SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. Federal holidays tend to cost the federal government 450 million dollars just in personnel costs just for the one day in overtime,” said Matthew Weil at the Bipartisan Policy Center.Rather than a federal holiday, Weil said state holidays on Election Day can be helpful and several states have them. SAN DIEGO (KGTV) -- Iconic TV host Regis Philbin, who has roots in San Diego television history, has died at the age of 88, multiple news outlets report.According to a family statement obtained by PEOPLE, Philbin passed away from natural causes Friday night.Philbin returned to his roots in 2018 with a visit to 10News.After a stint in the United States Navy, he moved to San Diego where he launched a career in broadcast. SAN DIEGO (KGTV) — It's a new season with new threads for the San Diego Padres.The Padres unveiled new home and away sets of uniforms sporting the team's classic brown colors during a fashion show-style event at Petco Park Saturday.Third baseman Manny Machado, first baseman Eric Hosmer, and shortstop Fernando Tatis Jr. were on hand to model the new look the Friars take into 2020. Two styles of the new uniforms featured a return to pinstripes, one on a white base reading "Padres" and the other on dark gray reading "San Diego." SAN DIEGO (KGTV) - In preparation for one of the most advanced fighter jets in the world, Marine Corps Air Station Miramar is planning security upgrades to its airfield perimeter fence.10News discovered it’s one of nine large-scale construction projects that Miramar will be doing over the next decade."These construction projects here are what enables, that is what brings our national defense policy and strategy to reality," said Public Works Officer Lt. Commander Travis Brinkman.Currently being built in the heart of MCAS Miramar is a 160,000 square foot hangar is designed to hold up to 12 F-35s.It's the first of three hangars planned for the location."The need to provide modern facilities as well as the F-35 has specific requirements, specific systems that need different maintenance, different capabilities within the facility itself to provide that maintenance,” said Brinkman. SAN DIEGO (KGTV) - Jessica Reilly, a Navy Air Traffic Controller currently based out of San Diego, has a high-stress job, but turns to her artistic side as an outlet. She combines her passion for the Navy with creating comics, adding a little bit of Dungeons and Dragons (which she learned from her husband) to create Gobbo the Goblin, a Navy sailor.“I have managed to breed a comic series for the Navy that is also targeted toward Dungeons and Dragons players,” she said, laughing.She said she’s loved art since she was a child, and started drawing her first comics on whiteboards while aboard Navy ships. It’s grown from there. She has a cartoon version of herself that goes on adventures with Gobbo. She said her real-life experiences combined with stories from other sailors motivate the storylines, frequently making fun of the daily woes of Navy life.“There is an outlet and a want for people to see comics kind of tongue and cheek of their own culture,” she said.She said this comedic relief is a good mental break from a tense job.“My job, even though it’s stressful, especially as an Air Traffic Controller, I can take a break, and I can remind everybody else that it’s not so stressful,” she said.Her art has turned into a family business. Her husband, who is a Navy veteran and currently in the Army reserves, writes comic books and she illustrates them. She said the first time they teamed up, they brought the comic books to a show and they sold out on the spot. Their company, Five Realms, was supposed to have a table at Comic-Con, which was canceled this year. To win a spot at the show, they had to submit their comic book, which was reviewed by judges. “It’s a huge accomplishment for me and my husband and unfortunately it didn’t happen,” she said, adding that they hope to be there next year.Jessica’s work has been noticed by the Navy. She’s been selected to do an Instagram takeover of the Navy’s “At the Helm” page during the week of October 25.
