SAN DIEGO (KGTV) – Police are looking for the person suspected of using an incendiary device to intentionally start a fire at a San Diego police substation in Logan Heights.At around 11:15 p.m. Monday, officers responded to reports of a fire in the rear parking lot of the Central Division substation in the 2500 block of Commercial Street.Responding firefighters put out the fire before it caused serious damage. No injuries were reported.The Metro Arson Strike Team was called in to investigate the incident after it was determined the fire was sparked by some sort of explosive.Police are viewing trolley security camera footage as part of their search for the suspected arsonist responsible for the blaze. 717

SAN DIEGO (KGTV) - Over the next three days, City of San Diego crews will remove hundreds of palm trees from the Rueda Canyon in Tierrasanta by helicopter.The city is working with the San Diego Canyonlands nonprofit and the San Diego River Conservancy throughout the process, which is expected to last through Friday.Hikers and joggers are warned not to enter the canyon while the tree removal is underway.“It’s extremely dangerous for anyone to be in there, it’ll actually stop the operations,” said Eric Bowlby, Executive Director of San Diego Canyonlands.The palm trees are not native to this region. Bowlby added they aggressively establish themselves and grow along the narrow stream at the bottom of canyons. The trees absorb so much water, they hinder the growth of all the native plants in the area.Because these palm trees grow so quickly, they’re also very hard to maintain. Dead fronds often create a skirt around the trees that’s not only a fire hazard but also becomes an area for pests, like rats, to live and breed.“We’re going to be removing some 300 mature Mexican Fan and Canary Island Palm Trees from Rueda Canyon,” said Bowlby. “That would be about 90,000 pounds of fuel that would otherwise remain in the canyon and in the event of a fire add a tremendous amount of danger and fuel to the community.”Once the trees are removed, they will be replace with trees native to our region, like Willows and Coast Live Oaks.The project was funded with money from a state grant. 1498

SAN DIEGO (KGTV) - More than 70 non-profit groups and organizations teamed up and collected supplies for the thousands of migrants that arrived in Tijuana after leaving Central America.  Many are looking to enter the United States.Enrique Morones, the founder of Border Angels, say dozens of people will meet in San Diego Sat 10:!5 a.m. Saturday. They expect to pack 15 to 20 vehicles with much-needed supplies and bring them to Tijuana.  Morones calls it the ‘Caravan of Love.’Morones says atlas 30 groups will be represented when they make the delivery, which consists of non-perishable food, sleeping bags, toiletries, and more.“Just imagine if your house was on fire and you have to run out, and you have to live in the street, what would you need? It’s those same types of things because these people are escaping a very difficult situation in their home country… so they had to flee, they didn't have a lot of time to take things with them,” Morons said.Morones says doctors from UCLA and UCI will also be joining their Caravan of Love to give health exams to the migrants and families.“We wanna treat these people with kindness and love,” he said. 1172

SAN DIEGO (KGTV) — Parks and libraries in city limits of San Diego are back open as of Saturday, Oct. 3 after more than six months of closures and caution tape.To begin, 12 city libraries first opened for in-person services, then more will gradually open. The first library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest, and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts." "If he gets away with it, he's going to continue doing it and we don't want anybody else to have to go through what we've gone through," Sharon Taylor said. 3085
