XIAMEN, Sept. 7 (Xinhua) -- China's southwestern province of Sichuan needs 1.67 trillion yuan (about 245.6 billion U.S. dollars) for reconstruction after the devastating earthquake on May 12, Huang Xiaoxiang, the province's vice governor, said on Sunday.     "Sichuan is still in need of a large amount of fund despite the efforts of the central government, local governments and other social sectors," Huang told a conference held in Xiamen City, in eastern Fujian Province.     The total funds, including those the central and other provincial governments raised, overseas donations, and lottery earnings, accounted for less than 25 percent of what the reconstruction work demanded. Quake-sufferers carry the re-found living necessities from the shattered houses at the quake-hit area of Huili County, southwest China's Sichuan Province Sept. 3, 2008    Huang said the province would rebuild 4.5 million urban and rural homes, 51,000 km of highways, 5,500 km of railways, 11,700 schools and 9,700 medical institutions.     Apart from that, 2,000 reservoirs, 810 power stations and more than 100,000 hectares of farmland needed to be restored.     The reconstruction work was expected to consume 37 million tonnes of steel, 370 million tonnes of cement, 210 billion bricks and 20 million cubic meters of timer.

BUDAPEST, May 8 (Xinhua) -- Jia Qinglin, head of China's top political advisory body, on Thursday met with Hungary's parliament speaker and put forward a package of proposals for further expanding friendship and cooperation between China and Hungary.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), held talks with Szili Katalin, speaker of the Hungarian National Assembly in Budapest Thursday morning.     During the meeting, Jia suggested that the two countries should maintain high-level contact so as to deepen political trust. The two countries should also expand trade and economic cooperation in a bid to promote common development. China will continue to encourage well-established companies to invest in Hungary. It will also adopt effective measures to increase imports from Hungary and encourage enterprises from both countries to carry out active and concrete cooperation, Jia said. Jia Qinglin (2nd R), chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), meets with Speaker of Hungarian National Assembly Szili Katalin (2nd L) in Budapest, capital of Hungary, on May 8, 2008.The two countries should also promote human and cultural exchanges so as to improve mutual understanding, he said. China will continue to support the development of Hungarian-Chinese bilingual schools and the Confucius School in Hungary. To mark the60th anniversary of the establishment of diplomatic ties between China and Hungary, China will hold a "China Culture Festival" in Hungary next year, said the Chinese leader.     Jia said the CPPCC is ready to strengthen contact and exchanges with the National Assembly of Hungary by carrying out cooperation in all forms and at all levels.     Szili agreed with Jia's views on developing bilateral links. She expressed the wish that the two countries should continue to maintain exchange of visits by high-level officials, explore the potential and new areas of economic cooperation, expand cooperation in such fields as culture, education and tourism. She said the two countries should seize the opportunity of the 60th anniversary of diplomatic ties to push the development of bilateral relations.     Hungary attaches great importance to the 2008 Beijing Olympic Games and the Shanghai World Exposition and will actively participate in the two great events, Szili said.     She said Hungary gives priority to its relations with China in its overall foreign policy. BEIJING, Oct. 9 (Xinhua) -- China's securities regulator on Thursday said publicly-traded companies must pay dividends in cash rather than stock over three years before submitting their refinancing applications.     The move could help to encourage long-term investment and reduce market volatility, the China Securities Regulatory Commission (CSRC) said.     The benchmark Shanghai Composite Index has plunged 66 percent from its record high last October.     In a new regulation stipulating cash dividend payment by listed companies, the CSRC said: "The listed firms, if applying for refinancing, must pay dividends in cash totaling no less than 30 percent of its distributed profits over the past three years."     The regulation went into effect on Thursday.     In the draft version released in August, companies were allowed to pay dividends either in cash or stock.     The listed firms were also ordered to reveal their cash dividend policies and previous cash dividend data to investors in their annual reports to improve transparency.     "The listed company should give reasons why it failed to pay a cash dividend if it is able to and where the money goes," according to the rule.     Cash dividends could offer stable investment returns and prompt large institutional investors to reduce speculation on the secondary market, the regulator said.     A couple of huge refinancing plans earlier this year triggered a market plunge on concerns over stake dilution and liquidity stress.     In a separate regulation on share buy-back, also effective on Thursday, the CSRC said it allowed a cash dividend payment when the controlling shareholders bought stocks on the secondary market.     Such action was banned in the draft version released in late September to solicit public opinion.     Share buy-back through bidding at stock exchanges also no longer needs regulatory approval.     The CSRC added it would continue to revise the rules on stock buy-back and also give consideration to repurchase through agreement or tender offer.

BEIJING, Sept. 30 (Xinhua) -- Chinese President Hu Jintao made a tour to east China's Anhui Province on Tuesday to inspect rural reform and development.     Hu, also General Secretary of the Communist Party of China Central Committee, visited Xiaogang village of Fengyang county, the first in the country to initiate the household contract responsibility system in 1978. Chinese President Hu Jintao (C) talks with the villagers as he visits the family of Guan Youjiang in Xiaogang village, Fengyang county, Chuzhou of east China's Anhui Pronvince, Sept. 30, 2008.The system made rural households contractors of farmland, greatly boosting their production enthusiasm and agricultural production. Xiaogang has since been seen as a pace-setter for the nation's rural reform.     Hu said he was glad to see the new changes that have taken place at the village in the past decades.     The current land contractual relations will be kept stable and unchanged for a long time, and we will allow farmers to transfer the right of land contract and management by various means, in accordance with their will, he said.     He said China will continue to increase spending in the development and reform of the rural areas, and to make more policies favorable to the farmers and agriculture.     Hu also pledged to increase the income of Chinese farmers and steadily improve their standard of living in order to make sure farmers benefit from China's economic development.     The third Plenary Session of the 17th CPC Central Committee, due to convene between Oct. 9 to 12, will focus on promoting reform and development in rural areas.     On Tuesday afternoon, Hu Jintao also visited two dairy companies in Anhui's Bengbu city.     "Food safety is directly linked to the well-being of the broad masses and the competence of a company," Hu said. "Chinese companies should learn from the lessons of the Sanlu tainted milk powder incident."     Companies should strengthen management and food safety checks, and make sure their products were safe for consumers, he said.     Hu also heard the work reports of Anhui province during his tour, stressing development in urban and rural areas must be coordinated and that efforts must be made to push forward rural development and reform.
