SAN DIEGO (CNS) - Authorities reached out to the public today for information about an Egyptian man who was found dead under potentially suspicious circumstances off the coast of Mission Beach. The body of 37-year-old Haitham "Max" Elshayeb was floating about two and a half miles from shore when a fisherman on a boat spotted it shortly before 10:30 a.m. Oct. 10, San Diego police said. The body, dressed only in surfer-style shorts, didn't show any obvious signs of traumatic injuries, Lt. Anthony Dupree said. A possibly suspicious circumstance, however, was a chain wrapped around the dead man's waist, though it might have been used simply as a belt or style accessory, the lieutenant said.Homicide detectives were called in to investigate the fatality "out of an abundance of caution," and the death has been classified as suspicious, Dupree said. A ruling on the cause of Elshayeb's death remained on hold this week pending completion of postmortem exams.Police hope to contact people who had contact with Elshayeb in the days and weeks leading to his death, Dupree said.Anyone with information about the case is asked to call San Diego County Crime Stoppers at (888) 580-8477. Tipsters may remain anonymous and could be eligible for a reward of up to ,000. 1277

SAN DIEGO (CNS) - At least one person was seriously injured this morning in a crash that may have involved an alcohol-impaired driver, the California Highway Patrol said.A car reportedly rolled over and caught fire about 3:44 a.m. on southbound state Route 15 near state Route 94, according to a California Highway Patrol incident log. Moments later, dispatchers were told the car appeared to have exploded. The fire-damaged car was then struck by another car, according to the incident log. The CHP described the incident as related to drunk driving, but it wasn't clear if anyone was taken into custody.  744

SAN DIEGO (CNS) - Backers of an initiative that would have raised San Diego's hotel tax to fund a long-awaited expansion to the city's bayfront convention center failed to collect enough valid signatures to earn a spot on the November ballot, the city clerk's office announced Wednesday.A random sampling of the campaign's more than 114,000 signatures by the county Registrar of Voters fell short of the threshold of verified signatures needed to place an issue on the ballot. A signature-by-signature count will start immediately, but such a count typically takes 30 days to complete, and the deadline to place a measure on the ballot is Friday."Colossal failure," initiative opponent City Councilman David Alvarez wrote on his Twitter page.Overall, 71,646 valid signatures are needed to place an initiative on the ballot. The signature-by-signature count could qualify the hotel tax increase for a future election if it isn't completed in time for the November ballot. The City Council could also decide to place the measure on the ballot during a Thursday special meeting, but that would raise the initiative's required success threshold to two-thirds voter approval. The proposed initiative would raise the city's 12.5 percent hotel tax to 13.75 to 15.75 percent depending on the location of each hotel. The 42-year tax increase was expected to generate .4 billion, including nearly .8 billion for the convention center. An estimated 7 million would have gone to homelessness services and housing funding over the tax increase's first five years. An additional 4 million would have gone to road repairs. 1621

SAN DIEGO (CNS) - Mayor Kevin Faulconer announced Wednesday that more than 2,000 businesses in the city have received grants from San Diego's COVID-19 Small Business Relief Fund, impacting nearly 10,000 full-time jobs with half of the recipients operating in underserved communities."Across the nation, small businesses are closing in alarming numbers because of the pandemic. We're doing everything we can to stop the hemorrhaging of small businesses in San Diego," Faulconer said. "We've been able to help 2,000 businesses survive for another day, but we know the need is great so I encourage San Diegans to do what they can to support their favorite local businesses during these trying times."Faulconer created the fund in March to offer support to local employers so they could sustain operations, retain employees and address unforeseen reductions in consumer demand and production. The fund is backed by emergency relief funding under the federal Coronavirus Aid, Relief, and Economic Security Act, private donations and available federal funding already accessible to the city."When COVID shocked the entire world, leaving many without income, our business took an enormous hit financially, yet we insisted on providing free food for anyone in the food and beverage industry who had lost their jobs," said Anderson Clark, co-owner of Common Stock restaurant in the Hillcrest neighborhood. "Despite the steep drop in sales, bills for rent, electricity, and for the nine employees whose schedules and insurance we maintained were piling up -- yet the grant from the San Diego Small Business Relief Fund allowed us to keep our team employed, our rent paid, and allowed us to weather this storm."Nearly 10,000 small businesses submitted applications in the initial application period. To date, the fund has topped more than million. Some of the top-aided industries include hospitality and food services, technical and scientific services, health care and retail. Remaining funds will be awarded to existing applications as made available."As a former small business owner and current chair of the city's Economic Development and Intergovernmental Relations Committee, this year was originally intended to be one in which we sought to develop and expand economic opportunities for all San Diegans," City Councilman Chris Cate said. "Due to COVID-19, it has become one in which we are trying to save businesses, jobs and the livelihoods that come with them."The City Council approved the reallocation of 0,000 from the Small Business Relief Fund to create a non-profit partnership aimed at helping businesses in historically underserved communities through direct grants ranging from ,000 to ,000, specialized outreach and technical assistance. 2766
