SAN DIEGO (KGTV)-- On a clear, sunny day in February, the sound of a bell announces the arrival of Naval Commander John C. Witte as he boards the USS Annapolis. He's in charge of the roughly 160 sailors who serve aboard the submarine, one of several boats stationed at Naval Base Point Loma."Submarining takes a lot of mental toughness and these guys will work long hours but they'll do what it takes to get the mission done," Witte told 10News. As you can imagine space is limited on board, nearly every inch is utilized, especially in the command area. But that's not to say the crew doesn't ever use their eyes. The periscope is still something the submarine crew utilizes regularly. "We may want to look at what other ships are doing we may want to try to observe other navy's activity stuff like that," Witte said. Everyone on board has a specialized skill, but because of the isolation that comes with being underwater for long periods of time, everyone has to take on multiple roles. When it's time to eat, the culinary specialists use the limited supply of ingredients to make every meal and also bake things like fresh bread and cookies pretty often. "We don't carry a lot of pre-made bread because it takes up too much room so a lot of our bread is made fresh a lot of our cookies are made fresh so its a pretty good," Witte explained. SAN DIEGO (KGTV)- Santa Ana winds are once again sweeping through the county. Fire crews and the city are on high alert after recent brush fires around San Diego. They are urging the community to take action. This comes after flames sparked in a canyon in the Talmadge area last Tuesday. Neighbors had to evacuate as the fire came within 200 feet of homes. “We do know that where that fire started, there was a homeless encampment,” says Fire Chief Colin Stowell. “It’s important for those who see an active encampment to report it.” Check 10News Pinpoint Weather ConditionsThe next day crews responded to another brush fire in City Heights. The blaze scorched an acre of land. It’s not uncommon for homes to sit within feet of canyon-like areas. The city says they work to clear the brush in these spaces, but they also face some challenges. “Unfortunately, because of the number of open spaces and what we call the wildland-urban interface properties that but up against open space or canyons, they can only really get out there every three years,” says Stowell. The city says it's continually investing in new fire equipment. In June, the city added eight new fire engines and two brush engines. 10News learned a new helicopter will be deployed soon. 1262

SAN DIEGO (KGTV)- Hundreds of volunteers, from all over the state, are in San Diego for Governor Gavin Newsom’s emergency preparedness campaign. It’s called “California For All.” The campaign is designed to help emergency responders during wildfires and other disasters. California For All campaign is bringing together 600 volunteers. The Community Emergency Response Teams, also known as CERT, is on a mission to help prepare people in the community in case of a natural disaster.CERT members are also trained to assist first responders. “It’s an opportunity for community members to learn basic skills to prepare their community to respond, in case of a major disaster or any event, where the actual true responders can’t get there on time” Dore Bietz. Governor Gavin Newsom and legislators came together to make a million commitment to the campaign. A video message from the governor was played during today’s session. CERT members also help engage diverse and socially vulnerable communities during times of need. “It is very difficult for first responders to come in when there is a language barrier,” says Bietz. CERT is a FEMA- recognized program. Members suggest every household should have a plan in case there is an evacuation in their area. 1265

SAN DIEGO, Calif. (KGTV) - From updates on coronavirus restrictions to protests to city curfews, there are important topics to stay up-to-date on that are constantly evolving. In a time like this, there are important tricks to remember to help sort fact from fiction. Lynn Walsh is the Ethics Chair for the Society of Professional Journalists and said social media can be a good place to get information, as long as you know how it works and some red flags to keep an eye on. “Remember that the content that you’re seeing is all based on an algorithm and that algorithm is based on content that you are normally engaging with and the people that you are connected with and engaging with,” she said. She said social media will tailor what you see to who and what you interact with, so a good tool can be getting off apps and going straight to the source. She said to try googling stories to see diverse coverage of the subject and other related stories. She said a tool to tell if an informational post is true is to see if there is a link to more information. If someone just posts a picture or screenshot with facts or information, ask for more. “Hey do you have a link that adds or provides more information? Because the county is not going to post this jpeg image online. There’s going to be a link on a website, it’s going to link back where there’s more information,” she said. She also reminds that social media companies can filter content. She said they each have different policies on how and what they filter. “People say ‘oh it’s my First Amendment right to publish anything I want on these platforms.’ Remember the First Amendment applies to the government censorship of your opinion. It does not apply to businesses, if a business wants to decide to take something down, they can, that is their private platform,” she said. While news outlets and social media platforms are responsible for being accurate, she also pointed out that in an era of sharing posts, people also need to hold themselves accountable.“The third group that has responsibility in misinformation and things spreading, it’s the public. We have a responsibility to let people know if they’re sharing something that’s incorrect,” she said. 2229

SAN DIEGO, Calif. (KGTV) Firefighters continue to mop up after the Valley Fire tore through Lawson Valley, burning 17,665 acres.Messages of gratitude for the crews on the frontlines can be seen throughout the area.At least 30 homes and 31 minor structures were destroyed, but all evacuation orders and road closures were lifted on Friday. In much of the burn area, firetrucks have been replaced with utility vehicles.“I watched the flames start coming over the mountain, like fingers, like some creature,” said Seth Matteson who lives in Lawson Valley. He left his home as the fire started to spread Sept. 5, fearing the worst, but was thankful to come home and find his house on Prairie Drive still standing.“In the back it came right up to the house, and in the front it came right up to the house,” he explained.Just down the road, several homes and vehicles burned in the fire.“I’ve been through 8 hurricanes, and this is way scarier to me than that. When I see flames coming at me at 20 to 30 miles an hour or however fast they were,” he said. The County of San Diego has set up an assistance center at Rancho San Diego Library to help residents affected by the Valley Fire.People in need of assistance can also click here or call 858-715-2200. 1254
