Bicycle injury accidents have ticked up in the city of San Diego this year, as the city has seen thousands of dockless bikes appear across its neighborhoods since January.New city data shows that there were 130 injury accidents involving bicyclists through May 1, 2018, up from 102 in the same period of 2017.A San Diego Police spokesman said it would take more research to determine whether the uptick is related to dockless bikes. However, the data shows that some parts of the city are seeing fewer incidents, while others are seeing more. Hillcrest, for instance, has seen improvement. Black people were nearly four times more likely than white people to be hospitalized with COVID-19 among people with Medicare, the government said Monday.The analysis from the federal Centers for Medicare and Medicaid Services also found that having advanced kidney disease was an even more severe risk indicator for hospitalization than race, ethnicity, or being poor.“It reconfirms long-standing issues around disparities and vulnerable populations,” said Medicare administrator Seema Verma, adding that “race and ethnicity are far from the only story.″Medicare’s analysis confirms what The Associated Press and other media organizations have previously reported about African Americans and Latinos bearing the brunt of the pandemic, while adding new details.The group covered by Medicare is considered the most vulnerable to the coronavirus. Most of its 60 million enrollees are age 65 and older. Also covered are younger people who qualify because of disabilities.From Jan. 1-May 16, more than 325,000 Medicare recipients were diagnosed with COVID-19, and nearly 110,000 were hospitalized, according to the analysis of claims data. Medicare spent .9 billion for hospital care, an average of about ,000 per case for people enrolled in the traditional fee-for-service part of the program.The analysis found that:— Black people with Medicare were hospitalized at a rate of 465 per 100,000 enrollees, or nearly four times the rate for whites, which was 123 per 100,000.— The rate for Hispanics was 258 per 100,000, or about twice the rate of whites. Asians were about one-and-a-half times more likely than whites to be hospitalized for COVID-19.— Low-income Medicare recipients who are also covered by their state Medicaid programs had a hospitalization rate that was slightly higher than the rate for African Americans.— There were fewer COVID-19 cases and hospitalizations among Medicare recipients in rural areas, when compared to cities and suburbs.But all in all, having advanced kidney disease was by far the biggest risk factor, the study found. People whose kidneys have stopped working to the point where they can’t live without dialysis or a transplant had a hospitalization rate of 1,341 per 100,000, or nearly three times higher than the rates for low-income beneficiaries and African-Americans.Verma said this may reflect the fact that people with advanced kidney disease generally also suffer from other medical problems that worsen COVID-19 outcomes, such as diabetes. Patients typically have to travel to a special facility to get dialysis, and the treatment can bring them together with others who may have been exposed.Medical problems such as high blood pressure and heart conditions also tend to be more prevalent among Blacks and Latinos, increasing their risks for severe coronavirus infections.Taken together, the Medicare data call for a greater focus on social conditions that contribute to poor health, Verma said, as well as continuing to expand coordinated care for patients trying to cope with several chronic conditions at a time.The Medicare data released Monday lack complete information about deaths, since they only record those who passed away in a hospital. 3206

Body camera video released Friday shows YouTube shooter Nasim Aghdam telling Mountain View Police she had no plans for violence hours before she opened fire at the company's San Bruno headquarters.The police recording shows officers identify Aghdam’s car in a Walmart parking lot in Mountain View at about 1:30 a.m. PT on April 3. Less than 12 hours later, Aghdam would open fire in a courtyard at the YouTube campus, injuring three people before turning the gun on herself. Mountain View Police said the license plate showed Aghdam's vehicle was linked to a San Diego missing persons report filed by her family. The Mountain View Police Department (MVPD) said seven record systems were checked during this time, including the Armed and Prohibited Persons System (APPS). The APPS cross-references records of persons who lawfully purchased weapons with the records of those who are prohibited from owning them. The systems checks for Aghdam came back negative, police said.Two officers knocked on the window and woke up Aghdam, who had been sleeping in the back seat. During their conversation, officers asked Aghdam if she knew her family in San Diego had reported her missing.“We didn’t get along together so I left them,” Aghdam said. She explained that she didn’t get along with her father and drove straight to Mountain View from San Diego. Aghdam also said she went to Northern California to start fresh in a place without memories.Officers asked Aghdam if she was taking medication or needed to take medication. She shook her head, “no."During questioning, Aghdam also told officers that she didn’t want to hurt herself or anyone else, and had no plans to commit suicide.Shortly after the police body camera recording ended, one of the officers called Aghdam’s family in San Diego to report that she had been found. Her father, Ismail Aghdam, answered the phone and confirmed that he had not been getting along with his daughter, police said. He thanked officers for the call and hung up.One hour later, the father called Mountain View Police to let them know his daughter had recently become upset about changes on the YouTube platform that had impacted videos she had created on living a vegan lifestyle, police said. The father suggested that may have been one of the reasons Aghdam was in Mountain View.Scripps station KGTV in San Diego talked with Aghdam’s family at their home in Menifee the evening of April 3. They said that they tried to warn authorities before the shooting.The family said she felt she reached the most people through her YouTube page but her relationship with the company turned ugly when YouTube changed its filters and she began to lose followers and viewers."I Googled 'Mountain View' and it was close to YouTube headquarters, and she had a problem with YouTube," her brother said. "So I called that cop again and told him there’s a reason she went all the way from San Diego to there, so she might do something."Mountain View Police said that during their call, Aghdam’s father did not bring up any concerns about his daughter’s behavior, any potential for violence, or a likelihood that she could be a danger to herself or others.RELATED: Female shooters are rare, YouTube attacker joins short list“A review of the incident revealed that our officers followed proper procedure and protocol.
