BEIJING, Aug. 17 -- Just on Saturday night, police in South China's Guangdong province caught 1,162 drink drivers and 78 drunk drivers. Each was punished and all the drunk drivers were taken into custody. Similar checks and arrests were also made in other cities over the weekend.    Saturday was the first day of a two-month-long nationwide campaign launched by the Ministry of Public Security to crack down on drink and drunk driving, after several recent cases in Nanjing, Hangzhou, Chengdu and Shanghai triggered huge media attention and public indignation.     Although many feel that more innocent lives could have been saved if the crackdown had been initiated earlier, they still pin high hopes on this crusade to wipe out the rampant drink and drunk driving and other reckless driving on our roads. A policeman tests a taxi driver to determine whether he is driving under the influence of alcohol on Saturday evening in Huaibei, Anhui provinceIn the first half of this year, 222,000 people on the Chinese mainland were found driving under influence (DUI), up 8.7 percent over the same period last year. In Beijing, DUI was responsible for the loss of 97 lives in accidents during the first six months.          Our roads have simply become the most dangerous in the world. With three percent of the total vehicles in the world, the country accounts for 16 percent of the global traffic deaths.     So the announcement by the Ministry of Public Security last Friday to mete out the toughest punishment to violators is a move in the right direction. It is a move to protect the lives of other people as well as of the drink and drunk drivers themselves.     Of course, this is not the first time that the police force has decided to strike out against DUI. Three campaigns were already held earlier this year. Yet the fact that this phenomenon is still so widespread on our roads shows the need for better strategies.     First, our laws should be made tougher to show zero tolerance to such murderous driving. Many countries, such as the United States, Sweden and Singapore, have stricter punishment for DUI.     Second, police officers should enforce the law at all times and in all places, leaving no gaps of which violators can take advantage. Crackdown on DUI is not something that should be carried out for only two months or for the 60th National Day. It should stay as long as there's dangerous driving on our roads.     Third, while laws and punishments are necessary, we should start educating our population about the threat of DUI on others' lives. While drivers should restrain themselves, our drinking culture, which often means endless rounds of bottoms-up, needs to be checked.     Each year traffic accidents take away more lives in China than any other mishap. An all-out war on drink and drunk driving and other forms of rash driving should definitely be a national priority.

NANNING, Sept. 2 (Xinhua) -- Authorities in south China's Guangxi Zhuang Autonomous Region announced Wednesday the addition of 20 million yuan (2.94 million U.S. dollars) to a fund financing efforts to fight drought as hot, dry weather maintains its grip on the region.     The Flood Control and Drought Relief Headquarters in Guangxi simultaneously launched a drought control response mechanism which requires local departments such as weather, water resources and power supply to cooperate closely to guarantee success of the efforts to fight drought.     According to the local weather department, Guangxi suffered its hottest weather in 58 years from Aug.1-30, with the temperature averaging 28.9 degrees Celsius.     The south Chinese region has had 1,152 mm of rainfall in the past eight months, a drop of 12.7 percent from the average level for the same period in normal years. It had rainfall of only 91 mm last month, down 57 percent from the average level for the same month in normal years.     The Flood Control and Drought Relief Headquarters in Guangxi said 638,500 people, plus 299,200 livestock had been suffering from water shortages.     And 280,850 hectares of cropland affected because of hot weather and less rain, included 598 hectares of crops that died in the arid conditions.     The regional weather service's forecast Monday said Guangxi's drought would continue during the coming week.     Guangxi has already made great efforts in drought control. More than 53.41 million yuan (about 7.86 million U.S. dollars) has been set aside so far.     The region's department of water resources has dispatched five working groups to areas such as Laibin, Chongzuo, Wuzhou, Hezhou, Hechi, all in Guangxi, to supervise or guide drought control efforts.     Zhong Xiangting, the department's chief, said the region had since late August mobilized more than 1.71 million people to fight drought, which has helped irrigate 148,470 hectares of crops and temporarily solve water shortages faced by 390,280 people and 193,110 livestock.

BEIJING, Aug. 5 (Xinhua) -- Tropical storm Goni has brought huge rainfall to south China after it landed early Wednesday morning in Taishan of south China's Guangdong Province.     Downpours drenched most parts of Guangdong and neighboring Fujian province, with a hydrological station in Guangdong reporting precipitation of about 400 mm.     The weakening Goni is moving westward slowing and is expected to bring downpours to west Guangdong from Thursday to Friday.     Maritime affairs department in the southern island province of Hainan said Tuesday that it had issued an emergency warning to 20,000 fishing vessels in the South China Sea, calling them to harbor.     Another tropical storm, Morakot, has strengthened into typhoon and is expected to make a landfall from late Friday to Saturday in central and northern Fujian, weather forecasters said.     Local authorities have put in place emergency plans to evacuate residents amid other efforts to reduce losses from Morakot, the 8th typhoon this year.     Severe rainstorms also wreak havoc in other parts of the country Wednesday.     In Suichuan, eastern Jiangxi province, flash flood washed down five houses and killed at least three people.     Rain-related disasters also killed two in the southwestern Guizhou province and another two in neighboring Chongqing municipality.

Changchun, Sept. 1 (Xinhua) -- China's macro-economic policy would remain "consistent" and "stable" to consolidate a base for economic recovery, vice premier Li Keqiang said Tuesday.     Although positive factors are accumulating and momentum apparently growing, China's economy still faces many difficulties and challenges as the international financial crisis is still not over, said Li at the opening ceremony of the 5th China Jilin Northeast Asia Investment and Trade Expo, in the northeastern city of Changchun, the capital city of Jilin Province. Chinese Vice Premier Li Keqiang addresses the opening ceremony of a High Level Forum on the Northeast Asia Economic and Trade Cooperation held in Changchun, capital of northeast China's Jilin Province, Sept. 1, 2009He said the government would continue to stimulate consumer spending, push forward economic restructuring and facilitate foreign investment to energize enterprises and maintain persistent and steady economic expansion.     The revitalization of northeast China, which is known as the country's old industrial base, would play a key role in coordinating regional economic expansion and spurring domestic demand. Chinese Vice Premier Li Keqiang (2nd R, front) visits the exhibit venue after the opening ceremony of the Northeast Asia Investment and Trade Expo held in Changchun, capital of northeast China's Jilin Province, Sept. 1, 2009Northeast Asian nations are highly complementary in economic development. Strengthening economic and trade cooperation in this region would play a positive role in boosting regional development and the world economy, Li said.     China is willing to enhance cooperation with countries in the region with more open and positive attitudes to realize win-win results, he said.     The six-day exposition, which started on Tuesday, focuses on opportunities and challenges in coping with the global financial crisis.
