WINDHOEK, Nov. 29 (Xinhua) -- An agreement on Economic and Technical Co-operation was signed here on Tuesday between the Chinese and Namibian governments.The agreement was signed after Namibian Cabinet ministers and officials from various ministries held talks with Chinese State Councilor Liu Yandong, who arrived in Namibia on Tuesday for a three-day official visit.Minister of Presidential Affairs Albert Kawana, who is the Acting Director-General (DG) of the National Planning Commission (NPC), and Ambassador of China to Namibia Wei Ruixing signed the agreement.The two also exchanged letters on the provision of office supplies and solar energy equipment to the Namibian government by the Chinese government.During their talks, Liu highly spoke of the steady, healthy development of the relations between the two countries.She said the substantial cooperation have been obtained on agriculture, mining and human resources. Great achievements have been made in exchanges of culture and education.The state councilor also said China would like to work together with all African countries including Namibia to promote the development of people-to-people exchanges.Namibia's Deputy Prime Minister Marco Hausiku proposed future cooperation with China in visual and performing arts.He said the Directorate of Arts in the Ministry of Youth, National Service, Sports and Culture is keen to develop future relationships that will lead to bilateral exchanges in arts education, assistance in the development of small arts businesses, the promotion of arts through the exchange of information on arts and participation in events in the respective countries."This can be achieved through the development of ties between the relevant institutions responsible for these areas, such as the line ministries responsible for arts, arts education colleges, performance theaters, art galleries and organizers of events such as festivals and expos," he noted.He also encouraged exchanges between musicians in the sphere of composition, conducting, and instrumental playing in both folklore and symphonic genres, and therefore invited China in the development of Namibia's National Symphony Orchestra.Hausiku also proposed for scholarships in information and communication technology (ICT), particularly policy development and regulatory framework, and linkages with Chinese ICT institutions for exchange purposes.

SAN FRANCISCO, Jan. 12 (Xinhua) -- Microsoft on Thursday announced a patent licensing agreement with LG Electronics covering the South Korean manufacturer's tablets, smartphones and other consumer devices running Google's Android or Chrome operating system.In a press release, Microsoft said it marks the 11th deal with a device manufacturer leveraging Google's operating system platform, noting that "more than 70 percent of all Android smartphones in the U.S. are now receiving coverage under Microsoft 's patent portfolio."Terms of the deal were not disclosed. So far, Microsoft has struck major cross-licensing patent agreements with HTC, Samsung and Acer, among others.Last September, Microsoft announced a broad patent deal with Samsung. U.S. media reports cited South Korean media as saying that Microsoft had wanted Samsung to pay 10 to 15 U.S. dollars for each Android device.The booming mobile market has been harassed by acrimonious legal battles over patent infringement. Being an open source operating system, Google's Android has become a major target of patent suits.Microsoft has been going after companies that make phones and tablets running Android, rather than directly against Google. ULAN BATOR, Dec. 1 (Xinhua) -- Mongolia will continue to curb the spread of HIV and strive to maintain a low prevalence of the AIDS epidemic, a government official said Thursday.Gansukh Battulga, an official with the National Committee on AIDS, told Xinhua that Mongolia is currently an HIV low-prevalence country with a total of 99 people, 15 of whom have died, infected with the virus that causes AIDS."Among the 99 HIV infected cases, 81 percent are men, and the remaining 19 percent are women," Battulga said. "Among the male infected cases, 83 percent belong to MSM (men who have sex with men) group while sex workers account for 54 percent of the female infected cases."The official said the government has launched a variety of programs and tasked the National Committee on AIDS to coordinate all organizations in fighting the epidemic.According to a National Strategy Plan for 2010-2015, Mongolia will strive to maintain its current low HIV-prevalence rate of below 5 percent in the most-at-risk population.

WASHINGTON, Nov. 14 (Xinhua) -- Nearly a fifth of all Americans 12 years or older have hearing loss so severe that it may make communication difficult, according to a new study led by Johns Hopkins University researchers and published Monday in the Archives of Internal Medicine.The findings, thought to be the first nationally representative estimate of hearing loss, suggest that many more people than previously thought are affected by this condition.Study leader Frank Lin, an assistant professor, and his colleagues used data from the National Health and Nutritional Examination Surveys (NHANES), a research program that has periodically gathered health data from thousands of Americans since 1971. The researchers analyzed data from all participants age 12 and over whose hearing was tested during NHANES examinations from 2001 to 2008. Unlike previous estimates, NHANES includes men and women of all races and ages, from cities scattered across the country, so it's thought to statistically mimic the population of the Untied States.Using the World Health Organization's definition for hearing loss (not being able to hear sounds of 25 decibels or less in the speech frequencies), the researchers found that overall, about 30 million Americans, or 12.7 percent of the population, had hearing loss in both ears. That number jumps to about 48 million, or 20.3 percent, for people who have hearing loss in at least one ear. These numbers far surpass previous estimates of 21 to 29 million.Hearing loss prevalence nearly doubled with every age decade, with women and blacks being significantly less likely to have hearing loss at any age. Lin and his colleagues aren't sure why these groups appear to be protected. However, he notes that the female hormone estrogen, as well as the melanin pigment in darker skin, could have a protective effect on the inner ear.

WASHINGTON, Nov. 16 (Xinhua) -- Supervised exercise was shown to be more effective than stenting or medication for improved walking ability in patients with peripheral artery disease (PAD), according to a U.S. study reported Wednesday at the 2011 American Heart Association Scientific Sessions meeting.The research group reported that of 111 patients studied in the randomized trial, the most effective treatment proved to be supervised exercise based on the results of a treadmill test taken at baseline and again at six months. Patients who were in the supervised exercise group improved by a mean of 4.6 minutes in the treadmill test, while the group who received stents improved by a mean of 2.5 minutes. However, researchers found that self-reported quality of life measurements proved to be higher in the group that received stents, even though their ability to walk did not improve as greatly as the group that received supervised exercise rehabilitation.The findings were published in the November issue of the journal Circulation. The researchers believe that more studies are necessary, although supervised exercise may be an effective treatment recommended for PAD patients with claudication.PAD is a condition in which plaque builds up in the arteries and affects blood flow, especially to the legs. It is estimated that between 10 and 12 million people suffer from PAD in the United States. One symptom of PAD is known as claudication, a painful cramping of the leg muscles that limits the patient's ability to walk. It affects nearly 2 million people who suffer from PAD, and results in a sedentary lifestyle and poor quality of life.Current U.S. guidelines for the treatment of claudication include pharmacotherapy, supervised exercise rehabilitation and lower extremity revascularization using stents.
