SHANGHAI, Nov.16 (Xinhua) -- U.S. President Barack Obama said here Monday the United States has a positive, constructive and comprehensive relationship with China.     Obama made the remarks during a dialogue with Chinese youth in China's economic hub Shanghai. U.S. President Barack Obama gestures as he delivers a speech at a dialogue with Chinese youth at the Shanghai Science and Technology Museum during his four-day state visit to China, Nov. 16, 2009."Today we have a positive, constructive and comprehensive relationship that opens the door to partnership on the key global issues of our time: economic revocery, development of clean energy, stopping the spread of nuclear weapons and the surge of climate change, the promotion of peace and security in Asia and around theglobe," he said.     Obama arrived in Shanghai late on Sunday and met city officials Monday morning before his meeting with young Chinese.     He will head to Beijing Monday afternoon.

BEIJING, Dec. 3 (Xinhua) -- Chinese Vice Premier Li Keqiang met here Thursday with Sadako Ogata, president of the Japan International Cooperation Agency (JICA).     Li said China-Japan strategic and mutually-beneficial relationship has entered into a new stage and it is in the fundamental interests of the people to stick to China-Japan friendship and mutually-beneficial cooperation.     Li said that the two countries should respect and take care of each other's major concerns, enhance pragmatic cooperation and increase mutual understanding between the two peoples in a bid to push forward bilateral ties in a long-term, healthy and stable manner.     The two governments, via the JICA, Japanese government's overseas aid agency, have conducted effective cooperation since the normalization of bilateral ties, said Li, calling for more exchanges of youth and scientists between the two countries.     Ogata visits China as guest of China's Ministry of Science and Technology

SHANGHAI, Nov. 16 (Xinhua) -- Shanghai Party chief Yu Zhengsheng met visiting U.S. President Barack Obama Monday, the second day of his China trip.     Shanghai played an important role in the history of Sino-U.S. relations. The signing of the Shanghai Communiqué in 1972 marked the normalization of the bilateral ties, said Yu, member of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the CPC Shanghai Municipal Committee.     Yu said Obama's visit would be conducive to the dialogue, communication and cooperation between the two countries.     Yu expressed the hope to strengthen cooperation with the U.S. on advanced manufacturing industry, modern service industry and green economy. DATONG, Shanxi, Dec. 28 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for renovating the hovels in urban areas and at state-owned factories and mines across the country to better the livelihood of needy people.     Renovation of all squatter homes in cities and at state-owned factories and mines should be completed in the next fives years. Those hovels at state-owned forest zones, reclamation areas and coal mines will be renovated within three years, Li told a national meeting.     Different kinds of government funds will be used in the renovation work, and private investment will be encouraged, Li said, adding that favorable tax and land policies will be implemented.     He said the renovation efforts should be open and transparent and respect the wishes of the broad masses. Efforts should be made to avoid corruption.     Li said China will promote the building of low-rent houses to meet people's basic needs for housing.     By the end of 2008, China has 11.48 million families living in hovels, 7.44 million of which live in cities, 2.38 million nearby state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

  

WASHINGTON, Nov. 4 (Xinhua) -- The United States requested the World Trade Organization (WTO) on Wednesday to establish a dispute settlement panel to rule on China's export restraints on raw materials. But Chinese officials insist that they are consistent with WTO rules.     The materials at issue are: bauxite, coke, fluorspar, magnesium, manganese, silicon metal, silicon carbide, yellow phosphorus, and zinc, key inputs for numerous downstream products in the steel, aluminum, and chemical sectors across the globe.     The Office of the United States Trade Representative (USTR) said in a statement that the raw materials are "critical to U.S. manufacturers and workers."     The USTR also said that the European Union and Mexico are joining the United States in requesting the establishment of a WTO dispute settlement panel regarding this matter.     The U.S. and the European Union requested formal consultations with China at the WTO on June 23, 2009, and Mexico filed its consultations request on August 21, 2009.     "We believe the restraints at issue in this dispute significantly distort the international market and provide preferential conditions for Chinese industries that use these raw materials," said Debbie Mesloh, a USTR spokeswoman.     "Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed. At this point, therefore, we need to move forward with the next step in the WTO dispute settlement process," Mesloh stated. "We remain open to working with China to find a mutually agreeable solution to our concerns."     But the Chinese Ministry of Commerce defended China's export policies, saying they are consistent with WTO rules.     The chief aim of China's export policies is to protect the environment and conserve natural resources, said an official with the Ministry of Commerce in June.     China has been keeping communication and contact with the U.S. and the EU over China's policy on raw material exports, the official said, adding that China will properly deal with the consultation request in accordance with WTO dispute settlement procedures.     According to the procedures, China, the U.S., the EU and Mexico have 60 days to try to resolve their dispute through consultations. If consultations fail, the U.S., the EU and Mexico could ask for a WTO panel to investigate and rule on this dispute.
