(KGTV) - The Mayor of Coronado is turning heads for an op-ed he recently penned.Mayor Richard Bailey wrote a several hundred word submission for the Voice of San Diego this week titled, ‘It's Time to Put Roads Over Transit.’Citing SANDAG’s figures, Bailey says more than 50 percent of local transportation dollars are spent to move just 3.5 percent of commuters while roughly 13.5 percent of funs are spent on roads and highways.He also points to relatively stagnant public transportation ridership rates while traffic congestion balloons in San Diego County.“I can't foresee us moving people around on fixed routes on large empty buses and also really expensive trolley lines,” said Bailey, “I think people are going to be looking for more nimble solutions such as a autonomous vehicles and ride share options.”Transit advocates say shifting funds from public transportation as Bailey suggests would have a negative impact on those who already use it.“About 64,000 households in the San Diego County area don't have a car and it’s just absurd to think that we're going to take away their primary means of transportation,” said Colin Parent, executive director of Circulate San Diego.Parent agrees with Bailey that the ridership figure is small but says the answer is growing that figure, not stifling it by shrinking its budget.SANDAG will vote later this on its multi-decade regional transit plan. 1429

Climate studies often pinpoint the detrimental public health impacts related to rising atmospheric temperatures, extreme weather events and other consequences of a changing climate.A report released by the World Health Organization on Wednesday details the public health benefits that could come with tackling the issue.Meeting the commitments of the 2015 Paris climate agreement could save millions of lives and hundreds of billions of dollars by the middle of the century, according to the report.Meeting the goals put forth in the Paris agreement would be expected to save more than 1 million lives a year from air pollution alone by 2050, it says. Drivers of climate change, principally fossil fuel combustion, contribute to about 7 million deaths worldwide from outdoor and indoor air pollution annually, according to the report.The Paris Agreement is a pledge among representatives from countries around the world to take action against climate change, specifically by reducing their nations' carbon output and halting global warming below 2 degrees Celsius over pre-industrial levels by the end of the century. The United States pledged to withdraw from the landmark agreement last year.Global leaders and officials are now gathering for two weeks of meetings at the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change, or COP24, to create a rulebook that will turn the Paris climate agreement into a workable reality. They aim to establish rules, figure out financing and build ways to verify that nations are meeting their commitments.UN Secretary-General Antonio Guterres called for action Monday in Poland, telling gathered delegates that "we are in deep trouble with climate change." 1743

CORTEZ HILL (KGTV) - A woman's body was found in the courtyard of an apartment building in Cortez Hill, near Little Italy.Police were called around 3:30 p.m. to the Atmosphere apartment complex on 1453 Fourth Avenue.San Diego Police and San Diego Fire-Rescue personnel arrived a few minutes later. The 42-year-old woman had traumatic injuries to her body, and was pronounced deceased at the scene, police said.Police say the woman may have jumped from the 8th floor, but the homicide unit was called to the scene out of caution.Neighbors say they've seen police at the complex often, "most people say that this is just domestic violence dispute or something like that I’ve never actually seen anybody arrested, I have seen an ambulance here and people hauled away in the ambulance," neighbor Tom Hochrein said.He's lived in San Diego for 19 years and just moved to this neighborhood last year, "this area seems a little shaky here."Neighbors were concerned this time something severe happened, "someone must’ve said something about homicide or somebody you know jumped out the window or was pushed out I don’t know," Hochrein said.A woman who lives in the building said she feared for the safety of her family, especially her 18 month old son. She said the police knocked on her door and questioned her and her husband about whether they heard anything an hour prior.When she went downstairs, she found police tape across an elevator and parts of the floor where police were still investigating, "I'm scared, I have a family. I feel okay that the police are here but I really hope they find the suspect soon," she said.The sidewalk was closed for about 3 hours, while the investigation took place. (KGTV) - This weekend's stormy weather grounded, then destroyed a 75-foot Russian-built racing boat once sent to San Diego to race in the America's Cup.Around 7 a.m. Saturday, cellphone video show the large sailboat as it ran aground. Not long after, Lifeguard Captain Sean Casey says the waves went to work."Once it was aground, pretty quickly the mast broke off, and the boat literally broke into two pieces," said Casey.Casey says the boat had been anchored more than two miles away, near the Zuniga Jetty in Point Loma."There were high winds and rough conditions out of Point Loma. Assuming the anchor line just broke," said Casey.The boat was named Age Of Russia.According to a 1992 Los Angeles Times story, it was built in Leningrad for six million rubles. Under current conversion rates, six million rubles is valued at about ,000.A Russian group of yachtmen sent the boat to San Diego in 1992 to compete in the America's Cup, but that group was never sanctioned by race officials to compete. Because the group couldn't afford to bring it back, the boat was slated to taken to be taken to the Miramar Landfill and flattened. But then a buyer came forward.Casey says recently, it had been used for tours of the bay, before its final, unscheduled trip Saturday. Its frantic owner ended up at the beach."Obviously his reaction was sort of shock and dismay. He was very upset when he saw it on the beach," said Casey.Casey says the boat was insured, which means the cleanup costs could be covered."The contractor will likely have to use heavy equipment, dump trucks, to break up the remaining pieces and take it to the landfill," said Casey.Casey says there is an ongoing problem of boats without slips on the bay, being anchored in the Zuniga Jetty, and becoming loose during stormy weather. In 2019, the City Council amended San Diego’s Municipal Code to restrict open-water boat anchoring near Zuniga Jetty Shoal to two hours. 1960

City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year.   In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. "If there's an issue we're going to own it, and we're going to be held accountable because it's the ratepayers and the taxpayers of San Diego who we work for, and we cannot forget that."  2439
