SAN DIEGO (KGTV) -- Seven patients from Rady Children’s Hospital took a break from their treatment and got in the water with Bottlenose dolphins.SeaWorld trainer Jorge Villa hosted the children for the experience. Villa holds a special place in his heart for Rady Children’s because he was treated there when he was diagnosed with Diabetes at the age of 12.For many of the children, it’s therapeutic and offers them a chance to forget about whatever health challenges they face and focus on being a kid.“It just brings you into the playful childishness that you have in your heart and in your mind,” said Juliana Abraham, 14. She’s been fighting a rare form of brain cancer.  Her mom says faith, prayer, and a positive attitude have helped Juliana persevere.Rady has been offering the dolphin interaction program to patients since 2008. It was first inspired by SeaWorld dolphin trainer and cancer survivor Joy Clausen-Soto.For more information on the program, contact Rady Children’s Hospital at 858-576-1700. 1038

SAN DIEGO (KGTV) — Standing outside his Vista headquarters on Wednesday, Republican Darrell Issa told reporters that he's comfortable he'll stay ahead of opponent Democrat Ammar Campa-Najjar in the run for a seat in California's 50th congressional district.“Statistically, it’s impossible for him to win with probably 60,000 votes left to come in,” he told reporters.Issa is a veteran politician looking to return to Congress after a two-year hiatus. He represented coastal North County's 49th district until 2018 but decided not to run for re-election as that district turned blue.“I've already spoken with Congressional leadership and I’m planning to go back to what will be a very unusual freshman orientation for someone with 18 years [of experience],” he added.ABC 10News spoke to Campa-Najjar on Tuesday after polls closed when early returns showed that he and Issa were still neck and neck. At the time he said, “Obviously, we know we've had a strong campaign that put people before politics and country before party and it is showing in this ruby red district. SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. The DMV says toll evasion costs local governments as much as million per year. 1256

SAN DIEGO (KGTV) — State officials hope California’s new 10 p.m. stay-at-home order will slow the spread of COVID-19, otherwise, another 10,000 San Diegans are projected to contract the virus in the next 10 days.That’s according to a new county-by-county forecast from Facebook, which rolled out the prediction software last month.Facebook projects L.A. County will see the second-largest increase in cases in the country by November 30. San Diego County is projected to add the 15th most cases, reaching a total of 78,594 infections by Nov. 30.The two-week forecast was released before Governor Gavin Newsom announced enhanced restrictions. Facebook will release a new two-week forecast next week.“Many other forecasts around the world are only predicting caseload at a country or state level,” said Laura McGorman with Facebook’s Data for Good team. “We’re trying to be much more local in this approach because we know so much of the COVID-19 response is in fact local.”McGorman said the forecast tool could help county and state officials plan hospital bed space, ICU capacity, ventilators and other critical supplies.The map is powered by artificial intelligence that draws on seven kinds of data. They use outside metrics like confirmed cases, doctor visits and the weather combined with information Facebook collects like a survey of people’s symptoms and GPS location data.The location data helps gauge whether people are staying home and isolating or circulating among the community, according to McGorman.Facebook only pulls data from users who opt in and no, they’re not reading your posts. All of the information, which is aggregated to the county or state level to protect privacy, is available for the public to download.The tech giant initially started Data for Good three years ago to help with disaster-relief projects, McGorman said. Among other applications, their location data can quickly predict if evacuations are working.“Typically, groups like the Red Cross have to knock door-to-door to see if people are still home, or wait for people to show up at shelters to see if they’ve gotten out of harm’s way,” she said.The software has also been used to detect network outages when a hurricane knocks out cellphone towers, she said.Facebook’s COVID-19 mapping tools have been used to inform policymakers in New York and Mexico, and the data has helped analyze the effectiveness of stay-at-home orders in California, McGorman said. 2457

SAN DIEGO (KGTV) - Sirhan Sirhan, who was convicted for assassinating Robert F. Kennedy in 1968, was stabbed Friday in a South San Diego County prison. A statement from the state Department of Corrections and Rehabilitation said the stabbing occurred Friday afternoon at the Richard J. Donovan Correctional Facility near San Diego."Officers responded quickly, and found an inmate with stab wound injuries. He was transported to an outside hospital for medical care, and is currently in stable condition," the statement said.The statement did not name Sirhan, but TMZ first reported that Sirhan was stabbed and taken to a hospital outside the prison for care. The Associated Press, citing a government source, confirmed that Sirhan was the victim.Cal Fire confirmed to 10News a person stabbed Friday afternoon at the prison was taken to Scripps Mercy Hospital."The suspect in the attack has been identified, and has placed in the prison’s Administrative Segregation Unit, pending an investigation," a California Department of Corrections and Rehabilitation official said in a statement.Sirhan was convicted in the shooting death of Kennedy during a presidential campaign rally in Los Angeles. He was immediately tackled by witnesses. Sirhan was convicted of first-degree murder in 1969 and initially sentenced to death. The sentenced was commuted to life in prison in 1972 when the California Supreme Court found that the death penalty constituted cruel and unusual punishment under the state constitution, according to the CDCR.Sirhan has had 15 parole hearings and subsequent denials since he was incarcerated. He has claimed he does not remember shooting Kennedy, the Associated Press reported in 2016.At least five inmates were injured during a riot at Donovan prison one week ago. The fight broke out in the prison yard among inmates, some of whom used handmade weapons. The five injured men were taken to local hospitals for treatment.The CDCR reported 4,093 prisoners living at Donovan prison as of Aug. 28. The facility was designed to house 2,992 inmates, putting it at 136.8 percent of its capacity, according to the report. 2142
