ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. Everyone is vetted to make sure candidates don't have any violent criminal conviction and are not on the registered sex offender list. The city says the plan won't cost taxpayers a dime. ESCONDIDO, Calif. (KGTV) -- Police in Escondido have made an arrest in connection with a cold case homicide that happened in 1986.Police said at a news conference that Nathan Eugene Mathis, 62, was arrested for the 1986 murder of 75-year-old Richard Finney.According to police, Finney was stabbed more than 30 times at his apartment on November 13, 1986.The case was reopened in 2007 by a retired detective and FBI agent. After reopening the case, authorities say they were able to come up with a blood profile."We made a promise to that family several years ago that we'd do everything we could to solve the brutal slaying of their 75-year-old grandfather," said Chuck Gaylor, a cold case investigator. During the news conference, police said blood and a fingerprint found at the scene matched Mathis.Mathis was arrested after police obtained a search warrant.Finney's family says they are glad justice is finally being served. "Never thought the day would come. It's been 32 years so finally to have this happen is just fabulous! (KGTV) – Escondido Police have released bodycam footage of an officer-involved shooting that left one man hospitalized last month.EPD says the incident started with a 911 call about a restraining order violation at about 3:30 a.m. on Broadway near Washington Avenue on June 19. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada, was at her home and she identified his vehicle.Officers were initially called to a home in the 300 block of Park Avenue, but an officer spotted Quezada's reported vehicle near Broadway, where he pulled him over.The full incident video can be viewed here.Police say Quezada exited his vehicle holding a 3-foot-long crowbar and ran toward the officer, identified as "Officer Hamilton." The officer said Quezada was yelling something similar to "just kill me, I want to die" as he charged him.Police say the officer continued to tell Quezada to stop before he fired one round from his service weapon when he came within a few feet of him. Quezada reportedly paused and continued toward the officer, police say.The officer attempted to fire a second round, but his gun malfunctioned, according to police. The officer didn't activate his body-worn camera until after he fired the rounds, police said, after saying the officer's camera was active during the shooting.A nearby Immigration and Customs Enforcement agent who was filling out paperwork in his vehicle witnessed the event unfold and assisted in the arrest, according to police.Quezada was taken to a nearby hospital in stable condition. ENCINITAS, Calif. (KGTV) -- A surfer died after being rescued from Swami's Beach Monday morning, Encinitas city officials confirm. Lifeguards and the San Diego County Sheriff’s Department responded to a reported ocean rescue in the surf line at Swami's Beach just after 11 a.m. Monday. After arriving, crews found a man submerged with his surfboard attached and floating on the surface of the water while bystanders tried to rescue the surfer. The man was taken to shore where crews performed CPR. He was then taken to the hospital in critical condition where he later died. At this time, the circumstances surrounding the death are unclear. 650
