SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. This was the 12th year since San Diego Association of Governments began convening this collaborative event. 2055

SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution. SAN DIEGO (KGTV) -- One country that was hit especially hard early on during this coronavirus pandemic was Italy.A former San Diego resident living in Milan said things have finally started returning to normal after a strict lockdown that lasted longer than two months.“There’s a feeling of hope,” said Bea Pesenti. “Obviously now it’s in a rebuilding phase.”Pesenti and her fiancé, Wilson, moved from San Diego to Milan in August of 2019. 10News first interviewed Pesenti in March when Italy was struggling with the spread of COVID-19.“We have been in the heart of it,” she said. “When I spoke to you last, the situation felt really dramatic because we really were in ground zero.”The couple was holed up in their Milan apartment for more than two months.“We were in a very, very severe lockdown,” she explained. “You heard the sirens, and you really just felt this heavy energy.”Fast forward today, Pesenti said she finally sees a return to a sense of normalcy.“The lockdown has ended, the businesses have reopened,” she said. “We immediately saw family because that was the priority for us. Kind of enjoyed being able to take bike rides and going to the park but still limiting our contact.”She said businesses have new safety guidelines in place, and face masks are required in public.There were 70 deaths reported in the country on Thursday, a drastic drop from the 919 reported on March 27.“I think people really needed to have this easement and get back to life,” she said. “Not only from an economic standpoint but being locked in your house for 80 days is just unnatural.”Pesenti hopes things will go smoothly as more of the country begins reopening.“We haven’t had this second wave, so to speak, so hopefully it continues this way,” she said.And she has a piece of advice for San Diegans as our restrictions start to loosen, “I hope people really, really think hard and make the right decisions even as things ease up, still be mindful and considerate of other people’s comfort level.”A restriction on travel between Italian regions is expected to be lifted in early June, however, officials warn that could change if there is a spike in the number of positive COVID-19 cases. 2195

SAN DIEGO (KGTV) -- Police agencies throughout San Diego County are investigating multiple brewery break-ins, all within the last week. Employees at Serpentine Cider say they were hit last Friday morning. Their surveillance cameras captured a man walking up to their business, moving a planter and then smashing a window to get inside. The person got away with an undisclosed amount of cash. Just two miles away, Longship Brewery says they were hit that very same morning. The suspect, also broke a window and crawled inside, getting away with an empty cash drawer. In Vista, Barrel Harbor Brewing confirms with 10News someone also broke into their place the same exact way. They reported the crime to the San Diego County Sheriff's Department. On social media, a fourth brewery, Black Plague, posted pictures of a break-in at their business on Instagram. Oceanside Police is investigating that incident. So far, police haven't confirmed if the incidents are related or released a description of who they're looking for. 1029

SAN DIEGO (KGTV) -- Police have arrested the man they say tried to sexually assault a woman at gunpoint inside a restroom at the Hilton in Old Town Tuesday.According to police, Jason Lee Jones, 31, was arrested and booked into jail for one count of assault with intent to commit a sexual offense.Jones was also arrested for an active parole warrant. According to police, the attempted sexual assault happened around 12:26 p.m. Monday at the Hilton on the 4200 block of Taylor Street.RELATED: Gun wielding man threatens woman in Hilton bathroomPolice say Jones went into the women’s restroom and attempted to sexually assault the victim with the use of a weapon.The woman was able to run out of the restroom and call police.
