BEIJING, April 27 (Xinhua) -- Chinese Vice Premier Li Keqiang on Sunday urged Hainan Province, China's largest special economic zone (SEZ), to further carry out reform and opening up as it embraces its 20th anniversary. The province should "beef up reforms and make efforts to achieve breakthroughs in key fields", said Li during his inspection tour to the island province from Thursday to Sunday. He suggested that the province should build itself into a shipping hub and center of logistics and export-oriented processing facing southeast Asia. Local authorities were also told to "adjust and optimize the industrial structure from a high starting point" and place priority on protecting the environment and ecology. Meanwhile, the results of reforms and opening up should be enjoyed by the masses, said Li, who called for more attention to solving problems concerning ordinary people's livelihood such as medical care and housing. Li visited factories, ports, hospitals, schools and rural families in Hainan, which celebrated its 20th anniversary on Saturday. BEIJING, July 9 (Xinhua) -- The parties involved in the Korean Peninsula nuclear talks held intense bilateral meetings here to pave the way for the discussions between chief negotiators, which are scheduled for Thursday afternoon. Kim Sook, chief negotiator of the Republic of Korea (ROK) delegation, met with his U.S. counterpart Christopher Hill and Chinese chief delegate Wu Dawei on Wednesday. After the bilateral meetings, Kim told reporters that he felt neither "optimistic" nor "pessimistic" about the six-party talks, and each party needed to cool down and detail the relevant issues. Wu Dawei (R), China's top negotiator on Korean Peninsular nuclear issue, meets with his South Korean counterpart Kim Sook in Beijing, capital of China, July 9, 2008. The heads meeting of a new round of six-party talks on Korean Peninsular nuclear issue will be held here on July 10. Hill, after meeting with the ROK side, said they touched upon issues including the verification process for the Democratic People's Republic of Korea (DPRK) denuclearization, fuel aid to the country, food shipments and other issues. Hill said he is scheduled to have a breakfast meeting on Thursday with Russian chief delegate Alexei Borodavkin, after which there will be a trilateral meeting of China, the United States and Russia, with the aim of fully preparing for the six-party talks in the afternoon. Hill met with the DPRK delegation soon after he arrived in Beijing on Tuesday afternoon, saying that denuclearization verification, including documents, site visits and interviews, would be a focal point in the upcoming meeting. Under an agreement reached in October, the DPRK agreed to abandon all nuclear weapons and programs and declare all its nuclear programs and facilities by the end of 2007, in exchange for diplomatic and economic incentives. The DPRK submitted its nuclear declaration to China on June 26 and demolished the cooling tower at the Yongbyon nuclear reactor on June 27, though it missed the deadline.
FUZHOU, July 27 (Xinhua) -- A total of 274,300 people had been evacuated by Sunday afternoon in southeast China's Fujian Province as a strong typhoon was approaching, said the provincial flood control headquarters. About 52,301 fishing boats had also returned to harbor as of 6:00 p.m. on Sunday. Disaster relief personnel had been helping people on fishing vessels get on shore, said Yang Zhiying, head of the flood control headquarters in Fujian. Typhoon Fung Wong, the eighth tropical storm of this year, turned into a strong typhoon at 8:00 p.m. Its eye was monitored at the sea about 210 kilometers to the east of Taitung County in Taiwan, according to the provincial observatory. BEIJING, April 2 -- China Everbright Bank, Everbright Group's banking unit, will go public in Shanghai in July or August, Everbright Group said Tuesday. The bank will issue more than 820 million A shares, accounting for 10 percent of its enlarged share capital, said Everbright Group, a State-owned financial conglomerate. The bank may float shares on the Hong Kong stock exchange if its Shanghai IPO is successfully completed before the 2008 Olympic Games. "But the bank has no timetable for a Hong Kong listing yet," said its vice-president Xie Zhichun. "And the Shanghai listing plan will be further discussed by and is subject to approval from the board and shareholders." Xie added: "The board may enlarge the A-share issue further to more than 10 percent of the enlarged share capital as we don't know whether we can realize a Hong Kong listing or not, but we expect to finish the Shanghai listing before the Olympic Games." The bank has postponed inviting strategic investors as concerns are rising that the subprime crisis will worsen the finances of financial institutions, the bank said. "We will restart the work after the strategic investors release their third-quarter report," said Li Jie, another vice-president of the bank. The bank is a target for foreign investors given its low share price and large scale. It said earlier it will reserve a 20 percent stake for foreign strategic investors and would like to pick investors that can hold the bank's stakes for a long time. The bank disclosed that Industrial Bank from France showed interest to invest in it, but the French banking scandal hindered talks. It will restart inviting strategic investors after its Shanghai listing, the bank said. The bank is 24.16-percent-owned by China Everbright Group and 21.4-percent-owned by Hong Kong-listed China Everbright Ltd.
