LA MESA, Calif. (KGTV) — La Mesa's police chief will retire after more than five years in the role and following unrest over the police department's policing tactics.Chief Walt Vasquez announced Thursday that he will retire effective Aug. 27. LMPD says Vasquez delayed his retirement when the coronavirus hit in mid-March in order to continue serving through the pandemic."Over the past five years, our team has worked very hard to keep the citizens of La Mesa safe. The decrease in property and violent crimes in the City from 2015 to 2019 has been the largest decrease of all incorporated cities in San Diego County," Vasquez said in a statement. "This is extraordinary, especially when you take into consideration that the La Mesa Police Department is one of the lower staffed departments in the County. Crime decreases of this nature are only achieved through hard work and collaboration with the citizens we serve."Vasquez most recently was top cop after a controversial arrest video surfaced, showing a Black man, Amaurie Johnson, being shoved into a sitting position and arrested by a white cop. The cop that was at the center of that video is no longer employed by the city. Johnson has since filed a lawsuit against the city and the officers involved.Following the arrest, and on the heels of nationwide calls for police reform, a protest outside of La Mesa Police Department on May 30 saw a 59-year-old woman shot in the face by a bean bag round during the demonstration and hospitalized, bringing the department's response tactics into question. An investigation into that incident and the officer involved is still being conducted. As calls for police reform continued locally and across the nation, the department followed other law enforcement agencies and banned the carotid restraint technique.Prior to his role in La Mesa, Vasquez started his career in the San Diego Police Department in 1986. He achieved the rank of Assistant Chief before being sworn in as La Mesa's Chief in 2015.Vasquez also served on the Board of Directors of San Diego Youth Services for more than 10 years and has served on the Board of Directors of San Diego’s Trauma Intervention Program since 2018. He was also appointed in 2016 by then-Governor Jerry Brown to serve on The POST Commission on Peace Officer Standards and Training. 2331

LAND O'LAKES, Fla. — When Presley Kappana could no longer visit his grandmother because of the pandemic, he started calling her."She also has dementia so she’s pretty forgetful and five minutes later she’d call back and it would be like we didn’t talk," said Kappana. So Kappana decided to communicate the old fashioned way. "I started sending her cards and she went from sad and depressed and anxious to all of a sudden she’s getting all these cards and putting them all around her room," said Kappana.Something that Kappana says, lifted her spirits and continuously makes her feel loved."It was just so wonderful and there was like a 180-degree turn in her well being and I thought, if this had such a profound effect on her, I can probably do this for other people," said Kappana. So Kappana started “Cards For Grandma.” For .99 a month, seniors can receive two handwritten cards a month."It's something so fun and so personable. And to have something tangible to hold onto, it makes it all the much more special," said Kappana. For more information visit cardsforgrandma.com. Legislation requiring shoppers to wear masks in New Jersey stores is one step closer to becoming law.A bill proposed by state Democratic lawmakers got the stamp of approval from a New Jersey Assembly committee Thursday. If passed, customers could be fined between and 0 for being in a business without a mask that covers the nose and mouth. The bill would apply to any store that has posted signage saying masks are required.Assembly Democrats who backed the bill called the legislation "a matter of life and death" and said there needs to be a penalty for those who don't do their part to prevent the spread of the coronavirus.Republican lawmakers called the bill ludicrous and an attack on residents' civil liberties. Some suggested a better policy would be for businesses to refuse to serve customers who choose not to wear masks.Hoboken, New Jersey tried to pass a similar mask ordinance in August, attempting to fine people 0 for not wearing a mask in any place where social distancing was not possible. It ultimately did not pass.In New York City, MTA riders can now be fined for refusing to wear a mask on buses, subways and trains. As of midnight in Connecticut, anyone can now be fined 0 for violating mask and social distancing orders. Gov. Ned Lamont, a Democrat, signed an executive order implementing the policy just two days ago.If the New Jersey bill is passed into law, it would be in effect until the state's public health emergency and state of emergency are over. The bill now moves to the Assembly speaker for additional consideration. This story was originally published by Katie Corrado on WPIX in New York. 1649

LA JOLLA, Calif. (KGTV) - The U.S Army Corps of Engineers will begin a remedial search for explosives in the area around U.C. San Diego, which was formerly used as a Marine artillery range.Over the years, munitions and debris have been found in the area though none of them have been live explosives. However, Harry Hendler, the project manager with the Army Corp warns, “there’s always a potential for having some type of risk of explosion or detonation.”The goal of the search is to assess the current risk in undeveloped land. They plan on beginning later this month. 577

Legitimate investigations continue to finally reveal the depth and breadth of the criminal activities performed in numerous parts of the state by professional guardians. What is clear is that the judges who enable these guardians have consistently failed to do their job of monitoring those very guardians. It is time for law-enforcement to intervene with meaningful and thorough investigations and indictments of the countless complaints submitted by victims of guardianship abuse over the years which have been Casually dismissed by the agencies tasked with protecting the public from exploitation. 608
