SAN DIEGO (KGTV) -- A driver lost control of their vehicle Tuesday night, crashing into a power pole while trying to avoid other cars Tuesday night.The crash, which happened around 8 p.m., caused an explosion and sent power lines arching. Several nearby bushes caught fire because of the explosion but firefighters were able to put them out quickly.The incident happened near South 43rd and Division Streets. 428
SAN DIEGO (KGTV) — A class-action lawsuit against the University of San Diego wants the school to refund students some tuition fees following the move to virtual learning.The lawsuit, filed by two students, claims the college owes students some of their tuition and fees back due to the switch to virtual learning.The suit says that when the school switched to virtual learning in Spring 2020, students were still charged full tuition even though "USD could no longer provide the promised hours of instruction." The lawsuit claimed that USD also increased its tuition on top of that."Similarly, students paid fees for services and access to facilities and equipment over the full semester. Though USD provided these services and facility/equipment access for only part of the semester, and could not provide them for the full semester, USD demanded that students pay fees for the entire semester," lawsuit documents state.A spokesperson for USD told ABC 10News they have not been notified of or served with the lawsuit.The lawsuit is seeking a "prorated portion of the tuition, fees and other related costs, proportionate to the diminished value of online classes and the amount of time in the Spring 2020 and following semesters when USD ceased in-person classes, campus services and access to campus facilities, continuing through to such time as USD reinstates in-person classes" for the two students who filed the lawsuit and "all others similarly situated." 1470
SAN DIEGO (CNS) - Weather forecasters are warning of "near-critical fire weather conditions" Sunday evening through Tuesday morning in San Diego County because of developing Santa Ana winds."Areas west of the mountains will see a sharp rise in temperatures early this week," the National Weather Service said, "with coastal locations potentially experiencing their hottest conditions so far this year."Inland areas and especially deserts will remain very warm through Thursday, the NWS said, before widespread cooling takes hold late in the week.Early morning satellite images showed widespread clouds extending to the coastal slopes, but much thinner than Saturday and with less uniform coverage, forecasters said. With clouds breaking up, clearer skies Sunday afternoon will allow temperatures to rise several degrees higher than on Saturday.Santa Ana winds will strengthen on Monday, with maximum gusts of 40 to 45 mph as humidity plummets, resulting in elevated fire weather conditions, the NWS said. Highs near 80 and 90 for coastal and inland valleys are expected."Model guidance suggests coastal highs on Tuesday could be the hottest so far this year, climbing well into the 80s." forecasters said. "Depending on the timing of the return to onshore flow, it's conceivable for some coastal cities to reach the low 90s.""All in all, temperatures will be around 20 degrees above normal at the coast, and 10-15 degrees above normal for inland valleys, where temperatures may near 100 degrees in spots," they said.Off the coast of San Diego County, gusty winds and large combined seas will create hazardous boating conditions through Monday morning. SAN DIEGO (KGTV) - A Clairemont woman says she came home to a break-in and heartbreak.On Friday afternoon at the Balboa Arms condos, Terri Harrison's adult daughter discovered a ransacked home.The intruder likely ripped a window screen before reaching in and unlocking the window.Missing from a bedroom was her daughter's laptop. In the master bedroom, a lock box was emptied of personal documents and some six pieces of jewelry, including a set of pearls belonging to her mom.Both her mother and father passed away two year ago."You wear something that's hers, you feel like she's close to you again ... So that's really hard. SAN DIEGO (KGTV) -- A developer is proposing to build 1,200 housing units over the now-shuttered Carmel Mountain Ranch Country Club golf course.New Urban West is planning what's called "The Trails at Carmel Mountain Ranch." The plans, submitted to the city, call for 1,200 multifamily homes - a mix of for sale, and for rent - plus 111-acres of open space, including six miles of trails. The 164-acre project would make 10 percent of its rental units available for low-income households at 65 percent of the median income. "The plan features affordable and market rate housing for young families, working professionals, and seniors in very close proximity to thousands of jobs and a major transit center," said a statement from Jonathan Frankel, a vice president at New Urban West.Carmel Mountain Ranch golf course closed in 2018, amid a series of golf courses shutting down due to skyrocketing water rates. The course has since been fenced off, and is dominated by weeds and overgrowth. Now, a group of residents called Carmel Mountain United is raising concerns over the development in the golf-centric neighborhood. The neighborhood has several golf-cart crossing warning signs and its streets are named after famous courses.Troy Daum, who heads the group, says many people bought in the neighborhood because of the golf course. Now, his group is raising concerns that the development could increase traffic and make it more difficult to evacuate quickly in the event of a wildfire. Daum said New Urban West has ignored those calls and should instead focus on redeveloping area retail centers into mixed-use housing. "I don't think there's compromise with 1,200 homes," Daum said. "There's just not room in the community to handle that."Frankel says the project comes after neighborhood workshops and online surveys. A release from New Urban West notes upwards of 1,600 units could have been built on the property.
