QINGDAO, Shandong, Sept. 27 (Xinhua) -- The fourth Sino-U.S. Energy Policy Dialogue opened Sunday in the coastal city of Qingdao in east China's Shandong Province. China and the U.S. have huge potentials to cooperate in developing wind, solar and nuclear power. Both countries shall hold responsibilities to develop more technologies and equipment to tackle the challenges of climate changes, said David Sandalow, assistant secretary for Policy and International Affairs at the Energy Department. Zhang Yuqing, an official with China's National Energy Administration, said China is willing to learn advanced technologies of exploring gas. The consumption of gas has been growing by 20 percent every year since 2006. The two countries signed a memorandum of understanding to launch the dialogue in 2004. The first forum was held in 2005 in the U.S.

BEIJING, Aug. 28 (Xinhua) -- The China Economic and Social Council(CESC) wants to boost exchanges with Niger's Economic, Social and Cultural Council (CESOC), a senior Chinese official said Friday. Wang Gang, chairman of the CESC and member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks when he met with the chairman of the CESOC Amadou Cheiffou in Beijing. Both councils grouped experts in social and economic development, Wang said, and could learn from each other, as they deepened cooperation. BEIJING, Sept. 9 (Xinhua) -- Chinese President Hu Jintao Wednesday urged the country's senior officials to take the 60th anniversary of the founding of the New China as a new start for carrying on its modernization drive while maintain social stability. Hu, also general secretary of the Communist Party of China (CPC) Central Committee, made the remarks when presiding over the 16th group study for the CPC Central Committee Political Bureau, which was themed on understanding and practicing the socialist modernization since the founding of New China. "Many important revelations come up if we look back on how the Party has led people on the path of socialist modernization," said Hu, stressing the importance of upholding economic development as the central task and promoting comprehensive and sustainable development. Hu stressed the study of the principle of "freeing our mind, seeking truth from facts, be united and look ahead", which was put forward by late Chinese leader Deng Xiaoping. Hu said that policies regarding reform should be scientific and the methods of practicing these policies should be well-coordinated. Such reform policies should cover economy, politics, culture, society and all other aspects. Hu emphasized on ensuring social stability while deepening reform. "Without stability, nothing can be done and even those we have achieved will be lost. We should pay special attention to conflicts occurring among people and solve them properly," he said, adding that various issues that affect social stability should be coped with carefully to ensure people's livelihood. BEIJING, Sept. 26 (Xinhua) -- Chinese farmers would see their income continue to rise this year, Vice Minister of Agriculture Chen Xiaohua said at a press conference Saturday. "As China's economy is recovering, there are more and more positive factors supporting the increase of farmers' income," said Chen. Farmers' per capita cash income in the first half of this year reached 2,733 yuan (400 U.S. dollars), up 8.1 percent year on year. But the increase rate was 2.2 percentage points slower than that in the same period last year, according to Chen. "The growth is remarkable and the statistics are pleasing. However, China is still short of a long-term mechanism for increasing farmers' income and efforts need to be made to increase the channels for farmers to earn more money," said Chen. In the past, farmers' income was mainly driven up by increased grain production or raised prices. "Now, we should push forward agricultural industrialization to let market guide grain planting and agricultural production," Chen said. Chen also stressed the importance of creating more jobs for surplus rural laborers in a bid to increase their salary income. The salary income mainly comes from the earnings from working in local or urban enterprises. The economic crisis reduced the number of Chinese migrant workers, with the current number standing around 225 million. In the second quarter this year, this number increased 2.6 percent from the first. Chen also said the government will increase fiscal support for farmers in subsidizing their purchase of seed, diesel, fertilizer and other production materials. The central government always gives priority to increasing farmers' income, he said. "Local authorities should make every effort to keep increasing farmers' income to shore up rural development and to ensure stable and rapid economic development," Chinese Vice Primer Hui Liangyu said at a rural work conference held in China's eastern city of Hangzhou from Thursday to Friday.
