BEIJING, June 29 (Xinhua) -- China's top political advisory body Tuesday started a new seminar to improve the capabilities of 296 national political advisors in advising the government work.During the four-day seminar, the participants, who were from 34 walks of life, will attend lectures and hold panel discussions focusing such topics as how to persisting in and improving the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China, as well as the basic requirements for advisors to better perform their duties.Jia Qinglin, Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the top advisory body in China, met with the participants at the opening ceremony of the seminar.The seminar is the fifth of the kind ever organized by the 11th CPPCC National Committee. Altogether 1,342 CPPCC members have attended the seminars.

ZHAOYUAN, Shandong, Aug. 7 (Xinhua) -- Fourteen miners were confirmed dead, 23 others still trapped underground while 292 were lift to the ground safely following a fire that engulfed a gold mine in east China's Shandong Province Friday, local authorities said early Saturday morning.A total of 329 miners were working underground when the fire broke out at about 5 p.m. at the Luoshan Gold Mine run by Lingnan Mining Co. Ltd. in Zhaoyuan city, a spokesman with the rescue headquarters told Xinhua.Three hundred and six were lifted to the ground as of 5 a.m., but 14 of them were found dead, he said.Twenty-three people were still trapped underground, with 21 miners' locations identified, he added.Dozens of injured miners had been sent to two local hospitals, he said.An initial investigation showed that the fire was likely caused by an underground cable. Police were further investigating the incident.The mine owner had been taken into police custody, he said.Over 100 rescuers are working at the scene. Provincial Party chief Jiang Yikang and governor Jiang Daming have rushed to the scene to oversee the rescue work.

PARIS, July 8 (Xinhua) -- Legislative bodies of China and France launched their regular parliamentary exchange mechanism on Thursday, vowing to further push forward the Sino-French comprehensive strategic partnership.Wu Bangguo, chairman of the Standing Committee of Chinese National People's Congress (NPC), and Bernard Accoyer, speaker of the French National Assembly, jointly declared the beginning of the first meeting of Sino-French Parliamentary Cooperation Committee.Wu said the launch of the high-level meeting between the two legislative bodies signals the Sino-French parliamentary exchanges were promoted to a new stage.Accoyer said the regular parliamentary exchange mechanism could serve as an important platform for both nations to exchange views on mutual concerns and promote bilateral cooperation in politics, technology, new energy and environmental protection.Ahead of the meeting, Wu and Accoyer held talks on bilateral ties and parliamentary cooperation.Accoyer said France attached great importance to Wu's visit as Wu is the first Chinese top legislator that visited France in 13 years.France regards China as a strategic partner, expecting to expand all-round strategic cooperation with China, boost coordination on international issues, through joint efforts against global financial crisis, climate change and other challenges, he said.Wu said his ongoing visit to France is aimed to build a closer relation between the Chinese NPC and the French National Assembly. BEIJING, Aug. 17 (Xinhua) -- Chinese President Hu Jintao and his Russian counterpart Dmitry Medvedev discussed disasters and bilateral relations during a telephone conversation Tuesday.Medvedev conveyed his heartfelt condolences to China over its worst mudslides in decades and the great loss of life and property, expressing belief the Chinese government and people would overcome all difficulties and prevail over the disaster.He hoped the people injured would make a quick recovery and the mudslides-hit area would rebuild soon, noting that Russia was willing to provide assistance and support for China.Hu said the Chinese government had reacted immediately to the disaster in Zhouqu County of China's Gansu Province and was fully focused on the rescue and relief operations.Safeguarding the safety of civilians was the Chinese government's top priority and it had tried its best to rescue the people stricken by the Aug. 8 mudslides, which have left 1,254 people killed and 490 others missing so far, he said.Currently, relocation of the people affected, rescue and treatment of the injured, epidemic prevention, and reconstruction of infrastructure were underway in an urgent but orderly manner, he said.Hu also expressed China's appreciation of the Russian government and people after President Medvedev and Prime Minister Vladimir Putin had been quick to send their condolences and offered help, respectively.China was also greatly concerned by Russia's deadly wildfires and identified with Russia over its great loss of life and property, said the Chinese president, adding that China had offered assistance.Under the staunch leadership of the Russian government, the Russian people did their best to fight the wildfire and effectively safeguarded the safety of its people and property, said Hu, who once again sent condolences to Russia on behalf of the Chinese government and people.

NGARI/CHENGDU, July 2 (Xinhua) -- Southwest China's Tibet Autonomous Region, known as the "Roof of the World", on Thursday opened its fourth civil airport in farwest Ngari area, shortening a trip to the regional capital Lhasa to one and half hours from three or four days by car.An Airbus 319 landed at Gunsa Airport in Ngari Prefecture at 10:20 a.m., marking the airport's official opening.The passenger flight from Chengdu, capital of the neighboring Sichuan Province, was operated by Air China's southwestern branch.An Air China flight would fly from Chengdu to Lhasa and on to Ngari every Tuesday and Friday, said Bao Lida, a spokesman with the company's southwestern branch based in Chengdu."The flight leaves Chengdu at 5:50 a.m. and arrives in Lhasa two hours later," said Bao. "It leaves Lhasa at 8:40 a.m. and arrives Ngari at 10:20 a.m."At an altitude of 4,274 meters with a 4,500-meter runway, Gunsa Airport is now the third highest airport in the world. Bamda Airport in Qamdo in eastern Tibet and Kangding Airport in Sichuan Province sit 4,334 meters and 4,280 meters above sea level, respectively.Annual capacity of Gunsa Airport is expected to reach 120,000 passengers by 2020.Before the airport opened, Ngari was linked to Lhasa only by road, taking three or four days to cover the 1,600-km route."Bad transportation infrastructure was the biggest bottleneck crippling Ngari's development, but now with a 100-minute flight, I believe it would bring talents and business opportunities to Ngari ," said Dawa Tashi, deputy secretary of the prefecture committee of the Communist Party of China.But the pricey flight fare of 2,590 yuan (382 U.S. dollars) for the 100-minute flight from Ngari to Lhasa might be out of many people's reach in a prefecture where the annual per capita income was only 3,148 yuan in 2009, which was a 16.8 percent increase compared with that in 2008.Construction of the airport began in May 2007 and cost an estimated 1.65 billion yuan (241.22 million U.S. dollars).The flight distance between Chengdu and Ngari is 2,300 km. Tickets can be purchased at several ticket offices, but are not available on the Internet."This is the first time that I flew to Ngari and it was much more convenient than before," said Liu Li, a passenger on the plane.Liu said she and her friends from south China's Guangdong Province and East China's Shanghai Municipality would visit Ngari since they no longer have to come here by bus, which was a difficult journey.Gunsa Airport is the fourth civil airport in Tibet after Gonggar Airport in Lhasa, Bamda Airport in Qamdo Prefecture and Nyingchi Airport.A fifth airport, Peace Airport in Xigaze, is expected to open in October.Exactly four years ago, China opened a landmark railway linking Tibet with major cities, including Beijing, Shanghai and Guangzhou.
