SAN DIEGO (KGTV) -- The mother of a Cathedral Catholic High School student who sold prescription drugs to minors and marijuana to teenagers pleaded guilty Wednesday.Kimberly Dawn Quach, 49, pleaded guilty to the felony charges, including furnishing Xanax to a minor. Quach now faces between eight and 11 years, eight months in prison.Quach’s live-in companion, William Sipperley III, 50, also pleaded guilty to using a minor to transport marijuana and furnishing to a minor over 14-years-old.RELATED: Mom accused of providing drugs to Cathedral Catholic students  Quach was arrested in 2017 after police said she sold or offered suboxone, an opiate, and Xanax to minors starting in January of 2017.Police also say that Quach gave at least 10 teenagers marijuana to sell, package or transport. Cathedral Catholic students regularly smoked marijuana Sipperley grew at the couples Carmel Valley home.One detective said Quach had as many as 70 teenage clients at the Catholic school and at other schools.During a search of her home, police found large containers of marijuana, plant food, grow lights and drug paraphernalia. SAN DIEGO (KGTV) — The county Medical Examiner has identified the second teenager killed after a car lost control on a Mission Valley freeway and crashed before bursting into flames last weekend.David Chavez, 15, was killed by blunt force trauma, thermal cause, and smoke inhalation according to the ME in the tragic crash on Jan. 18.Police say a car was speeding at about 3 a.m. on the westbound Interstate 8 ramp to southbound State Route 163 when the driver lost control and hit a guardrail, sending the car down an embankment where it a tree and caught fire.RELATED:Community helping family of teen killed in Mission Valley crashAt least 2 dead in fiery freeway crash in Mission ValleyAnother 15-year-old, identified as Gustavo Beltran, was also killed in the crash.The driver, a 17-year-old, was arrested by CHP on suspicion of DUI. SAN DIEGO (KGTV) - Students struggling silently with hunger and homelessness might be surprised to find out they're not alone.A CSU-wide study found that 40 percent of its students don't know where their next meal is coming from, and 10 percent don't have a stable place to sleep.It's an issue San Diego State University is working to tackle.This week they held the campuses first Hunger and Homelessness Awareness Week on campus. On Tuesday they held a resource fair and on Wednesday a mass-enrollment for CalFresh, the federal program which provides food benefits to low-income applicants.“It’s hard enough as it is being a student and to compound that with being hungry or dealing with housing and security, it really hits me," said Sarah Feteih, an SDSU student getting her masters in social work.Feteih is also an intern with the campus Economic Crisis Response Team (ECRT), which works to tackle these issues on campus every day.“We’re encountering students that are sleeping in their cars because they can’t afford to live anywhere else, or they don’t know where their next meal is going to come from because they’re choosing between paying for their textbooks or paying for their groceries that week," said Feteih.Over a dozen county workers were on campus helping students enroll in CalFresh. The process was streamlined, getting students in-and-out within a half-hour and allowing them to bypass the required phone interview.“I think the real stress comes from the fact that I can't eat right," said SDSU senior, Calvin Yeh-Tinetti. "I'm definitely buying a lot of food that are canned foods, which are probably not the healthiest but are really cheap.”Yeh-Tinetti was one of the dozens of students who applied for CalFresh on Wednesday.   1772

SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson.
