SAN DIEGO (KGTV) - The National Weather Service says that conditions are in place for a La Ni?a weather pattern in the fall and winter of 2020-21. That could bring warmer, drier than usual weather to San Diego over the next few months.By definition, La Ni?a happens when the water along the equator is colder than usual. That pushes the jet stream farther north and directs storms away from the Pacific Southwest region of the United States.Because of that, Southern California typically sees less rain during La Ni?a years."What that means for everyone is that our winters can be variable, meaning they can be all or nothing," explains National Weather Service Meteorologist Alex Tardy. "It doesn't necessarily result in more or less rain, though. You just have a very inconsistent winter in general with a La Ni?a pattern like we're seeing developed now."The numbers bear that out. According to the San Diego County Water Authority, San Diego averages 10.34 inches of rain every year, with most of it falling from December through February.But in La Ni?a years, the rainfall is usually below average. During La Ni?a in 2018, San Diego only saw 3.34 inches. A La Ni?a in 2017 brought 12.73 inches. La Ni?as in 2017 and 2012 got 8.18 and 7.90 inches of rain, respectively."The bulk of the historical cases have been somewhat below average," says Dan Cayan from the Scripps Institution of Oceanography. "It's 10 to maybe 30% below what we would normally achieve in those in those core winter months."That's bad news for firefighters across California. Already this year, the state has set records for wildfire disasters, with 7,982 wildfires burning more than 3.6 million acres. A dry, warm fall and winter will prolong wildfire season."That's not a real welcome signal for us here in Southern California, particularly after this extended dry period and heatwaves," says Cayan. "A wetter winter this next year would have been a welcome relief. But the roll of the statistical dice right now does not look like they're in our favor."Tardy puts it more bluntly."We are a tinderbox," he says. "We're looking at fuel moisture that is not just dry the way it should be, but it is record dry."La Ni?a weather also brings more Santa Ana winds, which can help wildfires spread. Tardy says we can expect this to last for several months."The prediction is for the fall is to be warmer than average," he says. "So a continuation of what we saw in August, and for mostly dry conditions as we go deep in the fall." 2508

SAN DIEGO (KGTV) -- The California Tower at San Diego’s Museum of Man has finally reopened following a months-long upgrade. The tower closed on February 18 of 2019 for a seismic retrofit to protect against earthquakes. The upgrade was done using funds from the City of San Diego and FEMA. It cost ,748,550. SAN DIEGO (KGTV) — The back-to-back announcements of promising clinical trial results from Pfizer and Moderna may usher in a new era for vaccine technology.Both companies have candidates that rely on a new kind of vaccine strategy: RNA. Preliminary data show both candidates are more than 90 percent effective.On the surface, the vaccine candidates look like any other you’ve taken. They work by training your body to build up defensive weapons against a virus, like antibodies and T-cells.But instead of training your body by introducing a killed virus or a fragment of a virus, the vaccines from Moderna and Pfizer introduce a set of instructions called messenger RNA enclosed in a little blob of fat.“The key concept of RNA is that they’re messages, and they’re meant as short-term messages,” said Dr. Shane Crotty of the La Jolla Institute for Immunology.Crotty said there are 5,000 to 10,000 messages within a cell at any given time.Once administered, the mRNA in the vaccine instructs some of your cells to make the coronavirus’ signature spike protein. The spike protein on the surface of the coronavirus allows it to infiltrate and hijack cells.Even though the spike protein is just one of about 25 genes the virus has, preliminary results from the clinical trials suggest it is enough material to train the immune system without making the recipient sick.Crotty likened the process of training the immune system to spotting a sedan. If the coronavirus is a car, the spike protein might be the door.“There's no way that car door could turn into a whole car, but it's enough of a piece of a car for your immune system to recognize that car if it saw it again,” he said.Scientists started by sequencing the virus’ DNA from a sick patient, then encoding that genetic sequence into an mRNA instruction molecule that can be read by the manufacturing part of cells.From there, Dr. Crotty said it’s a bit like the messenger app Snapchat.The mRNA gets injected into the body, sending temporary instructions to your cells that last for a while, then disappear. mRNA does not genetically modify cells, he stressed.“They’re around as messages for some period of time and then they go away, and the cells get back to their normal job of reading their own messages instead of reading the messages you’re injecting in the vaccine,” he said.The concept has been around since the 1990s, but there are currently no RNA vaccines on the market for any pathogen, so Dr. Crotty said it’s hard to estimate how long their protective effects will last.Some vaccines offer a lifetime of protection, like the measles vaccine. Others offer decades of protection. The flu vaccine only lasts about six months.Dr. Crotty said the length of protection depends on how fast the virus mutates and how long the immune cells survive in the body.But even if the COVID-19 vaccine turns out to need an annual update, he’s optimistic. The best feature of RNA vaccines is that they can be quickly reprogrammed.Both Moderna and Pfizer are still in their Phase 3 trials, but they expect to finish them by December. Together, they estimate they’ll have enough doses for about 35 million people by the end of this year, primarily for healthcare workers and high-risk individuals. 3250

SAN DIEGO (KGTV) — The future of Horton Plaza was teased in a new set of renderings released by the firm that purchased the aging mall.Stockdale Capital Partners purchased Horton Plaza in June 2018 with the aim of revitalizing the center into a mixed-use high-tech office and retail space. Wednesday, the firm gave a glimpse at The Campus at Horton, showing a completely transformed Nordstrom building from a concrete facade into a glass-covered office space. SAN DIEGO (KGTV) -- The mother of a Cathedral Catholic High School student who sold prescription drugs to minors and marijuana to teenagers pleaded guilty Wednesday.Kimberly Dawn Quach, 49, pleaded guilty to the felony charges, including furnishing Xanax to a minor. Quach now faces between eight and 11 years, eight months in prison.Quach’s live-in companion, William Sipperley III, 50, also pleaded guilty to using a minor to transport marijuana and furnishing to a minor over 14-years-old.RELATED: Mom accused of providing drugs to Cathedral Catholic students  Quach was arrested in 2017 after police said she sold or offered suboxone, an opiate, and Xanax to minors starting in January of 2017.Police also say that Quach gave at least 10 teenagers marijuana to sell, package or transport. Cathedral Catholic students regularly smoked marijuana Sipperley grew at the couples Carmel Valley home.One detective said Quach had as many as 70 teenage clients at the Catholic school and at other schools.During a search of her home, police found large containers of marijuana, plant food, grow lights and drug paraphernalia.
