A rent-control style bill that would cap annual rent increases is advancing in Sacramento.The bill, by Democrat Assemblyman David Chiu, would limit annual rent increases to 5 percent plus inflation. Currently, market landlords in San Diego County can raise the rent as much as they want at the end of a lease. Adam Moody, of Pacific Beach, just saw his rent go up by 0 a month, or 10 percent. "We're thinking about moving somewhere because if it's going to keep increasing, we'd rather maybe get a house or something," said Moody, who lives with his wife. The bill, AB 1482, made it out of the Assembly Appropriations Committee Wednesday. It will now advance to the full assembly floor before moving to the state senate side. With inflation, the cap in San Diego County would be 7.2 percent, which is nearly three times faster than wage growth. Molly Kirkland, public affairs director for the Southern California Rental Housing Association, said the organization opposes the bill. She said legislation like this turns off developers from building more much-needed housing, and can lead to the current supply going unrepaired. "The five percent plus CPI (inflation) may be enough if you don't have significant operational costs, if you don't need a new roof, but that's not a certainty," she said.Moody says he supports the cap. He says there must be a happy medium for landlords to be profitable, while allowing renters to keep affording where they live. Gov. Gavin Newsom has not indicated whether he would sign the bill. A new boarding process is coming to Delta Air Lines.Beginning on January 23, 2019, the airline will ditch zone boarding in favor of a new — and more complex — process based on ticket type and color.Despite the expansion in number of groups from six to eight, Delta said the new format hopes to "encourage fewer customers to line up in the gate area" and ultimately speed up boarding.The Atlanta-based carrier will still begin boarding with passengers that need extra time, followed by premium passengers sitting in its Delta One suites (applicable on select domestic and all international flights) and then its new Premium Select cabin on some international flights or First Class on domestic flights.After that, it gets complicated: The airline used to board the Sky Priority zone — passengers sitting in Comfort+ and Gold and Platinum Medallion members — together.Moving forward, that group will split into two, with Comfort+ passengers boarding first followed by Sky Priority, meaning high-spending members of its frequent flier program will have to wait a little bit longer.Following that, Delta will board economy passengers by announcing Main Cabin 1 though 3, instead of Zone 1 though 4.Fliers that purchase Delta's cheapest tickets will board last in a new group: Zone 4 will now be called Basic Economy. A potential tropical storm has its eyes on Puerto Rico this week, prompting the National Hurricane Center to issue a tropical storm warning for the island territory.The unnamed storm has not officially been deemed a tropical storm, but is topping low-end tropical storm winds of 40 MPH. A number of other Caribbean islands, including the US Virgin Islands, are under tropical storm warnings.Because the storm lacks a well-defined center, it is not considered a tropical storm officially. But the National Hurricane Center expects the disturbance it has named “Potential Tropical Cyclone No. 9” to better organize in the next day.After it passes the Caribbean islands, it will begin approaching the East Coast of the US. The National Hurricane Center’s official cone includes Florida. The storm is still at least four days away from approaching the US mainland. 868

While some in attendance, especially those seated directly behind Trump, wore masks, the majority did not, according to photos submitted by the Associated Press.North Carolina Governor Roy Cooper’s mask mandate is still in effect. A new complaint has been filed against casino owner Steve Wynn.The complaint was filed by a woman identified only as "Jane Doe." According to the complaint, the woman was an employee for The Claude Baruk Salon in 2015 when she began giving manicures and pedicures to Wynn.She says that Wynn would require her to position herself in certain ways during the services that would put her in direct contact with body parts other than his hands or feet. When she would attempt to withdraw, he would become irritated.According to the complaint, Jane Doe went to Claude Baruk and other members of management. She says that Baruk ignored her complaints but she was told by other members of management that it would stop.Jane Doe says she also shared what happened with her coworkers and heard similar stories. The woman says that she feared that she would lose her job if she kept complaining.After the story broke in the Washington Post, the woman says that Wynn visited the salon twice to speak with salon employees.The first time was on Jan. 27. Wynn reportedly requested the employees to be gathered and then asked them to raise their hands if they felt he had ever assaulted them.The second time was on Feb. 1 during a birthday party for a salon employee. Jane Doe says Wynn brought a video crew with him that time and demanded that employees give video statements saying he did nothing wrong.The complaint also says that Wynn is still receiving manicures and pedicures in the salon or in his on-site villa.The lawsuit was filed on Tuesday with the Clark County District Court. Two lawsuits were filed last week by massage therapists who also accused Wynn of inappropriate conduct.Wynn resigned as CEO of Wynn Resorts last month. He is denying all allegations but said that he did not believe he could be an effective company leader.He also resigned as chairman for the Republican National Committee.  1915
