(KGTV) — Pacific Beach restaurants are open for dine-in service for the first time since the pandemic started."People look happy, people are just happy they don't have to cook for themselves right now, they have some place to go where someone can cook for them," Mavericks Event Manager Krista Marcheschi said.Mavericks is a popular destination for drinks and dancing weekend nights, but since the pandemic Marcheschi said they are adhering to the strict guidelines set by the county.RELATED: Encinitas lifeguards out in full force for Memorial DayMarcheschi said they closed on March 15th and reopened last week for take out. They have a no-touch menu option, using a QR Code, or one use menu. There are signs on tables showing when it has been sanitized. And to remember that we’re all doing the best we can."San Diego Police were out Saturday educating people and businesses about the new policies.Friday Police Chief David Nisleit said they will shut down other businesses if they have to, adding they don't want it to come to that.Marcheschi said Mavericks hasn't seen any trouble so far."We're all in this together, we have to be or else it's just not going to work," she said.Mavericks cannot allow dogs under the current Stay at Home Order. San Diego (KGTV)- Small businesses around the county continue to navigate their way through the pandemic. A local Guamanian grill is using a musical twist to highlight their food, to bring in business.SMACK'N Guamanian Grill offers authentic Chamorro food. Chamorro is the native culture of the Mariana Islands region, including Guam.“All the recipes are authentic and passed down through generations,” says owner Christian Graham.The 24-year-old owner says opening the restaurant was a way to showcase his culture, which is not highly represented in San Diego.“I wanted to highlight what my grandmother, what my family has brought to the Chamorro food, the Chamorro community,” says Graham.When the pandemic hit, the newly opened SMACK'N Guamanian Grill had just opened six months prior.“Sales have dropped quite a bit between 30 to 50 percent,” says Graham. “We ended up losing about 20 percent of our staff members due to the pandemic because of their reduced hours.”As a young owner, Graham decided he needed a new, creative way to bring in business. He created a music video for the Guamanian Grill.“Just something different that restaurants haven’t done in the past.”The video, which launched a little over a week ago, already has hundreds of views on YouTube. Graham says business has increased by nearly 30 percent.He encourages other businesses to think outside of the box to develop ideas that will keep customers talking. Or, in his case, “rapping.” 1468

SAN DIEGO (KGTV)- For the first time in decades, NASA is moving closer to sending people to the moon, or even Mars. Naval Base San Diego is playing a key role in that process.This week the USS John P. Murtha left Naval Base San Diego to test recovery efforts of NASA’s mock Orion capsule.“We’re going to ensure that once it comes down, once it hits that water, that everything from then on is totally safe,” says Retired Navy Pilot and President of the San Diego Air & Space Museum Jim Kidrick.The amphibious ship sends a crew into the Pacific Ocean, then uses smaller boats to guide the capsule back to the USS Murtha.The Orion has an environmental control system, a heat shield that can withstand 4,000 degrees Fahrenheit, radiation control and parachutes. NASA says the first recovery test aboard the USS Murtha was a success.“By the time they put people in that capsule its going to work flawlessly.” Naval Base San Diego will be removing the Orion test model from the USS Murtha and putting in on display tomorrow.10News will be there to give you a personal look at the capsule. 1095

SAN DIEGO (KGTV): A new study from the Public Religion Research Institute paints a grim picture of people struggling to make ends meet in San Diego.The study polled more than 3,300 people across the state. It says 45% of San Diegans fall into an auspicious category: people who work full time and still struggle with poverty.The study looked for income levels below 250% of what the US Census Bureau considers the local poverty level. While it doesn't provide an exact dollar amount for that, the study's author says that percentage seemed to be the tipping point for people who could or could not withstand a financial emergency."In this group, a majority of them say they would have a difficult time even coming up with 0 for an emergency expense," says PRRI CEO Robert Jones. "About 4 in 10 say they have put off going to the doctor or cut down on meals to save money. So these are people who are really living right on the edge."At 45%, San Diego falls near the middle of California regions when looking at working people who struggle to make ends meet. On the low end, the Bay Area had just 27% of people in that category. Los Angeles was at 49%. The San Joaquin Valley had the highest percent at 68%.Jones says things like the cost of housing, gas and other necessities in San Diego stretch people's budget to the breaking point."What the survey shows is people working very very hard feel like the deck is stacked against them in a number of ways," says Jones.Other numbers showed a loss of faith in the American Dream, especially in California.In San Diego, 60% of people think it's harder to achieve the American Dream in California than in other parts of the country. 52% of people surveyed say they don't think they'll retire, or they will have to wait until after they're 65 to do so.And 68% of the people surveyed say they'd tell young adults to leave the state to find better opportunities.You can read the full report at the PRRI?website. 1979

SAN DIEGO (KGTV/CNS) - A San Diego mom is hoping the county's new plan to provide more affordable housing will help keep her off the street. Leticia Rodriguez, her mom, and two kids have been living in Rodriguez's van the last several months, but right now the van is in the shop. They're hoping to get into the San Diego Rescue Mission. It would be their first time sleeping at a shelter."You have to come back at  5 ' o'clock and line up and you know, wait to get in, every day, until you get a bed," said Rodriguez. Rodriguez makes  an hour as a team leader at Jack N' The Box. She's been looking for a place she can afford for more than a year. "You can get a studio for 0 then you're lucky, but then they say how many are you? Then they say, that's too many," said Rodriguez. Tuesday the San Diego County Board of Supervisors voted unanimously to set up a million dollar trust fund for the county to use to invest in affordable housing. The vote followed a brief presentation by staff detailing the housing-related hurdles in the San Diego region, including that more than 3,500 affordable units have been lost in the last 20 years.Staff said there are now more than 9,000 homeless people on any given night, a 5 percent 1309
