, a former student at Castle Park High School in Chula Vista. Federal prosecutors accuse Webb of conspiracy to distribute controlled substances and bringing in unlawful aliens, including a Mexican national and Chinese national, for financial gain.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Sherri Walker Hobson.According to court documents, Webb was a high school senior who recruited other students to smuggle methamphetamine and Fentanyl into the United States on multiple occasions. On each occasion, the juveniles had drugs strapped on their bodies as they attempted to enter the United States, investigators said.“This is a dangerous trend because this is no longer a situation where it’s the guy with the tattoos on the corner parking lot recruiting people to do drug deals. This is someone who is one of the students. He’s one of the students. He could be your lab partner. He could be the guy next door. He could be the girl next door in the school locker area,” said Walker Hobson.Webb is scheduled to appear in court Thursday. In an unrelated incident, another high school student was charged with conspiracy to distribute methamphetamine at San Ysidro High School.  Agents said they found five kilograms of methamphetamine in the student’s back seat. 1595

CHULA VISTA, Calif. (KGTV) -- When you ask Chula Vista City councilman Steve Padilla what he learned during 2020, he'll say it was to appreciate the little things in life. Things like valuing every moment and never take time for granted. ABC 10News caught up with Padilla as part of our Positively San Diego, A Season of Hope series. Padilla beat COVID-19 after spending weeks in the ICU, 11 days on a ventilator. Padilla says the love and support of the community has been overwhelming. After beating COVID-19 and weeks of recovery, Padilla got back to work as city councilman, while also campaigning for reelection. He won his reelection by a landslide. The councilman says he is incredibly thankful for the healthcare workers still battling this pandemic, especially the ones that saved his life. While he says he's looking forward to the new year and being able to hug people he hasn't hugged in months, he recognizes there is still so much work to be done before the pandemic is under control. 1008

CHULA VISTA, Calif. (KGTV) - A Chula Vista business specializing in hand-woven bags faced a logistics mess due to overtaxed delivery systems during the pandemic.Daisy Romero founded El Cholo's Bag back in 2008. It's a completely online business and in 2020 sales skyrocketed,"The e-commerce side just blew up," she said. The business is rooted in Mexican tradition, which is how she describes her bags, "very traditional Mexican bag, they’re made from recycled plastic. They’re the kind of bag our grandmothers used to use for the market."Many like the fact the bag is pandemic friendly."You can wash them, Lysol it, wipe it down with a Clorox wipe, it’s easy," she said. But, her small business hit a big shipping problem."At one point I just had dozens of lost packages, throughout the system and it didn’t matter if it was UPS or USPS, it didn’t matter. Everything was just so strained," says Romero. The shipping issue strained Romero's bottom line as well."It is a struggle, you know sometimes you’re in the negative because you had to refund three packages and you haven’t sold anything that day," she said solemnly. She learned from the challenges, insuring her business so the next time a package gets lost, she doesn't get burned. She's also working around the system, driving to San Diego customers."It’s easier to make sure your local customers get their product and it’s not going to be stuck in some distribution center even though it’s five miles away in Chula Vista," Romero said.As for her dreams, the pandemic put them on pause."My biggest goal for this year was to break into the European market and go to Paris and do all these things. 2020 was like, 'not today,'" she said. She hopes to bring her artisans' work to the world and share a bit of tradition. 1777
