SAN DIEGO (KGTV) - One of the FBI’s 'Ten Most Wanted Fugitives' from Las Vegas may be hiding in the San Diego area, the FBI said Tuesday.Jesus Robert Munguia is accused of bludgeoning his wife to death in 2008 in Nevada.The FBI said Sherryl Sacueza left Munguia and took the couple’s four young children with her. Munguia learned his wife was romantically involved with another man and persuaded her to return home with the children, said agents.Investigators said Sacueza returned and Managua locked the children in a bedroom before driving Sacueza to a remote area, attempting to strangle her, and beating her with what may have been a tire iron.FBI public affairs agent Mollie Halpern said Munguia uses aliases including Mono, Chuy, and Miguel. Munguia has a tattoo on his chest that reads “My Baby Jessica” and a tattoo of a teardrop near his left eye. He is also missing his right index finger.The FBI also believes Munguia may be hiding in Tijuana, Mexico.Anyone with information is asked to call the FBI at 1-800-CALL-FBI. SAN DIEGO (KGTV) -- Police are searching for a suspect after a man was shot and killed in San Diego’s El Cerrito neighborhood late Saturday night, San Diego Police say.Police were called to the 5700 block of El Cajon Boulevard just after 11 p.m. Saturday after receiving reports of a possible shooting in the area.When they arrived, officers found a man with an apparent gunshot to the head. He was taken to the hospital where he later died, according to police.Little is known about the circumstances surrounding the shooting, but police say the victim was involved in a fight with the suspect, identified as Joseph Mehlenbacher, 18.“Mehlenbacher and the gun are still outstanding. He is considered armed and dangerous,” police said in a news release.He was last seen driving a white 2002 Honda Accord with California license plate 8CJY250.Police urged the public not to approach Mehlenbacher if spotted. “Please do not make any attempt to contact Mehlenbacher. SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) - On Normal Street in Hillcrest Friday, things were anything but normal.   Tim Henderson and his colleagues were checking email in the street."Just a minute ago, we had a meeting out here," he says while pointing to an assortment of chairs.    He and his co-workers at KTUA, a landscape architecture and planning firm, set up a little home office in a spot usually occupied by 3 to 4 parked cars.   The space was decorated with plants and patio furniture.Welcome to “Park(ing) Day 2017,” billed as a worldwide event where artists and designers transform metered parking spots into temporary public parks.    The event ran Friday from 9AM – 3PM, with several downtown businesses also taking park."We're in a ‘car-centric’ world, we always have to supply places for cars,” Tim explained.  “We're making a statement: during some part of the year, you can come out into a space not  being used for cars -- and have a park!"Henderson and his work buddies barbecued in the parking spots and even roasted s’mores.Parking is at a premium in Hillcrest, but Henderson said nobody seemed to mind them taking up the spots.    In fact, he said drivers had been slowing down to catch a glimpse at the “front yard” they created on the street.“They love it,” he said. 1351
