(KGTV) -- Encinitas lifeguards are investigating after a Panga Boat washed ashore Friday afternoon.According to lifeguards, the 20-foot boat washed ashore around 4 p.m. on the 300 block of El Portal Street and about 11 people ran from the vessel.Lifeguards say they don’t believe anyone was injured or needed medical attention.Border Patrol, Homeland Security, and the Sheriff’s Department were all notified about the incident. Eric Olson said.The man also tore off the vehicle's rear windshield wiper before attempting to flee east on Washington Avenue, Olson said. ENCINITAS, Calif. (KGTV) - The Encinitas City Council hopes that a compromise on a controversial bike safety plan will be able to satisfy casual cyclists who feel Coast Highway is not safe, as well as sport cyclists who like being able to zip along current the bike lanes.The route through the Cardiff community between Encinitas and Solana Beach is believed to be the most frequently ridden corridor for bicyclists in San Diego County.The debate began when the city began looking at replacing the current bike lanes with "protected" bike lanes. These will use curbs and bollard posts to separate the lanes from vehicle traffic.City Councilmember Kellie Shay Hinze believes this plan will make the area safer for commuters, beach-goers, and families who would prefer a safe option to ride bikes over driving. Furthermore, she believes there will be environmental benefits, as well."If residents are able to access this beach on foot or by bike, then we free up parking spaces for people that might be coming from farther away and we reduce the congestion that we generate as a city on our roads," Hinze said.However, avid sport cyclists believe protected bike lanes are more dangerous."That is a trap to a cyclist going fast," said cyclist Karl Rudnick. "I would never ride in that."Rudnick explained that funneling all cyclists into lanes divided from the road by curbs and railings gives cyclists who are riding at high speeds nowhere to go when attempting to pass by slower riders. He was surprised to hear that there were safety concerns along that portion of Coast Highway."It was a real eye opener to realize that there's a lot of people who don't ride their bikes who find that stretch very dangerous- the very stretch that I consider the safest, most beautiful stretch in the county," said Rudnick.Rudnick and Hinze both support the compromise plan. While the city will move forward with the protected lanes, it will also paint "sharrows" in the #2 lane of the highway. These indicate to drivers that cyclists have equal right of way to use that lane of traffic. There will also be signage to let drivers know cyclists have legal access to the highway. This is part of an education process to allay fears that many drivers do not know what sharrows indicate.City staff are still working on the specific plans and there is currently no timetable for installation. 2378

(KGTV) - The Escondido Union High School District is celebrating a grant renewal of over million to go towards helping students.The ASSETs grant comes from the federal government and helps funds after-school programs and other support services for students and parents.The district has received this funding for the past 10 years and schools have put it to good use.San Pasqual High School has created unique clubs like ukulele, welding, robotics, and mountain biking. The money also funds academic tutoring as well as programs like Drivers Ed.Everything created through the ASSETs grant money is free for students. "I can tell you it has literally transformed the experience for hundreds of students, hundreds," said San Pasqual High School Principal Martin Casas.Up until last week, next year's grant money wasn't a sure thing. Casas says the district worried the money would be cut from the federal budget.ASSETs grant schools like San Pasqual were trying to figure out which programs they'd have to cut if the funding didn't come through. Casas estimates they would have had to cut half of their programs.But now that the funding is secured, schools can look forward to creating even more programs.They'll receive 0,000 each year for the next five years.Some new programs in the works include building skateboards, music production, and mariachi.In addition to San Pasqual High, Orange Glen, Escondido and Valley High Schools will be getting ASSETs funding.The district says over 75 percent of its students qualify for free and reduced lunch, so these programs are vital.  1618

ESCONDIDO (KGTV) – An Escondido couple is out thousands of dollars after falling for a sophisticated truck scam“You hear about it everywhere, but you’re like it’s not going to happen to me,” Terha Newby said.   Terha and her husband, Chris, found the perfect truck for sale on Craigslist back in September. Someone from El Monte was selling a Chevy Silverado 2600 HD for about ,000. “The registration matches the pink slip, the VIN, everything. You’re like, 'Its good!'” Terha said.  But it was far from good.It turns out the truck was stolen out of Orange County last year. Afterwards, someone replaced the VINs on the truck with a duplicate VIN of a truck that someone owns in Texas. They even had matching paperwork to go with it. But the VINs set off an alarm for the DMV when the Newbys went to get their new truck registered.“The VIN that was in the vehicle belonged to truck in Texas, and it was on a lien,” Terha said. “These guys are professionals, they’re out there, and that’s all they do for a living.”Chris said the seller gave them a Carfax report, but it was a fake one. He now regrets not getting their own. “From now on, for a fee, Carfax would have prevented it,” Chris said.The stolen Silverado was impounded and went back to the insurance company of the truck’s original owner.
