(KGTV) — A group of Oceanside teenagers fought off a man who attacked them on a bike trail Friday.The kids were walking on a bike path west of Fireside Park when the suspect called out to them, according to Oceanside police spokesman Tom Bussey. When the kids didn't respond, the suspect charged at them.The suspect pushed the kids to the ground and they rolled down an embankment, where the suspect continued attacking, Bussey said.The group fought back, one teen hitting the man with a stick to fight him off, before running to a house to call police.Police returned to the area and found the man after searching with canines and a drone. The man, identified as 55-year-old Sampson Marinanito. Police say Marinanito had a pair of metallic nunchucks he tried to toss away.Marinanito was taken into custody for child abuse, and possession of nunchucks and narcotics. 892

One person has died and 16 others have become ill from a salmonella outbreak linked to kosher chicken, the US Centers for Disease Control and Prevention said Wednesday.Eight people have been hospitalized, including the person who died.Illnesses were reported in Maryland, New York, Pennsylvania and Virginia. The death was reported in New York.According to the CDC, the agency began an outbreak investigation in June after several cases were reported in New York among people who said they had consumed kosher chicken."In interviews, ill people reported eating kosher chicken, and when asked about the specific brand eaten, several people reported Empire Kosher brand. The outbreak strain was also identified in samples of raw chicken collected from two facilities, including one facility that processes Empire Kosher brand chicken," the CDC said in its announcement.However, the agency is not telling consumers to avoid eating kosher chicken or Empire brand chicken. Rather, they should follow safe food preparation practices including washing hands before and after touching raw chicken and washing utensils, cutting boards and counters where raw chicken was prepared.Consumers should also cook chicken thoroughly, making sure the inside temperature reaches 165 degrees Fahrenheit. This is the temperature recommended to kill germs that cause illness such as salmonella.Salmonella illness usually begins between 12 and 72 hours after consuming the bacteria. Symptoms can include diarrhea, fever and stomach cramps and can last four to seven days.The earliest illness linked to this outbreak began September 25, and the most recent case began June 4.Severe illness may require hospitalization and treatment with antibiotics. Those most at risk for severe illness and complications are children younger than 5 and adults over 65, as well as people with compromised immune systems.The youngest patient in this outbreak is younger than 1 year old, and the oldest is 76.The US Department of Agriculture's Food Safety and Inspection Service issued a public health alert "out of an abundance of caution," the agency said."FSIS is concerned that some product may be frozen and in consumers' freezers. Consumers who have purchased these products are urged to properly handle, prepare, and cook these raw chicken products."The CDC and the USDA are working with state health officials on the investigation.Kosher food is prepared under supervision to ensure that the dietary laws followed by observant Jews are adhered to. (KGTV) - The Oceanside City Council just gave preliminary approval to a plan that would use city development fees as a way to provide homebuyers help with their down payments.City Councilman Christopher Rodriguez presented the idea, which he calls the Affordable Market Purchase Program (AMPP)."It's a win-win," says Rodriguez. "And it's the fastest way, in my opinion, to creating home ownership."Under the plan, people could borrow up to 20% of the home's asking price from the city. But, it can only be used on single-family homes up to 0,000 or multi-family units (townhomes and condos) up to 0,000. The money comes from the city's "In-Lieu" fund. That money is a fee developers pay to the city when they don't include the required affordable housing in their project.Rodriguez says the city currently has about .7 million in the fund."Every million dollars could help 14 people with down payments," he explains.To qualify, people need to be first-time homebuyers who make less than 115% of the county's median income. That's around ,000 a year for a family of 4.They have to have been either living in Oceanside for a year or working in Oceanside for six months.The program is also available to veterans or seniors who are over 65 or over 55 but currently living in an Oceanside mobile home park.Applicants must also chip in at least 1% of the home's value as their down payment.Rodriguez says this program can help people who otherwise wouldn't be able to buy a home because they can't save for a large enough down payment."A family that is struggling to make ends meet and pay rent and unable to save, now they're able to use a program like this," he says.The loan from the city would be repaid when the home is sold again, or when there's a title transfer, first mortgage repayment, or in 30 years.In addition to the full cost of the loan, the city would also get 25% of the appreciated value of the home. That money would go back into the fund to help more people."It's unique, it's relevant, and our community desperately needs opportunity," says Rodriguez.He adds that this could help businesses retain employees. Right now, many people who work in Oceanside live 20-30 minutes away. Rodriguez says getting them to buy homes in town would make them more effective as employees and more likely to stay in their current jobs.The City Council gave the plan a preliminary approval at Wednesday night's meeting.
