SAN DIEGO (CNS) - A former Wells Fargo personal banker accused of involvement in a Tijuana-based international money laundering organization that operated primarily in San Diego made his initial appearance in U.S. District Court today after his arrest Wednesday.The apprehension of 30-year-old Luis Fernando Figueroa marks the latest in a string of indictments and arrests tied to the money laundering organization, federal authorities said.Figueroa, of Tijuana, is charged with conspiracy to launder monetary instruments and operation of an unlicensed money transmitting business.Between January and March of this year, seven leaders of the organization were charged and arrested in San Diego. To date, five of the charged leaders have pleaded guilty.According to the indictment and other public records, the organization laundered approximately .6 million in narcotics proceeds on behalf of Mexican-based drug trafficking organizations, including the Sinaloa Cartel, between 2014 and 2016.Prosecutors said the money laundering organization recruited individuals to serve as "funnel account holders" and open personal bank accounts at Wells Fargo Bank and other banking institutions.Other members of the money laundering organization, known as "couriers," traveled to San Diego, Los Angeles, the East Coast and other U.S. cities, where they picked up and transported amounts of bulk cash ranging from thousands to hundreds of thousands of dollars in drug proceeds.Money was deposited in funnel bank accounts controlled by the money laundering organization and maintained at Wells Fargo and other financial institutions. Subsequently, the funds were transferred to a series of Mexico-based shell companies operated by the money laundering organization. Once in Mexico, the funds were transferred to members of the Sinaloa Cartel. 1840

SAN DIEGO (AP) — Marine Corps prosecutors were meeting Tuesday to try and save its cases against 13 Marines accused of crimes tied to a human smuggling and drug investigation after a military judge ruled it was illegal to make the videotaped arrests made during a battalion formation while leaders called them “a cancer” and “bad Marines.”Maj. Kendra Motz said prosecutors at Marine Corps Camp Pendleton were exploring their options, but she did not know what they were considering.The judge, Marine Col. Stephen Keane, gave prosecutors until Nov. 25 to offer a way to remedy the situation.When ruling Friday, Keane agreed with defense attorneys that commanders violated the rights of the accused when they pulled the Marines out of a morning battalion formation of 800 troops at Camp Pendleton July 25 and accused them of the crimes in front of their unit, 1st Battalion, 5th Marines.The actions amounted to unlawful command influence, Keane said. That is when commanders use their positions of power to affect a case and compromise the ability for a fair trial.If the prosecution cannot remedy the situation, the court would be left with only one option: dismissing the charges, he said.Defense attorneys for some of the Marines have asked for charges to be dismissed. They say the public display would make it difficult to find an impartial jury pool and guarantee a fair trial.The Marine Corps filmed the arrests. The video was obtained by the San Diego Union-Tribune.The Marine Corps said in a statement when the newspaper obtained the video that it was made to document the arrest “in an unbiased, non-editorialized manner.”The video is for official use only and would not be released, Motz said. SAN DIEGO — Two of San Diego's biggest restaurant groups are sounding the alarm over state Coronavirus regulations.Owners of the Brigantine Family of Restuarants and the Cohn Restaurant Group say indoor capacity limits aren't sustainable. Morton said there are now waits every Friday, Saturday and Sunday - due to the capacity restraints.“Guests are going to get tired of that, and what else is that going to do? It allows us to employ less people due to limited capacity,” Morton said.The 25 percent cap will last at least another three weeks. (KGTV) -- Starting Sunday, the California Employment Development Department stopped taking new unemployment applications amid the coronavirus pandemic.The department said in a statement that it was “making improvements to UI Online and cannot accept new unemployment applications.”Existing claims will not be impacted, the agency said.“These new changes will not cause payment delays and allows EDD to pay customers sooner by verifying identities in an easier, faster way. Once UI Online is available for new applications on October 5, 2020, claims will be backdated to cover this time period,” according to the department.According to the state the EDD has a backlog of almost 600,000 Californians who have applied for unemployment insurance. 770
