SAN DIEGO (CNS) - One of nine servicemembers killed last month when an amphibious assault vehicle sank in the ocean near San Clemente Island was laid to rest Friday at Miramar National Cemetery.Lance Cpl. Chase D. Sweetwood, 18, was among those killed in the July 30 maritime training mission when the vehicle they were in took on water and sank.Family members say the Portland resident was born in San Diego and grew up in Chula Vista, and died one day before his 19th birthday.Sweetwood was honored during a Friday morning funeral that included military honors and a procession from the Patriot Guard Riders.Eight Camp Pendleton-based Marines, including Sweetwood, and a Navy sailor died in the mishap. SAN DIEGO (CNS) - Reversing a vote from last week, the San Diego County Board of Supervisors Monday approved four satellite voting offices ahead of the March primary election, over the fierce objections of one member. The vote was 3-1. Supervisors Greg Cox, Nathan Fletcher and Dianne Jacob were in favor, while Supervisor Jim Desmond was opposed. Supervisor Kristin Gaspar left the chamber before the board voted, after saying she was ``being asked to revisit a vote that we have already made, to overturn the will of this board.'' She also said that this morning's special meeting was planned by three members of the board, and that neither she nor Desmond were asked to attend. Jacob, who chairs the board and requested the special meeting, did not offer a formal response to Gaspar's allegation. The satellite voting office proposal stemmed in part from state legislation, recently signed by Gov. Gavin Newsom, that allows Californians to register to vote on election day at local polling places and voting centers. The cost of the four satellite offices was estimated at nearly million: 0,000 for salaries and benefits, and 0,000 for services and supplies. According to county documents, federal and state monies will provide a partial reimbursement. Before today's vote, Jacob said the county will pursue reimbursement from state for 5,000 costs. SAN DIEGO (CNS) - The San Diego chapter of the Surfrider Foundation announced Tuesday that it sent more than 2,200 letters from county residents to federal, state and local leaders calling for the prioritization of addressing toxic waste and pollution in the Tijuana River and coastal waters in south county.The organization said it sent letters to, among other people, President Donald Trump, Gov. Gavin Newsom, senators Kamala Harris and Dianne Feinstein, U.S. Environmental Protection Agency Office of International and Tribal Affairs Assistant Administrator William Charles "Chad" McIntosh, the county Board of Supervisors and the entirety of San Diego County's congressional delegation.The letters include a call to clean up contaminated water in the Tijuana River and near the U.S.-Mexico border that has resulted in closure of the Tijuana Slough and Imperial Beach shorelines for 190 days and 50 days, respectively, so far this year. Those numbers are likely to increase as rainfall later in the year typically exacerbates any contamination.The organization and the letters also call on the federal government to include Clean Water Act provisions in the U.S.-Mexico-Canada Agreement, a replacement trade deal for the North American Free Trade Agreement that went into effect in 1994."During the month of September there have been four transboundary flow reports issued by the International Boundary and Water Commission, totaling about 120 million gallons of treated and untreated wastewater that funneled into the Tijuana River and into the Pacific Ocean," the organization said in a statement.Transborder pollution from the Tijuana River has contaminated U.S. waters and coastlines for decades, forcing the county to regularly close beach access near the border. During that time, local and state officials and environmental activists have called for federal assistance to protect the health of the environment and residents near the border.In July, Reps. Juan Vargas, D-San Diego; Scott Peters, D-San Diego; and Mike Levin, D-Oceanside, introduced legislation to increase funding for Tijuana River clean-up efforts and prevention of future pollution. In April, Harris and Feinstein submitted a jointly written letter to multiple federal agencies requesting they address sewage runoff in the river.Surfrider and the city of San Diego have also filed lawsuits against the U.S. section of the International Boundary and Water Commission, which oversees waterways that traverse the border. The lawsuits argue that the UBWC has neglected pollution in the river and its effect on the environment."Now is the time to continue to elevate this dire issue," said Bethany Case, co-lead of the organization's Clean Border Water Now campaign. SAN DIEGO (CNS) - San Diego City Council candidate Kelvin Barrios suspended his campaign today, following allegations of ethics violations.Barrios was running for City Council District 9 in the seat soon to be vacated by Council President Georgette Gomez.``Throughout this race I have been hit, morally and mentally, more times that I can even count,'' Barrios' statement released Monday said. ``And I get it -- there were issues, we needed to address them.``It seemed like every time I did, we would collectively shift away focus from the real needs of our community. The real struggle and hardships my neighbors are facing became second to the media blitz filled with negativity that just served as a distractor.''The San Diego Union-Tribune reported earlier this year that Barrios was under criminal investigation for alleged mishandling of campaign funds and was the subject of a California Fair Political Practices Commission complaint alleging he used thousands of dollars in contributions to political committees for personal use.Earlier this month, additional media reports alleged Barrios did not disclose more than ,000 he received while working for Laborers Local Union 89, and did not report a brief overlap that existed while he worked for both the union and Gomez's office.Barrios' name will still appear on the November ballot despite the campaign suspension.Barrios' campaign opponent, Sean Elo-Rivera, tweeted a statement saying Barrios suspending his campaign ``will allow our community to move away from focusing on scandals and toward focusing on the brighter future San Diegans deserve.''``Our campaign will continue engaging the community and building the momentum we'll need to make San Diego a world-class city with opportunity for all,'' the statement said. 1793
